The Methane Transparency Consultant will provide technical and coordination support to strengthen the implementation and credibility of the Steel Methane Programme. The role will deliver a robust MRV framework, enhanced data products, and structured stakeholder engagement to ensure transparent and harmonized tracking of methane emissions across coal and steel supply chains. The result will be improved accountability, informed decision-making, and accelerated methane mitigation in the steel sector.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.   The UN Environment Programme’s International Methane Emissions Observatory (IMEO) is a data-driven, action-focused initiative that drives deep reductions in methane emissions– the second biggest contributor to global climate change and a key opportunity to reduce warming in the near-term. IMEO’s mission is to provide the open, reliable, and actionable methane data needed to cut emissions at the speed and scale necessary to achieve the Paris Agreement goals. To do this, IMEO is harnessing a methane data revolution under way thanks to rapidly advancing technology and momentum for methane action. IMEO collects, integrates, and reconciles data from methane-detecting satellites, scientific measurement studies, rigorous industry reporting through the Oil and Gas Methane Partnership 2.0 (OGMP 2.0), and national emissions inventories. These initiatives are game-changers for climate action – and as a core implementing partner of the Global Methane Pledge, IMEO is shaping the future of methane mitigation. A IMEO Methane Transparency Consultant is required to support the tasks related to the work of the Steel Methane Programme (SMP).The Methane Transparency consultant will provide technical, analytical, and coordination work for IMEO’s work on coal mine methane and the steel value chain, guided by SMP strategy and objectives. The role combines: • Thought leadership on methane transparency and MRV for coal and steel value chain • Hands-on technical and analytical contributions • Structured coordination across IMEO technical teams and external partners. • Ownership of selected delivery milestones that contribute to SMP objectives. Masters or Equivalent​ in natural or physical sciences, engineering, or related field. Minimum 4 years of experience in coal sector Knowledge and research experience in coal and methane Demonstrated scientific expertise in managing complex projects Prior work experience in UNEP is desireable.

English is the working language of UNEP's IMEO. Knowledge of additional languages is an asset.

3.1 Steel Methane Programme and MRV Framework Development Support the development, refinement, and implementation of the Steel Methane Programme, as needed. Coordinate development of the MRV Framework for the programme including preparation, coordination, review, and quality assurance of the framework and associated documents such as Technical Guidance Documents in scope. Support engagement with internal and external stakeholders to facilitate understanding, uptake, and application of SMP and MRV approaches. 3.2 SMP data products and transparency initiatives Support the development, coordination, and maintenance of IMEO data products related to coal and steel methane emissions, including “SMP Transparency Database” and “Mine to Mill” project. Contribute to related data integration efforts, documentation, methodological consistency across datasets and public-facing outputs, as well as updates and improvements to transparency tools and platforms (i.e. EoM), in coordination with relevant IMEO teams. 3.3 Stakeholder engagement and external coordination Support engagement with external stakeholders, including industry, governments, NGOs, research institutions, and international organisations. Maintain regular engagement with key NGOs and other stakeholders to exchange information on IMEO’s work and support coordination and synergies across relevant workstreams. Contribute to the preparation of stakeholder-oriented materials and technical briefings. Take part in relevant discussions and meetings, as required. 3.4 Analysis, research, and technical input Undertake analytical work and research on methane emissions from metallurgical coal and steel supply chains, as needed. Provide technical input to SMP reports, studies, and external publications related to coal and steel methane emissions. Monitor relevant scientific, regulatory, and policy developments and provide updates to the IMEO team as appropriate. 3.5 Internal coordination and organisational support Support internal organizational workstreams, including but not limited to contracting, recruitment and stakeholder workshops. Contribute to internal documentation and knowledge sharing to support continuity and institutional memory. Provide cross-cutting support to other IMEO activities, as needed.
