.OBJECTIVES OF THE PROGRAMME

The mission of WHO's Emergency Preparedness and Response Programme (The Programme), is to support countries to coordinate action, prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The Pandemic Fund Ethio Pandemic Prevention, Preparedness and Response (EPPR) project in Ethiopia is a significant initiative aimed at reinforcing the country's capacity to prevent, detect, and respond to public health emergencies, including pandemics. The WHO manages the EPPR project in collaboration with other partners as an implementing entity.

PURPOSE OF THE POSITION 

In the context of the WHO Health Emergencies Programme, at the country level, recognizing that the greater percentage of the planned interventions under all the three pillars of the EPPR project are implemented by the Ethiopian Public Health Institute (EPHI), the incumbent will provide support to the Travel and Border Health Service Directorate of the EPHI by strengthening communicable disease control at points of entry. The Public health emergency management officer at points of entry will coordinate and perform activities related with communicable disease control. His/her responsibilities include passenger’s health screening, inspection of conveyance/vehicles, human remains/ashes control, cargos and parcels inspection and others.

ORGANIZATIONAL CONTEXT

Based at the Bole International Airport, the incumbent will be reporting to the EPPR project manager under the overall guidance of the WHE Team Lead, and working closely with the project management team. The incumbent will provide support to the Travel and Border Health Service Directorate of the EPHI by strengthening communicable disease control at points of entry.

DESCRIPTION OF DUTIES

During the assignment, the assigned duties below may be modified based on the technical needs of the program.

1.Conduct passenger’s health screening activities per the existing working protocols at point of entry

2.Coordinate rapid response team at point of entry in case of evacuation/transport of suspect from conveyance, within the point of entry and to the quarantine centers, temporary isolation centers and treatment centers

3.Fill traveler’s health declaration form and perform data entry into the available electronic database

4.Conduct inspection on both outgoing and incoming on human remains/ashes and ensure that it is free from infectious disease and provide release permit.

5.Conduct conveyance/vehicles inspection and produce disinfection/ disinsection certificate for the outgoing conveyances/vehicles.

6.Request and receive disinfection/ certificate for the conveyance/vehicles arriving from yellow fever belt regions at arrival terminal.

7.Conduct further assessment for suspect passengers who have travel history to the affected countries of public health emergency of interest.

8.Fill the evaluation form for the suspects/alert admitted to the temporary isolation unit

9.Prepare weekly work and duty schedules for the health workforce under his/her supervision, if any at point of entry.

10.Adhere to the discipline and infection prevention control measures at point of entry per the working protocols

11.Evaluate the suspect detected onboard conveyance and/or in the vehicles and advise safety measures to the conveyance/vehicle operators and other passengers.

12.Escort the suspect detected in the conveyance and or / in the vehicles and transport to the designated temporary isolation unit and handover the activities to the next shift officer timely and in an orderly fashion.

13.Conduct brief meetings with the next shift officer about the situation on his/her schedule.

14.Verify /track lost passengers reported from the directorate passenger’s database with the immigration office at respective points of entry.

15.Communicate /coordinate with concerned bodies assigned at the respective points of entry, in case of suspect reported from conveyance/vehicles.

16.Liaise with the nearby health facilities/ designated health facilities for the passengers who need other medical care.

17.Communicate with the travel and border health service directorate head in case of suspect passengers transferred to the treatment unit and other designated facilities.

18.Oversee the availability of the necessary supplies and equipment’s at respective screening sites and temporary isolation unit.

19.Identify gaps and challenges with his/her shift and report to the case team lead.

20.Regularly monitor the supplies and equipment at the respective points of entry.

21.Prepare daily /weekly report.

REQUIRED QUALIFICATIONS

Education

Essential:

First level university degree in health sciences from a recognized institute.

Desirable:

Advanced university degrees MD or MSc in health sciences or related field from a recognized institute.

Experience

Essential:

·   A minimum of one year work experience in public health emergency preparedness and response, including surveillance, outbreak investigation, and related at point of entry.

Desirable:

Two (2) or more years of experience of passenger health screening at points of entry is advantageous

REMUNERATION
