Background

The OPEC Fund for International Development is advancing a comprehensive communications and outreach agenda in line with its Strategic Framework 2030 and its 50th Anniversary milestone under the theme “Where Partnership Powers Progress.” To strengthen engagement with Arabic-speaking audiences, particularly across GCC member countries and strategic partners, the OPEC Fund seeks to engage a highly experienced senior communications professional with native-level Arabic proficiency to support executive-level co mmunications and targeted regional outreach.

Scope of services

The consultant will report to the Chief Communications Officer (or designated
Communications Lead) and will work in close coordination with relevant members of the Office of the President.
The consultant will provide high-level, on-demand support on an hourly basis,
including but not limited to:

A. Executive Communications (Arabic)

  • Draft, edit and proofread high-level Arabic-language content, ensuring clarity,
    accuracy and appropriate tone for senior audiences
  • Adapt and localize English-language materials into culturally and contextually relevant Arabic messaging
  • Support preparation of:
    • Annual report content and flagship publications
    • Opinion editorials (op-eds)
    • Speeches, talking points and statements
    • Press releases and key messages 
    • Social media content for executive and institutional channels

B. Quality Assurance

  • Provide expert copy-editing and proofreading to ensure linguistic precision,
    consistency and adherence to institutional style and terminology
  • Ensure alignment with corporate messaging, branding and positioning

C. Strategic Advisory (GCC & Arabic Media Landscape)

  • Advise on effective communication approaches for Arabic-speaking audiences, with a focus on GCC countries
  • Identify and recommend priority Arabic-language media outlets, journalists and influencers
  • Provide guidance on media engagement strategies, including op-ed placement and interview opportunities
  • Support development of targeted messaging aligned with regional sensitivities and priorities

D. Stakeholder Engagement & Outreach Strategy

  • Advise on engagement with government entities, public institutions, media organizations and broader influencer networks across predominantly Arabic-speaking countries
  • Support the development of tailored outreach strategies to strengthen
    institutional visibility and relationships in priority markets
  • Prepare and refine engagement materials, including briefing notes, key messages, outreach emails and stakeholder mapping
  • Provide guidance on sequencing, positioning and follow-up to maximize impact of high-level engagements and campaigns

Qualifications and Experience

  • A Master ’s degree in Communications, International Relations, or a related field
  • Equivalent professional experience (minimum 10 years) in stakeholder
    communications may be considered in lieu of a Maste r’s degree
  • Prior experience working with international organizations, preferably MDBs, is an advantage
  • Native-level proficiency in Arabic (written and spoken, modern standard and gulf region dialect ; excellent command of English )
  • Demonstrated experience drafting executive-level content in Arabic (speeches, op-eds, reports, etc.)
  • Strong familiarity with GCC media landscape and regional communication dynamics
  • Exceptional writing, editing and analytical skills with attention to nuance and tone
  • Proven track record of advising senior leadership or international organizations with discretion, accuracy, and professionalism
  • Strategic thinking and sound editorial judgment
  • Ability to translate complex development and financial topics into compelling narratives
  • Sensitivity to cultural, political and institutional contexts in the Arab region
  • Reliability, responsiveness and ability to work under tight deadlines
  • High level of discretion and professionalism
