The International Livestock Research Institute (ILRI) seeks to recruit a consultant to support a comprehensive process of reviewing, development and updating of ILRl's institutional policies and procedures.

ILRI works to improve food security and nutrition and reduce poverty in developing countries through research for efficient, safe, and sustainable use of livestock. It is the only one of 15 CGIAR research centers dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, ILRI has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org

Scope of Work

The consultant will be expected to carry out the following tasks:

  • Review of Institutional Policies and Procedures: Assess existing policies and procedures to evaluate their compliance with relevant legal, regulatory, and institutional requirements.  Collate all frameworks, policies, procedures and guidelines, identify gaps, inconsistencies and recommend necessary updates and/or amendments.
  • Development of Templates: Design and develop standardised templates for frameworks, policies, procedures and guidelines, ensuring clarity, consistency, and alignment with best practices and legal requirements.
  • Stakeholder Engagement and Follow-up: Collaborate with internal stakeholders to guide, encourage, and facilitate the process of assessment and updating of their respective policies, procedures and guidelines. Provide support to ensure timely completion of the process.
  • Drafting Support: Support internal stakeholders in drafting policies and procedures in accordance with the established templates, reviewing draft policies,  revising and editing draft documents to ensure completion, harmonisation and standardisation.
  • Organisation of Policy Repository: Establish and maintain a centralised repository for all frameworks, policies, procedures and guidelines. Ensure the repository is organised in a manner that allows for easy retrieval, regular updating, and secure storage.

Final Products

  • Customised templates for frameworks, policies, procedures and guidelines.
  • Comprehensive reports with recommendations for improvement.
  • Records of stakeholder engagement and progress tracking.
  • Successful completion of the review process with new and/or updated documents duly approved as required.
  • Repository with clear indexing and retrieval protocols.

Consultancy Fee:  By mutual agreement based on agreed milestones and deliverables.

Post location:  Home based with possible travels.

Contract dates:  120 working days (April 2026 to September 2026)

Essential skills and qualifications

The selected Consultant should possess.

  • Degree in law or other relevant professional  qualification.
  • Demonstrated experience of at least 5 years in policy review, development, and legal compliance.
  • Strong communication and stakeholder management skills.
  • Ability to design templates and organise document repositories effectively.
  • Attention to detail and commitment to confidentiality.
