Background

The Energy and Environment Sector (EE) of the UNDP in Bosnia and Herzegovina implements projects in the field of Climate Change Mitigation, Climate Change Adaptation, Disaster Risk Reduction and Environmental Development geared towards decreasing economic, social and territorial disparities and sustainable management of environmental and energy resources, and green jobs creation through coordinated approach by national and subnational actors. All interventions are implemented in close collaboration with relevant government stakeholders, other UN agencies, multilateral and bilateral donors, private sector and civil society.

As part of its commitment to strengthening climate governance and advancing strategic climate planning in Bosnia and Herzegovina, UNDP, in close collaboration with national authorities and key stakeholders, is implementing the project “Strengthening Bosnia and Herzegovina’s Climate Action through Development of NDC 3.0 and Operationalization of the Environmental Information System”. The project seeks to enhance the country’s climate governance architecture, making it more robust, responsive, and capable of delivering on both national and international climate commitments. It focuses on operationalizing the Conceptual Framework for Monitoring and Evaluation of Climate Change Adaptation Indicators, a core component of the Environmental Information System (EIS), to enable comprehensive, consistent, and policy-relevant climate and environmental data collection, including data on loss and damage. In parallel, the project supports the update and enhancement of Bosnia and Herzegovina’s Nationally Determined Contribution (NDC) to incorporate more ambitious adaptation and mitigation targets. This process includes the development of a detailed Action Plan accompanied by a Financial, Investment, and Implementation Strategy, ensuring effective execution of NDC 3.0 and its mainstreaming across relevant sectors.

The Project Analyst will provide technical and operational support to the Project Manager to ensure the effective and timely implementation of the Project. This includes supporting both the day-to-day operational management and the delivery of high-quality outputs for all project activities.

The Project Analyst will work in close coordination with the EE Sector Leader, EE Sector Programme Associate, and Project Manager to ensure alignment, coherence, and effective project execution.

The position will be based at the UNDP BiH office in Sarajevo.

Duties and Responsibilities

Under the direct supervision of the Project Manager, the Project Analyst will be responsible for the following functions: 

Support the coordination, design, and implementation of project activities 

  • Promote overall integration of the project into the country's activities, policies, and plans;
  • Prepare annual work plans with indicative scheduling of identified main outputs and activities as guidance documents for the formulation and review of annual work plans;
  • Provide guidance and reviews of technical specifications of project outputs and activities;
  • Supervise personnel and subcontractors engaged in delivering aspects of the project's work plans;
  • Organize and coordinate project activities such as workshops, studies and publications, subcontracts, equipment, and administrative support;
  • Encourage shared learning with national partners;
  • Provide secretariat service to the Project Board (PB), ensuring that all PB representatives receive relevant information ahead of meetings; taking notes during as well as circulating notes after the PB meetings;
  • Ensure close coordination between other relevant projects and programmes; both in-country and those led by the partners and other organizations;
  • Facilitate coordination and other support from consultants engaged for the Project, and for any relevant missions directly related to the Project;
  • Ensure that the project produces the outcomes at the required standards and within the specified; 
  • In consultation with the partners prepare terms of references (TORs) for consultants and provide inputs on the quality of their reports;
  • Co-develop relevant policy briefs, lessons learned documents, communication materials, website updates, and other relevant publications.

Monitoring, evaluation and reporting of the overall Project deliverables

  • Carry out regular follow-up and monitoring of implementation activities;
  • Carry out regular monitoring and reporting on risk and mitigation measures;
  • Ensure timely preparation and submission of required reports, including technical and financial reports to relevant parties as well as progress reports, as per the requirements of the donors;
  • Provide regular updates on the Project’s progress to key stakeholders according to the communication plan.

Knowledge management and gender equality

  • Coordinate wide dissemination and visibility of project achievements;
  • Coordinate dissemination of information and knowledge management within the team for effective project implementation;
  • Coordinate the transfer of projects deliverables, documents, files, equipment, and materials to national beneficiaries;
  • Ensure gender is effectively mainstreamed throughout the project activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analysed in detail;
  • Ensure knowledge on gender equality is incorporated in Project knowledge management activities and products.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The incumbent will work under direct supervision of the Project Manager and in close cooperation with other Project staff.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in Environment, Chemical Engineering, Climate Science or Climate Governance or other related disciplines is required OR;
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of advanced university degree.

Experience:

  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. 
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in project implementation at the national or international level.

Desirable criteria:

  • Experience in cooperation with national and local stakeholders, including government institutions, public authorities, international organizations, civil society organizations, and other relevant partners in Bosnia and Herzegovina;
  • Experience with Bosnia and Herzegovina regulatory frameworks and administrative procedures, particularly related to procurement, tendering, contracting, and project implementation, preferably in the context of development or donor-funded projects;
  • Experience in the use of computers and standard office software packages (MS Word, Excel, PowerPoint), with advanced knowledge of spreadsheets and database tools; 
  • Experience and strong understanding of climate finance instruments in Bosnia and Herzegovina, particularly in relation to NDC implementation and GCF-funded initiatives;
  • Experience in facilitation, multi-stakeholder coordination, and inter-institutional engagement, supporting the development and operationalization of climate action frameworks, NDC processes, or environmental information systems;
  • Experience in data collection, analysis, and management, including environmental, climate, and socio-economic data to support monitoring, reporting, and verification (MRV) processes and evidence-based decision-making;
  • Experience to identify discrimination, address it, and maintain an enabling working environment based on fairness, respect and freedom from any forms of harassment and abuse;
  • Experience/understanding the language associated with gender, equity, inclusion, and diversity and strategically and effectively communicate results from the gender lens.
  • Previous experience working with UN or other international organizations.
  • Experience in using automated procurement systems and web-based project and management platforms.

Required Languages:

  • Fluency in English and Bosnian and/or Croatian and/or Serbian is required.

Demonstrated experience in supporting the management of complex projects or project components, including planning, coordination, monitoring, and reporting, preferably within climate change, environment, or sustainable development initiatives;
