Overview of positionUnder the overall guidance of the Chief of Child Survival and Development in Libya Country Office, with direct supervision fromour clientHealth and Nutrition officer , and in close collaboration with the health authorities and stakeholders, our client, in collaboration with the Ministry of Health (MoH) and partners, is supporting the strengthening and scale-up of the national Community Justification Health Worker (CHW) programme to improve access to essential primary healthcare, nutrition, and preventive services. The CHW Specialist will provide technical leadership and coordination to advance policy development, capacity building, and programme rollout in line with national priorities and international standards. The incumbent will play a critical role to ensure quality program implementation.
The CHW Specialist will provide comprehensive technical support for the design, implementation, coordination, and monitoring of the national CHW programme, ensuring full alignment with our client protocols, WHO guidance, and national health strategies, while integrating sectoral priorities such as nutrition, MNCH, and health promotion.
- Policy, Strategy, and Technical Guidance
Provide technical support to the Ministry of Health (MoH) on Community Health Worker (CHW) policies, strategies, and operational frameworks.
Consolidate the our client CHW operational plan and align it with the national CHW plan, ensuring coherence at national and subnational levels.
Review, adapt, and finalize national CHW guidelines and curricula in line with global best practices.
Ensure integration of CHW services within Primary Health Care (PHC) and alignment with other sectors, including WASH, nutrition, MNCH, and health promotion
-Programme Implementation and Scale-Up
Support the rollout of the CHW programme in priority locations.
Provide quality assurance for CHW start-up kits and the distribution of essential supplies.
Review and revise the selection criteria for targeted CHW personnel and advise the MoH in the recruitment process, ensuring alignment with donor conditionalities and programme priorities.
-Coordination and Partnerships
Coordinate closely with the MoH, the national CHW Taskforce, and UN and sector partners.
Schedule and facilitate regular weekly coordination meetings and disseminate Minutes of Meetings (MoMs) to our client and partners.
Ensure our client’s strategic and comparative advantage are reflected and integrated across programme design, training, and implementation.
Support the harmonization of CHW interventions across partners and geographic regions.
-Monitoring, Reporting, and Learning
Support the development and use of monitoring and supervision tools for CHWs.
Ensure functionality and operability of the Kobo data collection tool and alignment of indicators with our client project results.
Monitor CHW operational performance in coordination with 2 regional SBC consultants (East and South) to ensure alignment with monitoring and evaluation frameworks.
Document best practices, lessons learned, and programme achievements.
Contribute to progress reports, donor reporting, and strategic and programme reviews.
Project reportingFinalize national CHW curriculum, guidelines, and operational framework.
Finalize the CHW National operation plan Master Training and cascade training reports, including training quality assessments and complete documentation.
Updated CHW registry aligned with our client project deliverables and reporting requirements.
Phased national and subnational CHW training and rollout plan.
Revised selection criteria for targeted CHW personnel aligned with donor requirements.
Weekly coordination Minutes of Meetings (MoMs) disseminated to our client and partners.
Technical inputs to procurement specifications for CHW start-up kits and essential supplies.
Monitoring report on CHW performance, developed in coordination with SBC consultants and aligned with M&E tools.
Monthly progress reports and a final assignment report.

Further informationFluency in English (verbal and written). Knowledge of another UN language is an asset.
Previous experience working at policy level and field operations level, for the implementation of humanitarian/development programmes.
Previous experience in working with Government partners. Previous experience in working with Ministry of Health is an asset.
Knowledge and experience in analyzing reports and assessments from different sources and summarizing.
Quality-oriented and able to work efficiently under tight deadlines with multiple partners.
Experience of working with diverse groups of people Good project management skills, Coaching and mentorship skills will be an asset.
Proven ability to conceptualize and plan.
Ability to express ideas and concepts clearly and concisely in written and oral form.
Work experience in Nutrition programming is an asset Computer skills, including internet navigation and various office applications.
