Overall purpose of the role:
The Protection Officer (prevention) provides mentoring and technical support to protection prevention assistants who are conducting protection awareness including GP, GBV and CP in relevant community centers. The role entails oversight of empowerment, skill building and recreational activities that occur inside community centers like women and girls center and child friendly space and sensitization campaigns in the wider community.
The Protection Officer (Prevention) works as a part of DRC Protection teams in Sittwe under the direct supervision of the Protection Team Leaders and guidance and support of the Protection Project Managers. The role is based in Sittwe and shall conduct regular field visits to all camps and project locations in Sittwe, as well as remote supervising and monitoring the interventions in Pauk Taw township. The position holder will require working with women and girls, and also with children that had been internally displaced in camps.
Responsibilities:
PREVENTION AND COMMUNITY EMPOWERMENT ACTIVITY OVERSIGHT:
- Under respective protection specialist and team leader’s technical supervision, draft, revise and standardize materials for awareness/education related to protection prevention for GP, CP and GBV in targeted areas including WGC, community center and Child Friendly Space (CFS).
- Lead the implementation of all CP, GBV, and GP prevention activities, including awareness sessions, community engagement, life-skills activities, positive parenting curriculums, and community-based mechanisms.
- Conduct protection risk assessments to identify key concerns, threats, and vulnerabilities affecting women, men, boys, and girls.
- Support community structures such as community-based protection groups (CBPGs), child protection groups (CPGs), women groups, youth groups, and other relevant community volunteers.
- Ensure activities are inclusive, safe, conflict-sensitive, and aligned with DRC protection standards and SOPs.
- Provide daily technical support and on-the-job coaching to field-based staff and incentive workers on CP, GBV and GP prevention methodologies.
- Regularly monitor field implementation to ensure quality, adherence to guidance, and timely activity delivery.
- Strengthen community-based protection mechanisms and empower community focal points to identify and mitigate protection risks.
- Support Prevention assistants in delivering prevention activities with the children and adults in the communities.
- Ensure that Prevention Assistants complete all administrative procedures to procure all equipment and supplies needed in the Centers (Child Friendly Space (CFS), Women and Girl Centers (WGC) and community center) in a timely manner.
- Mentor prevention assistants and Community Facilitators to lead supports to community-based groups such as CBPG, CPGs, Women Groups etc
- Assist Team leaders in the Designing of income generating activities including sewing training, kitchen garden, and soap making.
- Involve in the recruitment process of incentive workers as necessary
- Facilitate meaningful participation of diverse groups, including women, youth, persons with disabilities, and minority communities.
- Ensure accountability for affected population (AAP), protection guiding principles, and confidentiality standards are upheld during all community interactions.
- Coordinate with local authorities, community leaders, partner organizations, and relevant stakeholders to ensure harmonized protection prevention activities.
- Lead the roll out of awareness raising campaigns, focus group discussions (FGD) and other community engagement activities about violence and gender relations
- Oversee the planning and roll out of awareness activities to commemorate days such as: Women’s Day, International Youth Day and 16 Days of Activism, and child right day.
- Support in conducting regular Protection Monitoring Activities and supervise team members in conducting Protection Monitoring Exercises.
PROGRAM MANAGEMENT SUPPORT
- Catch up or report with team and team leaders on the update, progress and challenges/gaps for required adaptation during implementation.
- Assist Team leaders in the updating IPTT related to prevention activities through verification and consultation with field team.
- Work closely with MEAL teams to ensure data collection tools are used correctly and feedback mechanisms are functional.
- Ensure accurate documentation of activities, attendance, referral data, and training records following DRC data protection standards.
- Monitor and supervise against the implementation preventive activities including planning and adaptation under the technical support of team leaders.
- Assist team leaders in the process of donor reporting including information sharing for coordination such as AoR or cluster or internal.
- Joint relevant coordination meetings internally and externally related to protection prevention update.
- Assist in or lead the survey, assessment and evaluation related to protection prevention.
- Assist in the recruitment process for Field-based Protection Focal Points.
ADMINISTRATION
- Fill and submit Purchase Requisitions, Travel Authorizations and any other DRC administrative forms as needed
- Oversee the documentation to process the payment of Field team (e.g.: IW incentives, follow up invoice, GRN, Released Order, etc.)
- Coordinate with other DRC departments to ensure the effective use of the logistical and financial resources
Required experience and technical competencies
- University (BA/BSc) degree in relevant field is an asset or equivalent professional qualification
- Minimum 2 years of practical experience in sector area working for an NGO or association
- Demonstrated experience in working on women protection such as empowerment programs, reproductive health, counseling etc.
- Previous experience in working with communities, running GBV prevention curricula, raising awareness and providing services in camp and village settings.
- Excellent interpersonal and communication skills.
- Willingness to serve women affected by violence on the basis of need regardless of their ethnic background.
- Demonstrated commitment to the elimination of racism and discrimination against ethnic minorities.
- Knowledge of basic human rights and international humanitarian law.
- Computer skills, including knowledge of Excel
- Understanding of operational context in Rakhine State
- Fluency in Burmese and English. Additional local languages would be an asset.

Condition
Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band H- non management. Only applicants who can work and be based in Sittwe, Rakhine State, are eligible for this position.
