About this position

You will work with the Country Department Central America, Haiti, Mexico, Panama, and the Dominican Republic (CID), responsible for the strategic, programmatic, and operational relationship with Belize, Costa Rica, Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua, and Panama. Likewise, the Department fulfills the function of coordinating and facilitating so that corporate and operational activities and processes are duly integrated and attended to in the administrative instances of the institution, including the Board of Directors, Senior Management, and the different IDB Group departments. The Department is also responsible for monitoring the countries' macroeconomics and generating knowledge on strategic and operational issues. CID’s operational team requires the services of a professional to fulfill the following responsibilities and tasks.

What you’ll do

Effectiveness: (1) Support selected countries development results agenda. (2) Advise country teams in implementing initiatives to monitor and track development results throughout the project cycle. (3) Contribute to the generation and internal dissemination of operational knowledge / lessons learned in terms of effectiveness and capacity building. Policy Dialogue / Strategy: (1) Participate in development of country strategies. (2) Participate in the preparation and follow-up to policy dialogue meetings. (3) Maintain a thorough understanding of assigned countrys changing economic, political, and social situation. Programming: (1) Coordinate the preparation of inputs of selected countries (data and sector analysis) that support the multi-year programming process led by the CID manager and country representatives. (2) Contribute to the required sectoral strategic programming dialogues. (3) Advise and contribute to preparing the Country Programming Document (CPD), ensuring its quality, consistency, and alignment with the objectives of the country strategy and the Bank's priority sectors. (4) Lead management actions to meet milestones and goals in relation to the loan operations program, in close coordination with the country offices (quality control of project documents within the framework of eligibility review meetings (ERM) and quality and risk review (QRR) processes with a focus on effectiveness, among others). (5) Represent management at meetings of the Board of Directors and senior management related to selected countries. (6) Lead and/or contribute to the identification and prioritization of technical cooperation and prioritization processes to support management's operational and strategic work. (7) Monitor and facilitate country program adjustments / updates. Portfolio Management and Monitoring: (1) Analyze, report, and make recommendations on the status of the loan portfolio, and progress in disbursements / performance. (2) Participate in portfolio reviews carried out in CID's selected countries. (3) Lead and contribute to the review of Project Completion Reports (PCRs), emphasizing lessons learned, experiences that can be incorporated into the new operations design, and effectiveness issues (compliance and measurement of results). Support to Management: (1) Coordinate and collaborate in organizations of relevant events for the development and promotion of the department's strategic products. (2) Lead and/or participate in innovative and special initiatives and projects that CID and the Bank undertake at a corporate level that impact the department's work. At the request of management, represent the department in meetings and work groups with other units and teams of the Bank. (3) Promote the exchange of operational lessons and experiences between CID country offices. (4) Strengthen technical capacity of less experience personnel by acting as a mentor.

What you'll need

  • Education: A master's degree in economics, international cooperation, administration, finance, or related fields.
  • Experience: At least ten years of relevant experience in public policy management and development programs in public administration and / or international development organizations, and at least five in project development and / or evaluation of effectiveness issues. Excellent analytical and strategic skills, as well as verbal and written communication skills. The position requires the ability to handle multiple demands and priorities and respond under pressure. 
  • Languages: Proficiency in English and one of these two Bank’s official languages, Spanish or French, is required.

Requirements

Citizenship: You are a citizen of one of our 48 member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.

Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration

International staff contract, 36 months initially, renewable upon mutual agreement.
