Organizational Setting and Reporting Relationship

While the position of Principal IT Officer (Workforce Services) resides in the Information Technology Department (ITD), you will be strategically assigned at ADB's IT Delivery and Resiliency Center (IDRC) in Valencia, Spain.

You will report to the Director of the IT Field Office Team and/or Designated International Staff located in HQ, Manila, and coordinate leave plans and applications with designated staff in the IDRC.

Your Role

As a Principal IT Officer (Workforce Services), you will manage IT resources (staff, contractors, and managed service providers) across a group of field offices, such as in Europe, and Central and West Asian regions, ensuring the delivery of high-quality IT services to ADB personnel aligned with ITD's vision and priorities. These ADB personnel include local IT end-users, mission travelers, and personnel working outside of duty stations (ODS). Under the guidance of Senior IT Specialist (User Services), you will communicate and help implement work plans, monitor progress, and capture the impact of completed programs. Your role includes promoting a collaborative environment within your team and using insights from the team to improve IT service delivery in the field offices.

Your responsibilities also involve understanding user needs, analyzing behaviors and expectations, and providing relevant observations to enhance IT service delivery.

You will coordinate with finance and administrative staff, relevant FO personnel, IT divisions, and other departments to ensure agile, user-centric IT end-user services are delivered.

You will:

Management of Field Office IT resources

  • Provide guidance on the implementation of work plans. Set clear directions and provide feedback on performance.
  • Support IT functions for the IDRC and FOs, such as IT budgeting, sourcing, contract, vendor, and resource management.
  • Enable the IDRC and FO teams to deliver IT upgrades and systems across the field offices under your coverage. This includes coordinating on their behalf with HQ and other ITD teams.
  • Ensure that the team is motivated and works well together, create a safe environment for open ideas and collaboration. Foster the well-being of team members.
  • May be assigned other matters in support of IDRC and field office operations.

Reporting and Monitoring

  • Provide regular progress on directions and work plans.
  • Monitor and report on results achieved, impact captured, and value measured.
  • Report on individual and team performance.

Collaboration and Knowledge Sharing

  • Help with the sourcing of IT services and equipment for assigned Fos and IDRC. Explore potential regional IT providers for IDRC and FO teams' requirements.
  • Collaborate with other ITD teams (e.g., ITID, ITOD-CS) and departments (e.g., the CSIS-FOS team) to support your team's initiatives in the field offices and in IDRC.
  • Understand users in assigned FOs and the work of ADB on DMCs that could leverage digital transformation.
  • Stay informed about IT developments to bring back valuable knowledge or opportunities to ITD in HQ.

Qualifications

You will need:

  • Master's degree or equivalent in IT, engineering, or computer science; or Bachelor's Degree and at least 5 years specialized experience relevant to the position can be considered
  • At least 10 years' experience working in an IT service delivery/operations environment, and at least 6 years of supervisory experience. Leading a multicultural team is preferred.
  • Understanding and experience of IT service management and service desk operations are required.
  • Experience leading multicultural and multinational teams of internal employees and third-party service providers and managing teams across different locations and time zones.
  • Experience managing the delivery of contracted, outsourced IT services.
  • Knowledgeable with ServiceNow IT Service Management modules.
  • Experience supporting internal customers.
  • Process development and management skills.
  • Must be ITIL-certified or have other relevant IT service management certification.
  • Knowledge of change management best practices.
  • Written and verbal proficiency in English.

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to national of ADB's European member countries, or permanent residents of Spain.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
