A. Support the Development of the Drug Portfolio Deliverables under 3.1 – UN Common Position on Drugs • Joint UN implementation brief on follow-up actions for initiatives identified in the compendium and feasibility study. • Country-level action or programme documents translating UN policy frameworks into operational plans/tools. • Alignment of ongoing UNODC programmes against the UN Common Position and WHO EMRO Flagship priorities. • Records of UNCT engagement, including inputs to joint workplans, thematic groups, or Cooperation Frameworks (at least 2 documented engagements). • Coordination briefs summarizing interactions with WHO, UNDP, UNAIDS, UN Women, OHCHR, and other relevant UN entities. Deliverables under 3.2 – Programme Development and Communication • Desk review/situation analysis reports informing drug control programme design. • Donor-ready concept notes or project proposals, including results frameworks, draft budgets, and M&E elements. • Programme coherence note ensuring alignment with national/regional priorities and UNODC mandate. • Integration note/checklist on human rights, gender, and sustainability in programme design. • Communication and visibility approach for the drug control portfolio, including key messages and target audiences. • Communication/advocacy products (briefs, factsheets, presentations, success stories) showcasing programme results and supporting resource mobilization. • Monitoring notes summarizing lessons learned, risks, and recommendations for programme adjustments. B. Strategic Programme Development, Capacity-Building, and Resource Mobilization Support Deliverables under 3.3 – Support to the Surge Initiative in Syria and Other Priority Regions • Strategic positioning papers for Syria and priority regions, aligned with UN system frameworks and donor priorities. • Updated strategic or planning documents (country or regional level). • Donor-ready project documents (concept notes and/or full proposals), each including a results framework, draft budget, and M&E elements. Deliverables under 3.4 – Standardized Capacity-Building and ToT Guidance and Monitoring Tools • Training review and standardization note identifying gaps and recommendations. • Standardized guidance package for capacity-building and ToT modules, including templates (curricula, facilitator guides, evaluation tools). • 2–3 competency-based ToT modules developed or refined. • Operational training monitoring and tracking tool with agreed indicators and basic user guidance. Deliverables under 3.5 – Fundraising Strategy Engaging Beneficiary Countries as Contributors • beneficiary-countries contribution analysis with prioritized targets. • 1 fundraising strategy defining objectives, targets, and coordination mechanisms. • 3–5 outreach and advocacy products tailored to engage beneficiary countries as contributors

Duties and Responsibilities

Under the supervision of Deputy Regional Representative, UNODC ROMENA, and Regional Programme Coordinator, the consultant will be responsible for: A. Support the development of the Drug Portfolio 3.1 Support the implementation of the UN Common Position on Drugs • Support the roll-out and follow-up of joint UN initiatives identified under the compendium and feasibility study. • Provide technical inputs to translate policy frameworks into country-level action plans, programme documents, and implementation tools. • Support alignment of ongoing UNODC programmes with the UN Common Position and WHO EMRO Flagship priorities. • Provide substantive support to UNODC engagement within UN Country Teams, including integration into UN Cooperation Frameworks, joint workplans, and thematic coordination groups. • Facilitate coordination with WHO, UNDP, UNAIDS, UN-Women, OHCHR, and other relevant UN entities at country and regional levels. 3.2 Support Programme Development under the Drug Control portfolio as well as communication approach/plan • Support the design, development, and updating of drug control programmes and projects in line with UNODC’s mandate, strategic priorities, and international drug control frameworks. • Conduct desk reviews and situation analyses to inform programme design, including drug trafficking trends, demand reduction needs, and policy gaps. • Support the preparation and revision of concept notes and project proposals, including results frameworks, budgets, and monitoring arrangements. • Liaise with internal teams to ensure programme coherence and alignment with national and regional priorities • Integrate cross-cutting issues—such as human rights, gender equality, and sustainability—into programme design and implementation. • Support coordination with donors and contribute to resource mobilization efforts within the drug control portfolio. • Assist in monitoring programme implementation and in identifying risks, lessons learned, and opportunities for programme adjustment or scale-up. • Support the development of a communication and visibility approach for the drug control portfolio, including key messages, target audiences, and communication products aligned with programme objectives and donor requirements. • Contribute to the preparation of communication and advocacy materials (e.g. briefs, factsheets, presentations, success stories) to showcase programme results, support stakeholder engagement, and strengthen resource mobilisation efforts. B. Strategic Programme Development, Capacity-Building, and Resource Mobilization Support 3.3 Support the surge initiative in Syria and other priority regions • Ensure that these documents reflect UNODC’s objectives and areas of expertise, positioning the agency effectively within Syria and other priority regions, the broader UN system and international development framework. • Update and refine strategic plans that align with ongoing or upcoming donor priorities and national/regional policy frameworks. • Support the drafting of strategic and advocacy documents that clearly articulate UNODC’s positioning vis-à-vis key counterparts, including government institutions, international organizations, civil society, and donors. • Support the development, revision, and finalization of project proposals and concept notes based on donor feedback and evolving priorities. • Provide technical support in drafting clear, concise, and impactful narratives, objectives, outcomes, and budgets for proposed projects. • Ensure that proposals include necessary monitoring and evaluation frameworks to measure project success and impact. 3.4 Support the development of standardized guidance and tools for the development of capacity building and ToT modules and a monitoring/tracking system for delivered training • Review existing UNODC training materials, capacity-building approaches, and ToT methodologies to identify good practices, gaps, and areas for standardization. • Map ongoing and planned training activities to ensure alignment with UNODC mandates, regional priorities, and target audiences. • Develop standardized guidance for the design, delivery, and quality assurance of capacity-building and ToT modules, including learning objectives, curricula structure, and training methodologies. • Design adaptable templates and tools for training curricula, facilitator guides, participant materials, and evaluation instruments. • Support the development of competency-based ToT modules to strengthen the pool of national trainers and ensure sustainability of training interventions. • Develop a monitoring and tracking framework to systematically capture information on delivered trainings, including participants, institutions, topics, geographic coverage, and gender balance. • Propose indicators and tools to assess training outputs, outcomes, and follow-up actions, including pre- and post-training assessments. 3.5 Support in the development of a fundraising strategy that defines fundraising coordination mechanisms and targets that engages beneficiary countries as contributors. • Analyze beneficiary countries’ interests, capacities, and incentives to engage as contributors, including through cost-sharing, co-financing, or in-kind support. • Support the development of a coherent fundraising strategy outlining priorities, targets, timelines, and roles and responsibilities to engage with beneficiary countries as contributors. • Propose fundraising coordination mechanisms to ensure alignment across UNODC programmes, avoid duplication, and strengthen internal and external coherence. • Identify and articulate value propositions tailored to beneficiary countries, highlighting mutual benefits and impact. • Support the development of outreach and advocacy materials to engage beneficiary countries as contributors.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in International Relations, Public Policy, Drug Policy, Law, Criminal Justice or related fields is required. A first level university degree in similar fields in combination with two additional years of experience may be accepted in lieu of the advanced university degree. • At least 10 years of experience in drug policy, human rights, or public health-related fields are required. • Demonstrated experience in conducting stakeholder assessments, feasibility studies, developing strategic frameworks is required. • Strong and demonstrable understanding of drug control, the UN common position on drugs, international human rights treaties, and the Sustainable Development Goals is required. • Excellent analytical, communication, consultation, needs assessment, and report writing skills is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in English with excellent drafting skills is required. Knowledge of another United Nations official language is an advantage.
