Background
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life- changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity and hope to millions who are uprooted and struggling to endure. In response to the increased refugee arrivals into Europe, the IRC established the program initially in Greece, which was expanded with programs in Serbia and wider Balkans and with programs in Germany. Following two assessments conducted in 2017, several critical protection gaps were identified within assistance provided to refugees in migrants in Italy: mental health and psychosocial support (MHPSS), assistance to unaccompanied children, information provision and legal support. To respond to the identified gaps, IRC established a small presence in Italy which has significantly grown over the past 8 years. Programs in Italy currently include Refugee.Info web-based information platform, protection programming targeting people arriving in Trieste through the Balkan route, initiatives aiming to the socio-economic inclusion of refugee youth and women, and educational projects (social emotional learning and healing classrooms).
Purpose of the assignment
The Legal Consultant is a professional with solid experience in migration and refugee law, capable of addressing complex legal and procedural issues faced by clients and ensuring the delivery of high-quality, accurate, and reliable information. The consultant will provide specialized legal expertise to support IRC’s programs in Trieste, with a primary focus on individual legal counselling for refugees, asylum seekers, and migrants served by the IRC case-management team. The Consultant will provide guidance to IRC staff so that they can more effectively support beneficiaries facing protection, asylum, residence, and access-to-rights issues, while directly handling the more complex cases.
In parallel, the consultant will ensure the legal accuracy and technical quality of articles and information products developed within the Refugee.Info digital information service, a multilingual platform aimed at empowering refugees and migrants to make informed decisions through the provision of accessible, responsive, and accurate information on the Italian immigration system, rights, procedures, and services. In the coming months, the Refugee.Info project will place a strong focus on the EU Pact on Migration and Asylum and its implications at national level.
The Legal Consultant will also act as a strategic legal advisor on the protection of beneficiaries’ rights in the Trieste context, supporting IRC’s advocacy efforts through legal analysis, policy-oriented inputs, and contributions to discussions with institutions and relevant stakeholders.
SCOPE OF WORK
Specific Duties and Responsibilities:
• Act as a legal advisor for IRC Trieste and Refugee.Info teams, providing guidance on legal and procedural questions to support accurate information, referrals, content development, and service delivery.
• Manage selected legal cases requiring in-depth follow-up, in coordination with IRC program teams and external stakeholders.
• Review and validate the legal accuracy of articles and information products published through the Refugee.Info digital information service., with a particular focus on the EU Pact on Migration and Asylum
• Provide legal input to IRC’s advocacy and protection work in Trieste, contributing to discussions with institutions and relevant stakeholders.
• Participate in internal coordination meetings, as needed.
Deliverables
• Provision of four monthly consultancy sessions, each two hours long, delivered in person at the IRC office in Trieste. Where necessary, sessions may be held online and include additional team members.
• Review and validation of the legal accuracy of an average of two Refugee.Info articles per month.
Timeframe
The assignment will last 9 months for a total of 90 hours.

Profile and requirements
• Degree in Law
• Broad knowledge and understanding of International Human Rights and Refugee Law, as well as National Asylum and Immigration Law
• Proven ability in synthetizing complex legal information for the general public
• Personal qualities: works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well
• Fluency in English and Italian
Agreement and payment terms
The specific details of the agreement, including the scope of work, timelines, deliverables, intellectual property rights, and any other pertinent provisions, will be negotiated and outlined in the contractual agreement to ensure clarity, transparency, and mutual understanding between IRC and the consultant/group of consultants.
