1. Project Background
The Bank is continuing to strengthen its Bank Wide data governance capabilities to ensure consistent application of policies, standards, and accountability mechanisms, supporting improved data quality, transparency, and effective use of data for business decision-making and reporting. A formal Data Governance function is in place to define and operationalize the Bank-wide governance framework. This is to set strategic direction, and oversee implementation of policies, processes, and roles and responsibilities. As the Bankâs AI and data landscape grows, there is a need for additional support to coordinate data governance activities, monitor adherence to standards, and provide guidance on data-related decisions. To meet these needs, the Bank intends to engage an Individual Consultant - Data Governance to support the implementation coordination, and operational support to the Data Governance function. The Consultant will assist in maintaining data governance framework, supporting governance forums, facilitating stakeholder alignment, and contributing to governance initiatives.
2. Objectives of the Assignment
1. Provide practical support to establish and train staff on the Bankâs Data Governance operating model, including roles, decision rights, and governance structures.2. Govern the assessment framework and procedures for handling data-related issues and requests.3. Support the structured planning and coordination of data governance workstreams and initiatives.4. Maintain and enhance Bank-wide data governance artefacts and governance processes.5. Promote clear understanding of roles and responsibilities to support adoption of data governance across business units, IT, vendors, and Data Management.
3. Scope of Services
Operating within the Data Governance function, the Consultant will define, maintain, and oversee the Bankâs data governance framework and ensure adherence to approved standards and controls, including but not limited to: 1. Data Governance Framework & Guidelines management⢠Design, maintain, and approve enterprise data governance guidelines, guidance notes and operating models.⢠Define and review data standards, terminology, domain structures, and artefact requirements (glossary, lineage, repositories).⢠Definition and upkeep of governance roles and responsibilities for data governance artefacts. 2. Data Governance training & stakeholder engagement⢠Promote Bank-wide understanding and adoption of data governance principles.⢠Engage business units and data focals to drive understanding and application of data governance concepts .⢠Prepare and deliver data governance training materials for working groups and decision forums.3. Data Quality Policy & Control Oversight⢠Support the definition of data quality guidelines, control principles, rule standards, and escalation thresholds.⢠Govern intake and assessment frameworks for DQ matters.⢠Monitor control effectiveness in alignment with SDLC and escalate systemic risks to governance bodies.4. Data Governance Platform Design & Oversight ⢠Define and approve governance configuration principles, workflow models, access structures, and monitoring checkpoints for the Data Governance Platform.5. Data Governance reporting and Assurance⢠Provide structured reporting to senior committees on Data Governance progress , systemic risk / issues and control effectiveness.⢠Oversight of reporting and data metrics⢠Provide independent oversight of adherence to governance standards.

4. Consultancy Output / Deliverables
Expected output may include :1. Maintained data quality governance guidelines and templates, including assessment logic, issue prioritization views, remediation tracking dashboards, and supporting documentation.2. Oversight of process documentation for Bank-wide data governance repositories, including processes, standard compliance views, and approval records.3. Maintained and up-to-date data governance standards, including business glossary terms and data dictionary definitions.4. Documented governance operating artefacts, including governance processes, decision workflows, RACI models, escalation pathways, and standard operating procedures. 5. Regular updates on behalf of the Data Governance team and relevant governance committees.

5. Implementation Arrangement
The Consultant is to work in the head office with the ITD team and broader organization to implement Data Governance by facilitating the adoption.

6. Support to the Consultant by the Bank
Working out of the Headquarters and support will be provided to deliver as part of an ongoing role. Laptop access to office etc.

Qualification Requirement
1. Bachelorâs degree in information management, information systems, business management, or a related discipline2. Minimum 5â6 years of relevant experience in data governance, data management oversight, data quality, or enterprise information management roles, preferably within complex or regulated environments.3. Demonstrated experience supporting data governance initiatives or frameworks, consistent with recognized frameworks such as DAMA-DMBOK and/or EDM Council DCAM.4. Experience working with enterprise wide data and reporting landscapes, including interaction with data warehouses, reporting platforms, and downstream consumers5. Ability to interpret data quality rules, controls, and lifecycle concepts, 6. Familiarity with data governance, metadata, or data cataloguing tools (e.g. Collibra, Erwin, Alation or similar), particularly for workflow, glossary, and stewardship use cases.7. Proven ability to work with diverse stakeholder groups in a coordination and support capacity.
