Organisational context

Under the direct supervision of the Director of the Division of Management Services (DMS), the Budget Section ensures that the Registry puts in place adequate services, for the benefit of all Organs and activities of the Court. The Budget Section provides effective, timely, accurate budgeting and control services to the Court, as well as budget and forecast information and reports to management, the Committee for Budget and Finance (CBF) and the Assembly of State Parties (ASP). The Section works in close cooperation with the Finance Section (FS), the SAP team and the Human Resources Section (HRS) for all services related to financial administration, disbursement, treasury and accounts and payroll.


Duties and Responsibilities

Within this framework, under the direct supervision of the Senior Budget Planning and Monitoring Officer (P4) and the overall guidance of the Chief of the Budget Section, the incumbent will perform the following duties:

  • Conduct comprehensive financial and budgetary analysis, applying advanced quantitative techniques, predictive analytics and automated data‑processing tools to support evidence‑based decision‑making on resource planning, allocations, forecasting and efficiency measures.
  • Monitor and assess programme and budget performance by reviewing budget trends, variances and underlying drivers, using data‑science methods and analytical tools to ensure the accuracy, reliability, relevance and integrity of information.
  • Enhance the Court’s planning, budgeting and reporting processes by utilising ERP functionalities, automation solutions and data‑visualisation tools, ensuring timely and high‑quality outputs for internal stakeholders and oversight bodies.
  • Contribute to the development and refinement of budgetary methodologies, guidance materials and internal procedures, promoting consistency, transparency and compliance with the Financial Regulations and Rules (FRR).
  • Strengthen analytical capacity across the Court by providing technical guidance and training to budget focal points on data‑driven budgeting, forecasting techniques and the effective use of SAP/BPC and related tools.
  • Support Court‑wide consolidation of programme budget proposals, ensuring alignment with strategic objectives and adherence to established standards.

Essential Qualifications

Education:

Advanced university degree in business or public administration, finance, business information management or related field is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree. Coursework or training in data analysis, statistical methods, or financial modelling is an asset.


Work Experience:

  • A minimum of five years (four years with a first level university degree) of progressively responsible experience in budget, finance, resource management or related area is required.
  • Demonstrated experience conducting advanced budget analysis, including predictive modelling, trend analysis and the use of data‑science techniques to support budget planning and performance monitoring, is required.
  • Professional experience with ERP systems, in particular SAP, is required. Experience with SAP BPC and exposure to process automation or data‑integration tools is highly desirable.
  • Experience using advanced analytical and data‑processing tools (e.g., Excel modelling, Power BI or similar platforms) and working with large financial datasets is highly desirable.
  • Experience contributing to the development of data‑driven budget methodologies, reporting frameworks or digital process improvements is considered an asset.


Knowledge, Skills and Abilities:

  • Knowledge of financial rules and regulations of organizations similar to the ICC, including budgeting and compliance frameworks.
  • Strong understanding of results‑based budgeting, performance frameworks and data‑driven resource planning.
  • Ability to apply advanced analytical methods and to interpret complex data, identify trends and risks, and formulate clear, evidence‑based recommendations.
  • Ability to set clear goals consistent with agreed strategies.
  • Strong capacity to plan and prioritise work, adapting approaches to evolving requirements and analytical findings.
  • Excellent communication skills, with the ability to present analytical insights and respond effectively to managers, oversight bodies and external stakeholders.
  • Strong interpersonal skills and the ability to work respectfully and effectively in a multi‑cultural, multi‑disciplinary environment.
  • Demonstrated ability to work collaboratively and support capacity building in analytical and budgeting tools.


Knowledge of Languages:

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

General Information
 

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
