Digital Vice Presidency
Digital technologies offer a unique opportunity to transform development through digital solutions. The Digital Vice Presidency and its global and regional teams support client countries in building the foundational and cross-cutting elements of digital transformation through:
•Building reusable software components/digital public infrastructure like digital ID systems, ePayments, eSignature, eConsent, among others, based on microservices architecture principles.
•Building data platforms based on data governance models that ensure transparency, security, and compliance with privacy regulations.
•Building and using AI ethically and responsibly.
•Enabling green cloud computing ecosystems to support innovation while minimizing environmental impact.
•Deploying connectivity technologies that support scalable, high-speed communication infrastructure, fostering economic growth and bridging the digital divide.
•Protecting institutions, businesses, and citizens through cybersecurity and data protection & privacy.
•Developing ICT sectors and supporting digital entrepreneurship, skills and jobs.
•Implementing and digitalizing digital government services based on user needs, journeys, and life events, promoting inclusion, accountability, and transparency.
•Supporting the Vice presidencies of People, Prosperity, Planet and Infrastructure in the digitalization efforts of their clients, and in leveraging digital solutions, including building client sectoral digital capacity, defining sectoral specific AI strategies, and designing sectoral AI solutions.
•Coordinating the operationalization of the digital Global Challenge Program as well as cross-GP efforts of achieving the new Corporate Scorecard digital indicators.
The Digital VPU, through its global and regional teams and working in collaboration with other teams across the World Bank, will deploy a range of products, services, and partnerships to advance global knowledge around key digital transformation topics and to support countries to define and implement their vision for digital transformation through:
•Financing to governments in the form of grants, loans, guarantees, and risk management products to support digital investment projects and implement policy reforms.
•Advisory services including targeted policy guidance, technical assistance, and capacity building.
•Knowledge products including data and diagnostics to provide actionable insights at regional, country, and local levels, research and thought leadership to expand the global knowledge base, as well as thematic operational toolkits.
•Convening services that bring together key stakeholders, from both public and private sectors as well as international and non-governmental organizations involved in advancing global digital transformation.

Digital Global Practice in the Latin America and the Caribbean (LAC)
The digital regional unit in Latin America (DLCDD) is looking for an Extended Term Consultant (ETC) to be based in Brasilia, Brazil. English and Portuguese are essential for this position, Spanish and French is desirable. The ETC will report to the LAC Practice Manager.
Duties and Accountabilities
•With Senior colleagues, contribute to policy dialogue on digital infrastructure and digital transformation with senior officials of client countries, regional institutions and development partner agencies.
•Contribute to project and program development—which may be a combination of investment, policy-based or technical assistance operations—supporting digital infrastructure, digital government, shared platforms, and integrated digital solutions for investments and projects, and the digital economy ecosystem.
•Provide technical expertise and inputs on a range of policy and regulatory issues to promote competition, private sector investment and innovation in the digital infrastructure with the aim of achieving by 2030 people, businesses, and governments to be digitally enabled.
•Contribute to business development including annual work program and budget reviews, Country Partnership Frameworks, etc.
•Contribute to core business development tasks, such as preparing project proposals, drafting project concept notes and briefs, facilitating client co-design workshops, etc.
•Contribute to operational work (knowledge products, technical assistance, lending, supervision).
•Perform economic and financial analysis (market models, business models, etc.) to inform decisions on project designs, PPP schemes, financing plans, etc. in support of digital transformation.
•Provide technical support and input to the Practice Manager and other staff in the unit as well as government clients in areas of digital solutions, including in infrastructure, health/education, social protection, and jobs.
Selection Criteria
•Advanced degree in telecommunications, engineering, computer science, law, economics, or related field with a minimum of 3 years of experience in ICT, data infrastructure, ICT regulation, public policies, or equivalent combination of education and experience. PhD in economics is desirable but not required.
•Good understanding of the ecosystem of inter-related policies, strategies, institutions, laws, and regulations needed to shape overall government, economy and societal digital/data-driven development.
•Excellent conceptual and analytical skills, including ability to think strategically and innovatively about the role of digital technologies for socio-economic development and for transformation in other sectors of the economy.
•Ability to translate economic and policy analysis into country and sector strategies / programs/ reforms.
•Strong understanding of digital connectivity and interdependency with platforms and digital applications/services and adaptative requirements of the enabling environment. Firm understanding of digital technology and digitally enabled business model trends and enthusiasm to stay abreast of new innovations.
•Strong client engagement skills, taking responsibility and accountability for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or project success.
•Past working experience in Multilateral Development organizations is a plus (demonstrated experience supporting policy dialogue, lending operations and delivering programs and solutions to clients.
•Experience in the climate change agenda is a plus.
•A proven ability to work flexibly on a range of assignments, adjust to changes in schedule and priorities, and juggle concurrent tasks effectively and efficiently.
•Excellent written communication skills in English and Portuguese as demonstrated in a proven track record of effectively delivering technical information in a clear, easily understandable and effective manner. Spanish or French is a plus.
•Excellent presentation skills, using charts, graphs and other data presentation techniques appropriately to communicate data, technical information, or complex concepts to non-specialists.
•Strong drive for results, taking personal ownership and accountability to meet deadlines and achieve agreed-upon results.
•Sound business judgment and analytical decision making, analyzing facts and data to support sound and logical business decisions.
•Proven ability to function effectively as a team member and as a connector within a multi-disciplinary team and resolve conflicts constructively.
•Willingness and ability to travel.
