The Senior Health Officer (SHO) plays a key role in the implementation of the IRC’s emergency health response through technical support and close follow-up and monitoring of partner-led activities.
The SHO ensures all health interventions delivered by partners are aligned with national guidelines, Ministry of Public Health (MoPH) standards and sectors’ recommendations.
The role includes regular field visits, close coordination with health actors, and proactive support to partners in resolving operational and technical challenges.
Major Responsibilities:
Technical support
Provide day‑to‑day technical support to implementing partners, ensuring alignment with national health guidelines and protocols and sector recommendations.
Conduct regular field visits to monitor service delivery quality, adherence to protocols, and partners performance.
Follow up closely on each partner’s capacity‑strengthening plan, ensuring gaps are addressed, progress is tracked, and technical support is delivered accordingly.
Support partners in implementing safe, effective, and inclusive emergency health activities, including sexual and reproductive health (SRH), Psychological first aid (PFA), mental health and psychosocial support (MHPSS), primary health care (PHC) and rehabilitation services.
Review partners’ tools, Standard Operating Procedures (SOPs), and reporting formats to ensure harmonization with IRC standards and MoPH requirements.
Provide direct support to partners’ teams during mobile activities or shelter visits.
Support the development and adaptation of IEC materials and technical guidance.
Work closely with the IRC field coordinators and ensure smooth implementation of the health activities.
Deliver or coordinate training sessions based on partners’ needs and emergency context requirements.
Ensure partners are fully capacitated on protection mainstreaming, safe identification and referrals and that these principles are consistently applied across all partners-led activities.
Monitoring, data collection and reporting
Monitor partners’ achievements against indicators, targets, and activity plans, ensuring timely detection of delays or underperformance.
Validate partners data and reports in collaboration with MEAL to ensure accuracy, completeness, and consistency.
Support partners in strengthening data collection tools, reporting systems, and analysis for decision‑making.
Ensure all referrals initiated by partners are properly logged, followed up, and monitored through established referral tracking systems to guarantee timely, safe and appropriate closure of each case.
Coordination & Representation
Coordinate directly with MoPH, MoSA and other actors to ensure referral pathways function effectively.
Participate in relevant cluster/sector meetings as assigned by the Health coordinator.
Coordinate with other IRC units (Protection, MEAL, ERD, Supply Chain) to ensure integrated and coherent emergency response.
Support timely communication, problem‑solving, and joint planning between IRC and partners.

Job Requirements:
Work Experience:
Three years’ experience in coordinating and implementing health programs
NGO experience in health field, preferably in primary healthcare settings and community-based interventions
Demonstrated Skills and Competencies:
Strong interpersonal and intercultural communication with success working both within a team and independently.
Strong written and oral communication skills, effective in representation and liaison with external parties
Previous experience with information management, health data analysis and use of data for program improvement
Strong time management skills with ability to manage competing priorities and deadlines.
Ability to be flexible, adaptable, creative, and innovative in a challenging and fast-moving multicultural environment and promote teamwork
Education:
Bachelor’s degree in nursing, Public Health, or related field is required. A master’s degree in public health or a related discipline is preferred.
Language Skills:
Excellent command of written and spoken English and Arabic are required.

Ability to work both independently and in a dynamic, cross-functional global team structure
Highly proficient in Microsoft Office suite
Demonstrated ability to work effectively with stakeholders at all levels
Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail
Ability to manage and work through change in proactive and positive manner.
Current and former IRC staff will be given priority consideration if they meet the minimum requirements of the role.
