About the Role
The Deputy Head of People & Culture acts as the principal deputy to the Head of People & Culture with a hands-on approach to delivering core people and culture functions. The role supports, translates, and implements organizational strategy into effective process and systems, and partners closely with managers to ensure strong governance and compliance, and supports in managing key areas including recruitment, learning and development, employee relations and reporting in alignment with organisational values and long-term goals.
The key responsibilities include, but not limited to:
Operational HR:
- manages the HRIS system for new starters, changes and leavers ensuring records are up to date and accurate
- prepares payroll inputs (including headcount changes, allowances, leave data, and deductions, etc.) and supports Finance to ensure accurate and timely payroll processing and audit requests for Singapore and EOR team members
- ensures timely and accurate submissions of all government and related claims, e.g. Childcare Leave, Maternity/Paternity Leave, and NS makeup claims and Employment passes
- acts as the first point of contact with Tara’s third party service providers, providing oversight of contracts, performance, and timely invoice processing
Acquisition, recruitment and onboarding:
- manages the end to end recruitment including advertising, candidate communications and tracking system, shortlisting, overseeing interview logistics, participating in interviews, reference checks and third party verifications
- manages relationships with external recruitment partners, including performance oversight and invoice approvals and payments
- responsible for the induction of new team members in HR systems, policies and processes
- owns and continuously improves Tara buddy system and processes including upskilling Tara buddies
- oversees probation milestones including coordinating probationary objectives setting, reviews and confirmations
Learning & Development:
- supports in training and development efforts including liaising with partners on the delivery of programs
- monitors participation, reporting and evaluation of learning programs
- manages individual training records, ensures accuracy and follow policy guidelines
Compensation & Benefits:
- supports annual performance review and periodic salary benchmarking exercises
- ensures governance and accuracy of employment and EOR contracts, HRIS data, and HR reports
- facilitates offboarding processes, including coordination of exit procedures, documentation, and systems access in collaboration with relevant functions
Reporting:
- generates routine and adhoc HR reports as needed such as HR metrics such as turnover, absenteeism, recruitment statistics or training participation
- assists in the preparation of regular HR internal communications preparations, including maintaining an up-to-date organogram
Employee relations:
- acts as the first point of contact for contractual, benefits and HR policy queries for line managers and team members
- provides guidance on employee relations matters in line with policy and requirements, escalating where appropriate
People management responsibilities, including:
- deputises for the Head of People & Culture during absence
- works in close collaboration with the HR officer(s) and supervises HR operational activities
- promotes a culture of excellence, service orientation, high performance, and continuous improvement
Miscellaneous:
- demonstrates and reinforces Tara values in every action
- actively participates in Operations Team activities
- ensures adherence to and stewardship of Tara’s policies, procedures and practices
As and when required, other responsibilities and projects will be allocated by line management in consultation with the post holder.

Skills & Experience:
- At least 10 years of experience in general human resource administration
- Additional experience in payroll and benefits administration will be an advantage.
- Experience in operating an HR information/payroll system
- Meticulous, analytical and has an eye for details
- Team player with a positive work attitude
- Ability to interact well with employees from all levels
- Good communication, interpersonal and presentation skills
- Strong planning and organisation skills
- Applicants will have previous admin experience working with sensitive and confidential data
- Reliable computer skills with standard applications (e.g., Microsoft Outlook, Excel, PowerPoint, Word)
- Used to working flexibly at a fast pace in remote settings with multicultural teams across multiple time zones
- Embraces Tara’s mission and identifies with and is committed to living the Tara Values
Education
- Diploma in human resource management, business management and administration or similar areas
Location requirements
The candidate must have the legal right to work and be based in an Asian country, ideally in Singapore.
