Your team
You will be part of the Central Procurement Division in the Directorate Finance. Our Directorate has around 100 staff performing accounting, budgeting, controlling, financial reporting and procurement activities.
The Central Procurement Division acts as second level of control, developing and implementing the ECB’s procedural framework for procurement, which covers procurement governance and rules, guidelines and related procedures, processes and documentation templates. We are currently working on multiple critical tendering procedures, procurement governance developments and the roll-out of new IT tools in ECB procurement processes.
In your role as Procurement Administrator, you will be part of a team of 25 members of staff responsible for providing public procurement advice, expertise and support services. You will work closely with multiple internal and external partners and stakeholders.

Your role
As a Procurement Administrator you will:
- contribute to various steps in public procurement procedures (see Tenders for examples), such as carrying out market research, and provide administrative support for the procedures;
- work closely with all parties involved in procurement processes, both inside and outside the Division;
- provide support to the Division in the collection, maintenance, analysis and processing of procurement data;
- compile statistical data and perform data analysis;
- contribute to the preparation of regular and ad hoc reports;
- contribute to the development of internal processes, methodologies and documentation related to the Division’s data management;
- help to prepare communications on the Division’s activities and reporting to internal and external stakeholders;
- contribute to specific projects and activities, e.g. robotic process automation (RPA).

Qualifications, experience and skills
Essential:
- relevant vocational training or equivalent or a university degree in law, finance, business administration, public administration or another relevant field (see How you can join us for details on degree equivalences);
- a minimum of two years’ experience providing support in administrative procedures;
- a minimum of one year’s experience in public procurement and a minimum of one year’s experience in an international context;
- a good knowledge of EU public procurement law, public procurement procedures, and supply and contract management;
- a track record in providing support in complex processes and projects, ideally in an international context;
- proven knowledge of the use of MS Office, particularly Excel, as well as SAP or another ERP system;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired:
- experience working with data analytics and visualisation tools (e.g. MS Excel, Tableau);
- experience in any part of the procure-to-pay value chain.

Further information
The contract offered will be fixed-term, the appointment being for 12 months as of the exact starting date of the selected person.
Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
