The IT Transformation Management (TM) function plays a critical role in enabling this shift by integrating strategy, execution, and performance measurement across ITS. We are seeking a Data Analyst to strengthen transformation analytics, operating model measurement, and performance reporting—supporting leadership with timely, reliable insights that guide transformation decisions.

BACKGROUND AND UNIT SUMMARY

The IT Transformation Management function enables ITS to deliver measurable business impact by strengthening how strategy, execution, and performance measurement connect across the organization. TM serves as an integrator across operating model priorities, ensuring ITS modernization efforts align with the World Bank Group’s Evolution Roadmap and are supported by clear outcomes, disciplined execution, and transparent reporting.
The Transformation Office supports progress across nine interdependent operating model dimensions, including performance management, organizational structure, ways of working, talent, tools, governance, and financials. Reliable data, analytics, and insights are foundational to tracking progress, identifying risks, and continuously improving delivery outcomes.
This role directly supports enterprise-wide transformation by enabling evidence-based decision-making and strengthening ITS’ ability to monitor, manage, and mature its operating model over time.
DUTIES AND RESPONSIBILITIES
Transformation Analytics & Performance Measurement
• Design, maintain, and analyze metrics, KPIs, and OKRs that track ITS operating model maturity, Agile adoption, and transformation outcomes.

• Develop and maintain dashboards and scorecards that provide clear visibility into transformation progress, delivery performance, and value realization.

• Support the development and maintenance of OKR measurement frameworks, ensuring consistency, traceability, and data integrity across teams and departments.

• Apply statistical and analytical techniques to identify trends, risks, and opportunities for improvement.

Data Management, Governance & Quality
• Support the development and implementation of data governance practices, including data classification, ownership, stewardship, and quality controls for transformation data.

• Assist with data modeling, data processing, and validation to ensure accuracy, reliability, and usability of analytics outputs.

• Support automation of data collection and reporting processes to reduce manual effort and improve transparency and timeliness.
Insights, Reporting & Decision Support
• Translate analytical findings into clear, actionable insights for ITS leadership, transformation teams, and key stakeholders.

• Support the preparation of executive dashboards, transformation scorecards, and periodic progress updates.

• Collaborate with transformation, finance, and delivery stakeholders to integrate financial, delivery, and performance data into coherent enterprise-level views.
Stakeholder Collaboration & Enablement
• Work closely with transformation leads, delivery teams, finance, and analytics stakeholders to understand reporting needs and ensure alignment.

• Contribute to building a data-informed narrative around transformation progress, risks, and outcomes.

• Support adoption of new analytical tools, approaches, and best practices to strengthen transformation measurement and reporting.

Selection Criteria

• Master’s degree with 5 years of relevant experience, or equivalent combination of education and experience.

• Strong understanding of data analytics, performance measurement, and reporting in an IT or transformation context.

• Experience supporting organizational or enterprise-level analytics initiatives preferred.

• Advanced skills in Excel/Sheets and BI tools (Power BI; Tableau familiarity a plus).

• Strong analytical reasoning, problem-solving, and critical thinking skills.

• Excellent stakeholder engagement, communication, and organizational skills.

• Ability to manage ambiguity, evolving requirements, and tight timelines in a transformation environment.

EDUCATION & EXPERIENCE
Typically requires a Master’s degree with at least 2 years of relevant experience, or a Bachelor’s degree with a minimum of 4 years of relevant experience, or an equivalent combination of education and professional experience.
