About this position

We are looking for a dynamic and experienced Partnership and Resource Mobilization consultant to serve as the dedicated liaison between IDB Invest and the Global Partnerships Office (GPS) in IDB.

The position, housed in the Resource Mobilization Division (REM) within GPS, will function as the central coordination and accountability nexus between IDB Invest and GPS. It will ensure strong strategic alignment, operational effectiveness, fiduciary integrity, and consistent service delivery in line with the Service Level Agreement (SLA) and relevant IDB Group policies.

The role plays a critical part in advancing IDB Invest’s business objectives by translating institutional priorities into structured GPS workplans, overseeing execution, and monitoring performance to ensure timely delivery, quality assurance, and compliance with agreed service standards.

REM leads the IDB Group’s efforts to expand development impact through strategic partnerships that mobilize reimbursable and non-reimbursable resources, knowledge, and innovation. REM works in close coordination with Vice Presidencies of Countries, Sectors, Finance and Administration, Human Resources and Digital Transformation, as well as with IDB Invest and IDB Lab. In recent years, REM has strengthened its focus on designing innovative partnership and financing solutions that leverage donor contributions, catalyze private capital mobilization, and scale impact across the IDB Group.

GPS comprises of REM and the Grants and Co-financing Management Unit (GCM), based in Washington, D.C., as well as regional offices in Asia (ASI - Tokyo) and Europe (EUR - Madrid and Brussels).

The objective of the Liaison Position is to:

  • Act as the single, accountable coordination point between IDB Invest and GPS.
  • Ensure effective implementation of the SLA, including service delivery, performance monitoring, and issue resolution.
  • Strengthen strategic alignment between IDB Invest’s business priorities and GPS resource mobilization, partnership, fiduciary, and outreach services; and
  • Facilitate transparent communication, risk management, and decision-making across both institutions.
  • Support the implementation of IDB Invest’s strategy by enabling scalable partnership platforms and mobilizing donor grant and concessional resources to unlock private capital.

What you’ll do

-Provide REMwith support Serve asinterface between IDB Invest and GPS/REM, ensuring alignment with IDB Group strategies, effective coordination across units, and delivery of agreed priorities under an SLA and annual workplan. The position will report to GPS and IDB Invest Front Offices as well as the GPS/REM.  

-Support GPS/REM-led efforts to mobilize grants, concessional resources, and innovative financing instruments for IDB Invest, including blended finance, risk-sharing, climate, and structured finance solutions.

-Provide GPS and IDB Invest with assistanceSupportinthe development of, and engagement with new actors in non-regional members geographies, in addition to supporting the management, and prioritization of strategic partnerships relevant to IDB Invest, ensuring institutional continuity, early opportunity identification, and coordinated due diligence. 

-Support IDB Invest’s engagement in strategic events and investor platforms including preparation of briefings, talking points, and institutional inputs for senior management.

-Support the monitoring of SLA implementation by tracking performance against agreed targets, and proactively identifying and escalatinge operational, fiduciary, and partnership-related risks. 

What you'll need

Education: Master’s degree or equivalent relevant professional experience in Finance, Business Administration, Economics, International Relations, or other fields relevant to the responsibilities of the role.

Experience: At least 10 years of relevant experience in donor fundraising, international financing structures and international partnerships particularly in the context of development finance with multilateral institutions.

Languages: Proficiency in English. One of the other Bank official languages (Spanish, French or Portuguese) is desirable.

Additional Professional Experience

  • Be familiar with private sector operations of MDBs, including familiarity with concessional finance structures, guarantees, and donor-funded instruments.
  • Proven ability to engage and maintain effective working relationships with international development partners, IFIs/MDBs, foundations, and other stakeholders, with strong networking and partnership‑building skills.
  • Excellent analytical and writing skills, with the ability to synthesize complex information, develop clear value propositions, and articulate compelling cases for donor and philanthropic support to IDB Invest

Requirements

Type of contract and duration

International consultant Full-Time, 24 months (up to 48 months, subject to eligibility).
