About this position

The Human Resources Department (HRD) is seeking a strong, dynamic team leader to provide guidance, support, and leadership to project managers, the RPA function, and the local administrative support pool. The role works in close partnership with the General Manager, HRD (HRDGM) and the HR Leadership Team (HRLT) to support the planning, monitoring, and delivery of key initiatives and effective resource management. This position plays a critical role in supporting the Department’s strategic planning and prioritization processes, driving project management excellence, ensuring efficient resource allocation, and supporting the HRDGM and HRLT in monitoring the timely implementation of agreed action plans, including those related to the Board of Directors, AUG, OVE, RMG and Management. This position also monitors all SLAs with other organizations within the IDB Group. This position ensures resources are available and planning and execution of projects related to the People Strategy and People Reforms.

You will work in the Human Resources Department (HRD), which is responsible for the administration and development of all HR practices, regulations and services within the IDB Group. The main functions of the Department include managing the entire employee lifecycle, implementing the People Strategy as well as programs that support the IDB’s results-based business model. HRD is also dedicated to realizing its mission of delivering human-centered experiences and strategically partnering with professionals passionate about improving lives in Latin America and the Caribbean. What you’ll do

Portfolio Management

  • Oversee the work program of the Project Management Office and the effective delivery of the projects assigned to the PMO, monitoring optimal staffing levels, and ensuring capacity of the team is aligned to project workload and complexity.
  • Actively engage with members of the HRLT and other HR business leaders to identify opportunities where PMO can support the delivery of commitments aligned with HRD's strategic goals or priorities in alignment with People Strategy for the ODB Group.
  • Provide oversight and governance for the HR project portfolio, including timelines, milestones, financial management, performance metrics, and resource needs, ensuring alignment with the organization's and HRD's strategic goals.
  • Provide coaching and guidance to project managers throughout the project lifecycle. Assist them to identify and resolve project issues, risks, and conflicts. Support escalation of risks and issues to stakeholders, ensuring transparency and alignment.
  • Develop and implement project management governance, standards, methodologies, and best practices, ensuring their integration into the HRD organizational culture and consistent application across all HR initiatives.
  • Review post-project lessons learned to identify opportunities for improvement. Foster a culture of learning, development, collaboration, and innovation within the PMO.

Resources Management

  • Lead the planning and execution of HRD department-wide financial resources; and the preparation of financial reports for management review, providing insights and recommendations for adjustments as needed.
  • Provide advice on budget and financial-accounting policies and procedures to the HRLT. Lead the identification and implementation of cost-saving measures, resources reallocation exercises, and budget control mechanisms, ensuring the prioritization and optimization of financial resources.
  • Develop, manage, and monitor the Service-Level Agreements with HRD internal clients (IDB Invest and IDB Lab), with support from HR Business Leaders during the negotiation phase, ensuring optimal value, full reimbursement of all costs incurred on their behalf, and managing corrective actions as needed.
  • Collaborate with the HR General Manager and HRBP for HRD on workforce planning for the department based on business needs and advise the HRLT on the availability and optimization of resources.
  • Oversee the work program, delivery, and continuous improvement of the administrative support function across the Department ("HRD Admin Support Team"), monitoring optimal staffing levels, workload, and resource allocation.
  • Oversee all tasks related to the corporate management of the department, in coordination with the Budget and Administrative Services Department. This includes corporate procurement, facilities management, security, records management, sustainability program, and travel management, among other corporate tasks.
  • Oversee all HRD SLAs and IDB Lab.

What you'll need

Education: You hold a master’s or equivalent degree in Business Administration, Human Resources, Organizational Development, or related field.

Experience: You have at least six (6) years of relevant experience, specifically in the management of human resources, budget, accounting, and administration areas. Proven experience managing complex projects with multi stakeholders' involvement and a trouble shooting approach. Knowledge of relevant IDB Group policies, procedures, systems and databases, administrative and management processes is desired. At least 5 years of experience developing, implementing, and executing successful medium to large-scale HR projects at the IDB Group is a plus, with a strong focus on strategic planning, resource management, and budget oversight.

Systems: Proficiency with Microsoft Office, human capital management software, case management tools; web-based applications; and knowledge of HRIS software systems.

Skills: Demonstrable ability to analyze and improve work processes, examine procedures, develop sound proposals, and successfully implement policies. Exceptional analytical and problem-solving skills, working with large data sets, communicating findings, and establishing and tracking program metrics. Excellent communication skills with ability to interface with all levels of the organization, influence decision-makers, and set and manage expectations. Demonstrated ability to lead/mentor in a team environment where collaboration, motivation, and knowledge transfer process are critical for success.

Languages: Oral and written proficiency in English required; knowledge of Spanish preferred, Portuguese and/or French is a plus.

Type of contract and duration

- International Staff contract, 36 months initially, renewable upon mutual agreement.
