New York Portfolio Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.
Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.
About the Country/Multi-Country Office
UNOPS Development and Special Initiatives team works with UN partners and Member States. This portfolio offers support for various initiatives and priorities of the UN Secretary-General in pursuit of the 2030 Agenda and the Sustainable Development Goals. Additionally, it helps the UN Secretariat in implementing global programs in areas such as political affairs, climate, counterterrorism and peacebuilding, among others.
Job Specific Context
UNOPS DSI has signed an agreement with the United Nations Office of Counter-Terrorism to implement project activities under the Global Programme on Preventing/Countering Violent Extremism (PCVE) within UNOCT.
The United Nations Office of Counter Terrorism (UNOCT) was established by the General Assembly in June 2017. UNOCT has five mandated functions:
(1) Provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system;
(2) Enhance coordination and coherence across the Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy;
(3) Strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States;
(4) Improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and
(5) Ensure that due priority is given to counterterrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy.
Role Purpose
The Project Management Support Senior Officer supports the effective implementation, coordination and monitoring of project activities to ensure successful delivery of results within scope, time, cost and quality parameters. The role provides analytical and operational support in project planning, execution and reporting; contributes to risk and performance management; and ensures timely communication with partners and stakeholders. Through proactive client focus and problem-solving, the Senior Officer helps drive efficient project delivery and achievement of results in line with organizational and donor/ client expectations.
Functions / Key Results Expected
Under the supervision of the UNOPS Project Manager, and working closely with the Senior Programme Manager of the Global Programme on Prosecution, Rehabilitation, and Reintegration (PRR) in UNOCT, the Project Management Support Senior Officer will be expected to perform various activities including:
Project Delivery and Performance
Contribute to the development, execution and updating of detailed implementation plans, ensuring that all project outputs are delivered on time, within budget, and to quality standards.
Provide logistical and operational support for missions, workshops, and dialogues, including the preparation of materials and reports.
Plan, develop and support the delivery of workshops, technical assistance and other training on Prosecution, Rehabilitation and Reintegration (PRR).
Conduct or participate in field missions to monitor implementation and support local partners.
Monitoring, Reporting and Quality Assurance
Coordinate the timely preparation and submission of narrative and financial reports, ensuring compliance with UNOPS and donor/partner standards.
Provide technical support for critical meetings, conferences, seminars on issues related to PRR and Counter Terrorism.
Maintain dashboards and monitoring tools to support evidence-based decision-making.
Provide quality assurance for project deliverables, reports and documentation submitted by donors/partners.
Support internal and external audits, ensuring documentation and processes meet compliance standards.
Identify opportunities to improve visibility and implementation of the PRR activities through communications.
Stakeholder Engagement and Coordination
Build and maintain productive relationships with national and local authorities, donors, partners, grantees, and other key stakeholders.
Facilitate regular communication and coordination among programme teams and partners.
Support the organization of steering committee meetings, technical workshops, and stakeholder consultations.
Ensure stakeholders are informed of project progress, activities and results through timely and accurate information.
4. Knowledge Building and Sharing
Support the organization, facilitation and delivery of capacity building activities at the global level.
Participate in knowledge-sharing initiatives and Communities of Practice (CoPs), contributing insights and lessons learned.

Conduct research on project management-related topics and contribute to the drafting of reports, summaries and briefing notes.

Required
Advanced University degree (Masters’ degree or equivalent) preferably in Law, Political Science, International Relations, Public Administration, Criminal Justice, Psychology or other relevant field with two (2) years of relevant experience is required OR
A first level university degree (bachelor’s degree or equivalent) preferably in Political Science, International Relations, Public Administration, Criminal Justice, Psychology or other relevant field with four (4) years of relevant experience is desirablerequired.
Desired
A globally recognized professional certificate or membership in Project Management is desired.
Experience Requirements
Required
Relevant experience is defined as work in project management, research, drafting of strategic communications, donor reporting, or related areas.
Desired
Direct experience in prevention or countering of violent extremism or PRR is desired.
Experience of working in multicultural environments or UN system organizations, particularly UNOCT, is desired.
Experience in development or humanitarian contexts is desired.
