Overview
Background
The Reaching Impact Saturation and Epidemic Control (RISE) program is saving lives and improving health by controlling the HIV pandemic and strengthening global health security to limit the spread of deadly disease outbreaks. RISE uses evidence-based practices from over 20 years of PEPFAR implementation to address critical HIV priorities along with global health security (GHS), maternal, newborn, and child health and Nutrition (MNCH-N), tuberculosis (TB), Malaria, data systems, supply chain and commodity management, and other cross-cutting areas. In Burundi, Jhpiego is recruiting a Logistics, Security, and Fleet Officer for the new MNCH-N project supporting Burundi’s lifesaving MNCH-N services.
Responsibilities
The Logistics, Security, and Fleet Officer will lead logistics operations, oversee fleet management, ensure compliance with Jhpiego’s vehicle policies, and serve as the official Security Focal Point (SFP) for Jhpiego Burundi. This role provides day-to-day operational support to ensure safe, efficient, and compliant implementation of project activities across all provinces. The officer will supervise drivers, coordinate logistics needs, manage security procedures, and liaise with internal teams and external stakeholders to maintain a secure and functional operating environment.
Duty Station: Bujumbura, with possible travel to provinces if required.
Reporting Structure

Specific Duties and responsibilities
Logistics Management
- Coordinate logistical arrangements for workshops, trainings, meetings, and field missions.
- Support the movement of staff and materials in compliance with Jhpiego procedures.
- Manage office logistical needs such as supplies, meeting room setup, and operational support.
- Coordinate with vendors for deliveries, vehicle servicing appointments, and transport needs.
- Maintain organized logistical documentation for audits and operational reviews.
Security Focal Point (SFP)
- Serve as the primary security liaison for Jhpiego Burundi and ensure alignment with the Jhpiego Security Manual and advise senior management on security-related decisions.
- Monitor the national and provincial security context and brief staff on relevant risks.
- Implement and enforce security procedures including visitor management, staff travel approvals, and emergency protocols.
- Liaise regularly with NGO networks and local authorities to gather up-to-date security information.
- Maintain emergency communication systems and update staff contact lists.
- Lead staff security onboarding and awareness sessions, including incident reporting, and support emergency preparedness and business continuity planning, including drills. Support development and periodic updates of Security Risk Assessments, SOPs, and contingency plans.
- Ensure timely reporting and documentation of security and vehicle incidents in line with Jhpiego and donor reporting requirements.
Fleet Management
- Provide supervisory responsibility for all drivers, including work planning, schedules, and performance monitoring.
- Enforce strict compliance with the Jhpiego Vehicle Use Policy including fueling, vehicle assignment, logbook completeness, safety checks, and reporting procedures.
- Conduct regular briefings and refresher trainings for drivers on safety, defensive driving, and Jhpiego vehicle policies.
- Monitor daily vehicle use, fuel consumption, mileage reconciliation, and maintenance needs.
- Ensure timely servicing, repairs, insurance renewals, and legal compliance for all vehicles.
- Maintain an up-to-date fleet register and oversee vehicle files.
- Implement journey management procedures, including route planning, travel clearance, and tracking of field movements when required.
- Support incident investigations in coordination with Jhpiego Senior Management Team.
General Office Operations Support
- Ensure logistics, fleet, and security records are properly filed and retained in accordance with Jhpiego and donor record-retention policies.
- Support facility-related tasks such as utilities follow-up, maintenance of fire extinguishers, and ensuring office safety compliance.
- Prepare periodic fleet, fuel consumption, and security status reports for management review.
Other Duties
- Participate in incident investigations and follow-up actions.
- Perform any other duties assigned by the Senior Finance & Operations Manager or the Project Director that are consistent with the position’s responsibilities.
Required Qualifications
- Bachelor’s degree in Logistics, Transport Management, Business Administration, Security Management, or a related field.
- Minimum of six (6) years of professional experience in logistics, fleet operations, or security roles with NGOs, UN agencies, or similar institutions.
- Demonstrated experience supervising staff, preferably drivers or operational teams.
- Strong knowledge of vehicle maintenance, transport coordination, and fuel management systems.
Preferred Qualifications
- Practical experience implementing safety and security procedures.
- Familiarity with Burundian regulations related to transport, insurance, and operational compliance.
- Proficiency in MS Office applications (Word, Excel, Outlook).
- Fluency in French and Kirundi required, English an advantage.
- Valid Burundian driving license (Category B minimum)
