The Research Consultant is expected to produce the following tangible outputs, which will be assessed based on their quality and timely completion: • Presentation slides and training and other materials needed for the data collection roundtables are developed, and concise reports summarizing the outcomes and key highlights of each roundtable are produced. • Relevant data on trafficking in persons and smuggling of migrants in the Niamey Declaration endorsing countries for the year 2025 is collected. • Consolidated structured data set compiled into a comprehensive database. • A comprehensive report is produced, providing an in-depth analysis of the collected data, thoroughly assessing progress at both national and regional levels, in implementing the Niamey Declaration during the data collection period, and delivering key findings with actionable recommendations. • Clear and visually strong analytical presentations of the findings

Duties and Responsibilities

Under the supervision of the Programme Coordinator of the Trafficking in Persons and Smuggling of Migrants Unit of UNODC ROSEN, the Research Consultant will be responsible for performing the following tasks: • Liaise, in close coordination with UNODC staff, national focal points, government counterparts and other stakeholders to collect complete, accurate and comparable data for the 2025 reporting cycle as required. • Design and facilitate data collection roundtables in five endorsing countries of the Niamey Declaration to collect relevant data and contribute to train national stakeholders on the use of the data collection tools. • Develop a clear methodological framework for data validation, harmonization and analysis • Ensure robust quality assurance processes, triangulation and consistency across pillars and countries • Collect and analyse primary and secondary data. • Develop and refine a consolidated, structured database integrating newly collected and existing data with quantitative and qualitative analysis • Prepare a comprehensive report providing an in-depth analysis of the collected data outlining progress made in implementing the recommendations of the Niamey Declaration and national and regional good practices, gaps and priorities for technical assistance. • Prepare clear and visually strong analytical presentations. • Participate in the 11th focal point meetings to present preliminary analysis results and provide substantive contributions to discussions related to data collection and analysis on TIP/SOM.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in statistics, research, international relations, social science, law, political science, international relations or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 7 years of relevant progressively responsible professional experience in the field of research and analysis (data collection), specific to trafficking in persons and smuggling of migrants, criminology, data collection for social science purposes or related field is required. Experience in conducting secondary data review and semi-structured interviews is required. Experience in assessments and studies report writing and Experience in analysis complex data related to organized crime is required. Knowledge and working experience in the Western and Central African (WCA) region is required. Experience in liaising with Government authorities and other national /international institutions and donors is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in French and in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
