Under the supervision of the Montreal Protocol Regional Coordinator for West Asia, the consultant will provide technical advisory support to UNEP OzonAction and the National Ozone Units of Oman, Jordan, Iraq, Syria and Yemen to enhance the quality, consistency, and compliance of national inventories of banks of used or unwanted controlled substances and corresponding national action plans. The consultancy will ensure that national outputs, prepared and owned by governments, are technically sound and aligned with ExCom Decision 91/66, Multilateral Fund guidelines, and Montreal Protocol reporting requirements.

Duties and Responsibilities

Background: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The OzonAction Compliance Assistance Programme (CAP), operating under UNEP in the West Asia region, provides policy and technical assistance to Article 5 countries to support sustained compliance with the Montreal Protocol. In this context: • At its 93rd Meeting (December 2023), the Executive Committee (ExCom) of the Multilateral Fund (MLF) approved the preparation of the National Inventory of Banks of Used or Unwanted Controlled Substances for Yemen. • At its 96th Meeting (July 2025), ExCom approved similar activities for Oman and Iraq. • At its 97th Meeting (December 2025), ExCom approved the preparation of national inventories for Jordan and Syria. These approvals fall under ExCom Decision 91/66, which established a dedicated funding window to support countries in preparing national inventories of banks of used or unwanted controlled substances, together with national plans for their collection, transport, recycling, reclamation, and environmentally sound disposal. UNEP OzonAction, in collaboration with the National Ozone Units (NOUs) of Oman, Jordan, Iraq, Syria and Yemen, supports the implementation of these ExCom-approved projects. Under the agreed implementation arrangements, national governments, through their respective NOUs, are responsible for carrying out project activities at the country level, including data collection, stakeholder engagement, preparation of national inventories, and development of national action plans. To complement and strengthen national implementation, UNEP provides regional coordination and technical support, ensuring consistency with Montreal Protocol obligations, ExCom guidance, and international best practices in refrigerant management. To support UNEP OzonAction’s Compliance Assistance Programme (CAP) in West Asia, UNEP seeks to engage a technical consultant with specialized expertise in refrigerant banks assessments, refrigerant management, and Montreal Protocol implementation. The purpose of this consultancy is to provide technical guidance, analytical support, and quality assurance to the NOUs of Oman, Jordan, Iraq, Syria and Yemen as they implement their ExCom-approved projects for the preparation of national inventories of banks of used or unwanted controlled substances and corresponding national action plans. The consultant will work closely with UNEP’s CAP team and the NOUs to support national implementation. The consultant’s role is advisory and technical in nature and focuses on strengthening the quality, consistency, and compliance of national outputs. Duties and Responsibilities: Under the overall supervision of the Montreal Protocol Regional Coordinator for West Asia, the consultant will provide technical advisory support to UNEP OzonAction and the National Ozone Units (NOUs) of Oman, Jordan, Iraq, Syria and Yemen in the implementation of ExCom-approved projects for the preparation of national inventories of banks of used or unwanted controlled substances. In particular, the consultant will: • Develop and provide standardized methodologies, technical guidance notes, templates, and tools to support national data collection, verification, and analysis undertaken by the NOUs. • Provide advice on approaches for identifying data gaps, uncertainties, and priority sectors, based on best international practices and ExCom guidance. • Support consistency and comparability of methodologies across countries while allowing for national adaptation. • Identify gaps, inconsistencies, and areas requiring clarification or further analysis and provide written technical feedback to UNEP and the NOUs. • Validate technical assumptions, calculations, and estimates related to ODS/HFC banks, mitigation potential, and environmental benefits. • Provide technical assessments of national institutional, policy, and regulatory frameworks based on documentation prepared by the NOUs. • Benchmark national frameworks against international best practices and relevant Montreal Protocol and Multilateral Fund guidance. • Provide illustrative technical options and reference examples for recovery, recycling, reclamation, transport, storage, and disposal pathways, including financing and sustainability considerations, for national review and adaptation. • Provide technical inputs, briefing materials, and presentation templates to support NOU-led stakeholder consultations and validation processes. • Participate in selected technical discussions or meetings, as requested by UNEP, in an advisory capacity only. • Support the incorporation of stakeholder feedback into national drafts from a technical quality perspective. • Review consolidated national outputs to ensure internal consistency, clarity, and readiness for submission by governments to UNEP. • Provide technical inputs to UNEP for internal progress updates and reporting related to the consultancy. • Coordinate technical support across the five countries to promote consistency and knowledge sharing, without assuming responsibility for national project management, monitoring, or reporting. • Deliver agreed technical outputs within the specified timeframe, in close coordination with UNEP’s CAP team. • Review national data, analyses, inventories, and draft action plans ensuring technical completeness, coherence, and alignment with ExCom Decision 91/66. • Support UNEP in ensuring that draft and final national inventories and action plans are technically sound and aligned with ExCom Decision 91/66, Montreal Protocol obligations, and Multilateral Fund reporting standards.

Qualifications/special skills

- An advanced university degree (master’s or equivalent) in Mechanical, Chemical, Environmental, or Energy Engineering or a related field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. - A minimum of 10 years of experience in ODS/HFC management and related environmental projects is required. - Strong knowledge of Multilateral Fund (MLF) procedures and Executive Committee guidelines is required. - Proven experience preparing technical project documents under the Montreal Protocol (e.g., inventories, policy assessments, HPMP documents) is required. - Experience conducting national‑level environmental data collection, verification, and analytical assessments is required. - Strong analytical, data‑management, and technical report‑writing skills are required. - Experience working with UN agencies or other international organizations is desirable. - Experience working in West Asia or similar operating contexts is desirable.

Languages

Fluency in oral and written English and Arabic is required.
