Position Objective
 

The Personnel Experience Officer, reporting to the Manager of General Services within the Department of Corporate Services, will be responsible for advancing the service and performance objectives of the Personnel Experience workstream within General Services. The core objective of the Personnel Onboarding Experience is to support new joiners to GCF in their onboarding journey, ensuring they get the best experience possible that contributes to their steady integration to the workforce and to their day-to-day life in Korea. 

The Personnel Experience Officer will be accountable for ensuring that:

  • The onboarding and offboarding workstreams are strategically connected with the desired organizational culture. 

  • The workstreams are efficient, streamlined and continually reviewed for improvements. 

  • The workstreams inform and positively influence the orientation and separation with Korea workstream. 

The Personnel Experience Officer will work in a multi-disciplinary team composed of internal and external personnel. Workstreams within General Services (GS) with convergent responsibilities include orientation with and separation from Korea; Host Country liaison; protocol administration; and office administration.  

The Personnel Experience Officer will be expected to lead on this workstream with a level of autonomy commensurate to years of experience and technical specialization. Some travel may be required to oversee the setup of the workstream in regional offices; some out-of-hour availability shall be required in support of Board Meetings. 

  • Apply specialized knowledge to inform the development of workstream administrative guidance and processes. 

  • Develop processes for onboarding and offboarding, as appropriate, that is strategically tailored to GCF’s organizational culture and to the local context and that draws from specialized knowledge of industry best practice. 

  • As the workstream develops, proactively and continually capture the needs of internal customers and stakeholders (incoming and outgoing staff members, their dependents, and existing personnel) through the analysis of raw data and sample surveys.  

  • Identify viable solutions to accommodate or improve evolving needs within the allocated resource availability and through robust business case justification.  

  • Exercise high-level interpersonal and organizational skills in providing tailored and personal support to new appointees and dependents, actively listening to, understanding and resonating with the client and accordingly coordinating and tailoring the onboarding workflow through specialized knowledge of different workstreams and effective internal work relationships. Apply similar coordination efforts with outgoing staff members and personnel for effective end-to-end personnel experience. 
  • Collaborate meaningfully with interconnected GS workstreams, including Protocol administration, IMC Liaison and Orientation with Korea, to ensure that the needs and expectations of new appointees, existing personnel, and dependents are clearly understood, accommodated to the extent appropriate and/or diplomatically and sensitively managed. 

  • Align closely with DPC Business Partners to share a thorough understanding of the appointee, their priorities and expectations, to clearly communicate GCF expectations around responsibilities and performance, and to effect a fluid handover following the onboarding period.  

  • As a first, critical contact for new appointees, serve in a manner that exemplifies GCF values. 

  • Research and maintain a current understanding of global best practice in personnel retention, delivering reports, concepts and recommendations to continually improve the workstream. 

  • Using appropriate software, expertly organize onboarding and offboarding workload to ensure that priorities, risks and opportunities are identified and mitigated/exploited, and all relevant aspects of the workflows are fully completed, including personnel profiles on Oracle HCM (Human Capital Management) or other platforms as appropriate. 

  • Manage effectively the interactions with vendors relevant to the workstream (e.g., health insurance providers, employee assistance program providers), promoting and ensuring the best interest of GCF personnel and the value proposition from each vendor is delivered in accordance with the terms and conditions and service levels agreed upon. 

  • Exercise high-level communication skills and subject matter expertise through clear and concise explanations of internal and external processes and local context and variables, materially demonstrated by calls and email content, orientation presentations, and positive feedback. 

  • Leverage related GS workstreams, particularly IMC Liaison, Orientation with Korea and Protocol administration, to identify opportunities to optimize the onboarding service level.  

  • Provide logistic assistance with Offboarding, including but not limited to repatriation travel and shipping, in support of DPC offboarding processes. 

  • Identify raw data sources, qualitative and quantitative, to report on metrics on workstream effectiveness and perform analysis of the data to develop recommendations for improvement. 

  • In collaboration with DPC, monitor statistics around personnel rotation, quarterly and annually, to understand the impact of the workstream on the strategic objective of talent retention.   

Requirements (Education, experience, technical competencies required of the job)

  • Advanced university degree (Master’s degree or equivalent) in a relevant field of study. A Bachelor’s degree with additional 2 years of relevant experience may be accepted in lieu of the Master’s degree requirement 

  • A minimum of  3 years of relevant experience, of which at least 1 years in international roles in onboarding, offboarding, human resources, logistics, and/or employee experience. 

  • Fluency in English is essential; knowledge of Korean and/or a United Nations language is an advantage.
