About the Region
The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. About the Country/Multi-Country Office
The East Asia and Pacific Multi-Country Office (EAPMCO), headquartered in Bangkok, supports UNOPS operations across 24 countries in Southeast Asia, Northeast Asia, and the Pacific. Established in January 2023, EAPMCO provides strategic direction, operational support, and quality assurance to ensure the efficient and effective delivery of projects across its portfolio. EAPMCO implements initiatives in priority areas such as energy transition, climate change, and sustainable development, drawing on UNOPS' core expertise in human resources, procurement, infrastructure, fund management, and programme management.
About the Project Office
Established in 2016, UNOPS Philippines supports the government and development partners in advancing sustainable development through services including sustainable procurement, project and grant management, infrastructure, and logistical support. UNOPS projects in the Philippines focus on key areas such as governance, justice, health, and infrastructure, with a strong emphasis on capacity building, community resilience, and accelerating progress toward the Sustainable Development Goals (SDGs).
Job Specific Context
Access to Justice Facility under EU-GOJUST III
The Access to Justice Grant Facility aims to enhance access to justice for all, especially for women and people living in vulnerable situations. At the start of EU-GOJUST III, the Access to Justice Facility will undergo review and update based on justice needs assessments, consultations, and lessons from EU-GOJUST II. This component aims to provide grant funds to eligible CSOs and academia that will contribute to achieving four key outputs:
Improved access to legal aid services and, in particular, address cultural and social barriers that prevent women from accessing justice
Improved capacity of LGUs as right holders' first entry point in the justice system
Increased awareness of rights and available remedies for rights-holders, including women and people living in vulnerable situations
Enhanced capacities of actors of the justice system on the issues faced by women and other people living in vulnerable situations.
UNOPS is responsible for fund administration, management, financial monitoring, and overall reporting of the grant facility. It will also manage and deploy local expertise as needed. In addition, capacity building for grantees is also a key approach that will be integrated at the onset of the grant management. UNOPS will work with the EU GOJUST Technical Assistance Team (IDLO) on the overall design, implementation and monitoring. The grants facility will adhere to principles of transparency, accountability, and value for money, thereby contributing to sustainable development.
Role Purpose
The incumbent will provide operational and administrative support across the grant cycle. The role will provide support during the Call for Proposals, PSEA and organizational capacity assessment processes, grant award and contracting, monitoring and reporting, grantee capacity-building activities, and grant closure by maintaining accurate records, consolidating assessment and reporting documentation, monitoring compliance with grant and PSEA requirements, and supporting the completion and archiving of grant files. The position ensures adherence to UNOPS policies and procedures, contributes to effective risk management, and proactively flags risks, gaps, and delays to the supervisor to support timely and compliant programme delivery.
Functions / Key Results Expected
Under the direct supervision of the Project Management Support Officer (PMSO) Grant Management and oversight from the Senior Project Manager and the Senior Adviser on Access to Justice for Vulnerable Groups of the IDLO, the incumbent will be performing the following core functions and specific tasks:
Grant Application and Call for Proposals
Provide administrative and logistical support during Calls for Proposals, including coordination of applicant orientation sessions and related communications.
Assist in the initial screening of grant applications for completeness and eligibility against the criteria set out in the Call for Proposals, and escalate issues for review as required.
Maintain organized and up-to-date records of applications and related documentation.
PSEA and Organizational Capacity Assessment
Coordinate and support the scheduling and actual conduct (online or in person) of validation of PSEA and organizational capacity assessments of potential grantees, in collaboration with Project Management Support Senior Associates
Compile, organize, and maintain assessment documentation and results using approved tools and guidance.
Support the consolidation of assessments to inform recommendations on PSEA compliance and organizational capacity strengthening.
Monitor grantees’ progress on implementation of the PSEA and capacity strengthening plans and escalate issues to PMO-Grant Management.
Grant Award and Contract
Support the preparation and processing of grant award requests, draft grant agreements, and subsequent amendments using approved templates.
Ensure documentation is complete and compliant with UNOPS legal, financial, and procedural requirements prior to submission.
Promptly flag risks, gaps, or delays to the supervisor and support follow-up actions as instructed.
Assist in the monitoring of grantee compliance with grant agreement requirements, including PSEA commitments, reporting schedules, and capacity-strengthening actions.
Support the collection, organization, and consolidation of grantee narrative and financial reports for review.
Assist in the preparation of internal monitoring summaries and inputs to donor or programme reports, as required.
Grantee Capacity-Building Support
Support the coordination, administration and logistical arrangements for grantees’ capacity-building activities including training, workshops, and technical support sessions. Assist in tracking grantee participation and completion
Maintain records of capacity-building plans, activities, and follow-up actions in relevant systems.
Grant Closure Support
Support administrative and documentation requirements related to grant closure, including completeness of final reports, deliverables, and required clearances.
Assist in ensuring grant records are finalized, archived, and accessible in relevant systems.
Support the consolidation of grant closure summaries and lessons learned, as required.

Education Requirements
Required
Secondary school (or equivalent) with 7 years of relevant experience OR Bachelor’s degree (or equivalent) in Social Sciences, Development Studies, Management, Organizational Development, or related fields with 3 years of relevant experience is required.
Desired
Demonstrable proficiency in the use of collaboration and productivity tools (e.g. MS Office, G-Suite, etc) and web-based management systems are desired.
Experience Requirements
Required
Relevant experience is work in supporting the conduct of Due Diligence Assessment, organizational development and management, social audits, and/or assessments in the development sector.
Desired
Some experience in program/project management is desired.
Experience in working with CSOs in building their capacity is desired.
