The Deputy Project Manager is responsible for supporting the Project Manager to deliver the day-to-day operations of the project(s). The main responsibility of the Deputy Project Manager is to ensure that the project outputs are delivered within the specified project tolerances of time, cost, quality, scope, risk, and benefits. S/he is expected to meet the organization's performance and delivery goals.

Role Purpose

  1. Project Delivery and Performance 

  • Support the development, completion, and updating of implementation plan(s).

  • Support the implementation of the approved plan (including the establishment of milestones) within tolerances set by the Project Board.

  • Support the management of the day-to-day operational and logistical aspects of the project, ensuring the timely coordination and delivery of services across all sections Support the management of the production of the required outputs, taking responsibility for overall progress and use of resources and initiating corrective action where necessary.

  • Support the development and implementation of contingency plans for logistics and transport, especially for supply chains in remote areas.

  • Support monitoring of project progress ensuring that work packages are being executed properly.

  • Identify, and anticipate in a timely manner, potential risks and issues and advise mitigating measures to the Project Manager.



  1. Procedures 


  • Comply with all organizational policy and specifically the Project Management Manual.

  • Support the preparation/adaptation of all relevant plans for approval by the Project Board.

  • Support the management of reporting obligations defined in the Legal Agreement(s) and in the Implementation Plan.

  • Support the drafting of requirements definitions for procurement processes related to operational and logistical services.

  • Support maintenance of the project files and ensure lessons learned are recorded.

  • Support the management of budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time.

  • Understand and support the management of UNOPS overheads, allocable charges, and related corporate charges as they apply to the project.

  • Support project audit activities, including planning, preparation and coordination during the audits and follow up2 on audit observations/recommendations.

  1. Monitoring and reporting

  • Support the preparation and issuance of regular project and/or financial reports in accordance with Partner and UNOPS requirements for reporting.

  • Support the regular review of project status, evaluating performance criteria (scope, cost, schedule and quality).

  • Support the maintenance of diaries and progress reports as required by the organization's standard procedures.

  • Support routine oversight and analysis of delivery data within the dashboard system.

  1. Stakeholder engagement

  • Establish solid working relationships with the Project Board, partners , and key stakeholders.

  • Support the formulation of project communications plans and coordinate internal project communications.

  • Support efforts to ensure stakeholders are aware of project activities, progress, exceptions and are in a position to accept handover outputs.

  1. Quality assurance

  • Support work with internal stakeholders to ensure projects comply with audit requirements.

  • Strong collaboration with the procurement team to ensure effective interface with suppliers' quality systems

  • Support the coordination of quality reviews of project documents and deliverables.

  • Support quality control for management outputs (project documents, reports, etc.).

  1. Knowledge management and innovation

  • Support and encourage routine and effective capacity building activities are conducted in order to build the long-term and sustainable capacity of staff.

  • Actively interact with other Project Managers and the wider PM community to share case studies, lessons learned and best practices.

  • Support research and logging of lessons learned throughout the project life span.

  1. Personnel Management 

  • Support the Project Manager to lead and motivate the project management team.

  • Support the establishment of behavioural expectations of team members.

  • Support the conduct of performance reviews fairly, accurately and timely.

  • Assist in the selection, recruitment, and training of the team as required.

  • Support efforts to ensure safety and security for all project personnel and comply with UNDSS standards.

  • Create, foster and role model a culture of respect and zero tolerance for discrimination, abuse of authority, harassment, sexual harassment and sexual exploitation and abuse.

Education Requirements

Required:


  • A Master’s Degree in Operations Management, Logistics, Supply Chain Management, Project Management, Business Administration, or other related disciplines is required.

  • A Bachelor's Degree in a related field with two additional years of relevant professional experience may be accepted in lieu of a Master's degree.

Experience Requirements

Required:


  • A minimum of two (2) years (with a Master's degree) or four (4) years (with a Bachelor's degree) of progressive experience in Project Management, Operations, or Logistics is required.


Desired:

  • Experience in developing countries is an asset

  • Experience in managing logistics, operations, and supply chains, particularly in remote areas, is a strong asset.

  • Experience working in multicultural teams is an asset.

  • Proven experience in administrative and financial management is highly desirable.
