What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The FAS Delegate in Paris contributes to developing and implementing the regional delegation’s strategies and operational dialogue with arms carriers across France, Italy, Spain, Sweden, Finland, Norway, and Denmark, with respect to the acceptance of the ICRC’s mandate and operations, the promotion, integration and implementation of international humanitarian law and other legal standards, and protection objectives within the countries covered by the Paris Regional Delegation.
Accountabilities & functional responsibilities
- Contributes to analyzing the political, humanitarian, and security environment in the countries covered by the Paris Regional Delegation. Based on assessments and findings, identifies humanitarian needs and defines priorities and strategies for operational programs and prevention activities, in line with the strategic directions set by the Head of Delegation.
- In collaboration with relevant departments of the Paris Regional Delegation, identifies and develops a sustainable Actors of Influence network. Focuses particularly on the policy-strategic and operational-level relationships that can support both the application of International Humanitarian Law and, if needed, confidential operational dialogue in support of prevention and protection efforts.
- Builds understanding and acceptance of the International Committee of the Red Cross role and working modalities at senior level (senior officers / general / flag officers) among the relevant authorities (civil and military).
- Actively participates in the delegation’s prevention and protection efforts, working closely with relevant Paris Regional Delegation departments, especially the Protection Department, the Legal Department, and Humanitarian Affairs / Humanitarian Analysis and Action.
- Contributes to the delegation’s annual planning, quarterly reviews, and Field Activity System institutional reporting.
- Is responsible for monitoring the budget allocated to his department.
- Is in charge of safety and security matters for the Paris Regional Delegation, ensuring appropriate risk management, compliance with International Committee of the Red Cross safety rules, and regular updates to the Head of the Regional Delegation.
- Promotes a conducive and participative working environment, ensuring a smooth and transparent flow of information within the Paris Regional Delegation.
Experience / Certifications / Education required
- Graduated from a military academy as an officer; or equivalent.
- Served a substantial amount of time in the armed forces, attained a rank of senior officer or higher, and/or attended a senior staff college, and/or held a significant command or staff appointment, and/or has military experience including operational deployments/combat experience.
- In addition, significant (8–10 years) ICRC experience gained in operational or humanitarian delegations, including substantial interaction with military and security forces.
- Languages: Fluent knowledge of French and English (written and spoken) (essential). Knowledge of Italian and Spanish (a plus).
- Personal qualities: Leadership and management, excellent networker, sense of initiative; patience; good team-player; excellent presentation skills.
Relationships
- Internally, interacts primarily within the delegation with those engaged in dialogue with arms carriers, and with headquarters (FAS Unit) for functional technical support.
- Externally, represents the ICRC in its dialogue and/or activities with armed and security forces on issues related mainly to integration of IHL and/or IHRL into operational practice.
Scope & impact
- Contributes to the annual planning exercise (Planning for Results) on issues related to the armed and security forces.
- Geographic remit: regional.
- Is responsible for monitoring the budget allocated to activities under responsibility.
