Description

The Global Environment Facility (GEF) is a multilateral family of funds dedicated to confronting biodiversity loss, climate change, and pollution, and supporting land and ocean health. Its financing enables developing countries to address complex challenges and work towards international environmental goals. The partnership includes 186 member governments as well as civil society, Indigenous Peoples, women, and youth, with a focus on integration and inclusivity. Over the past three decades, the GEF has provided more than $26 billion in financing and mobilized over $153 billion for country-driven priority projects around the world.

The GEF Secretariat (GEFSEC) is a Vice-Presidential Unit within the World Bank Group and has approximately 100 professional, administrative and client support staff. GEFSEC is seeking an Extended Term Consultant to join the Programming Division for program management, analytical, stakeholder engagement and policy needs, as described below.  

Duties and Accountabilities:

Specific duties include the following:

  • Develop communications and engagement assets for GEF Country Engagement Strategy (CES) events, including decks, briefing materials on GEF technical areas, webinars, blogs and communications features from events.
  • Support the development of GEF technical handbooks/ guidance on key topics, e.g., blended finance, policy coherence, National Steering Committees, Country Platforms, with GEF staff engaged in these areas of work
  • Coordinate translation of CES assets (above) in French, Spanish and other languages, as determined by Manager
  • Develop and maintain a virtual platform for posting and access to CES assets, interoperable with other GEF and, as appropriate, World Bank virtual platforms and knowledge networks
  • Develop and maintain a database, linked to GEF knowledge and data platforms, that incorporates current information on key GEF counterparts (OFP, PFP) and partners in each constituency and country
  • Support the development, articulation of KPIs and adaptive management of CES
  • Assist in the tracking of contracts and grants in the CES portfolio
  • Support events coordination on behalf of the Manager, including participation in the GEF Events team to ensure coordination, adequate coverage and efficient delivery
  • Coordinate regular meetings with CES team (Regional Coordinators, Country Relations Officers), including setting agendas, preparing relevant pre-read materials, taking and sharing notes, and liaise with Regional Teams
  • Provide analysis and support the development of materials for GEF Council meetings and  reporting commitments

Selection Criteria

•Master's degree with at least 2 years of experience in a relevant discipline (environmental sciences, water systems engineering, water policy & economics)

• Demonstrated ability to effectively engage and develop appropriate and sound relationships with a range of stakeholders, government officials, international organizations, development agencies, scientific and technical bodies, private sector entities, developing country counterparts, and NGOs

•Experience working in developing countries, particularly in conservation and sustainable development

• Excellent oral and written communication skills

•Flexibility in adjusting to changing work program requirements in a dynamic and fast paced work environment

• Experience with developing and implementing GEF projects is desirable

•Excellence in written and spoken English is essential.

• Knowledge of French and/or Spanish is desirable

•Understanding of the GEF's policies, procedures, and operational modalities
