REPORTING RELATIONSHIPS AND COORDINATION:

Key Interfaces: SMT, Technical Coordinators, Head of Offices/Field Coordinators, and other relevant staff as necessary with program expansion.
Key External Contacts: IRC’s partner organizations, health Facilities, and other NGOs
Major Responsibilities
· Assist in ensuring IRC’s standard of quality in health services delivery is met.
· Participate in the planning, implementation, supervision, and monitoring of Health/SRH programming led directly by IRC or implemented through partners.
· Develop plans for quality improvement and report findings to the health coordinator.
· Provide technical support to projects integrating Health/SRH programming, under the guidance of the Health Coordinator, to ensure programming objectives are met, and treatment protocols are followed in line with international standards, donor requirements, and IRC policies and guidelines.
· Conduct regular field visits to monitor project implementation, ensure quality, identify challenges, and develop solutions to address these challenges on the ground.
· Build strong relationships with partner organizations by facilitating regular dialogue and exchanges to ensure close collaboration for effective planning and execution of program activities.
· Work closely with IRC sectors, including protection, nutrition, and ERD teams, to coordinate and ensure effective integration of Health/SRH activities across sectors.
· Ensure Progress reports and project work plans are timely prepared, and practical technical assistance is provided to the field teams and IRC implementing partners.
· Ensure that the health/SRH program activities are in line with IRC’s Outcomes and Evidence Framework (OEF), Good and Great Standards. through regular consultations on the program strategy and implementation with the Regional and HQ-based IRC Technical Unit
· Contribute to participatory and inclusive proposal design and development processes and ensure that projects are data-driven and aligned with the IRC Occupied Palestine Territory Health Strategy and IRC Theories of Change.
· Develop the capacities of partners and health staff through effective capacity building activities in, the implementation and management of the health/SRH Program activities.
· Participate and contribute to local coordination mechanisms, including Health Cluster and SRH/SGBV working groups as appropriate
· Conduct field visits
General Project & Grant Management:
· Ensure that the project interventions are implemented according to internal IRC and donor regulations, with an overall review by the Health Coordinator
· Participate in grant opening, midterm review, and grant closing meetings for all health grants and ensure that the same process is implemented in the field
· Write and submit quality monthly/quarterly reports with inputs from partners and IRC field-based health teams in the event of IRC direct programming.
· Support partners' staff in the use of grant management tools such as the budget tracking tools, activity progress monitoring tools, procurement, spending plans, etc.
· Conduct monthly BVA reviews in collaboration with the Health Coordinator and make appropriate recommendations for finance and logistics.
Program Quality Assurance:
· Monitor program implementation against work plans and overall project objectives, documenting progress and achievements, providing analysis, and adapting program strategy and implementation accordingly.
· Conduct regular project review meetings, incorporating both qualitative and quantitative data, with field-based staff to assess the level of achievement of project targets for the assigned partners.
· Collaborate with the MEAL unit to develop detailed log frames and work plans and update the quality assurance tools in line with the program objectives.
Capacity strengthening:
· Coordinate with IRC health/SRH program partners to design technical workshops and training to improve field health staff.
· Develop learning materials in coordination with the Health Coordinator and Technical Unit (TU) to support IRC and partners' staff capacity development.
Monitoring, Reporting, and Learning
· Support data collection, verification, and analysis for Health/SRH indicators in collaboration with the MEAL team.
· Review and compile partners’ monthly reports, highlighting key achievements, challenges, and recommendations.
· Contribute to documentation of best practices, lessons learned, and success stories.
· Ensure timely submission of reports and inputs for donor reporting.
Job Qualifications:
Education:
Minimum required qualification includes a bachelor's level qualification in Health and Social Sciences, International Development, Public Health, or a related subject, demonstrating a sound knowledge of public health programming in the local context
Requirements
Minimum of 3-5 years of professional experience in health/SRH program management, including health in emergencies—INGO experience is required.
Clinical Health/ SRH background.
Understanding of the Occupied Palestine context and the health care system.
Experience in implementing systems and standards to enhance program quality.
A public health profession is an added advantage
Strong program and technical knowledge, as well as planning, reporting, monitoring, and evaluation skills; experience managing projects supported by key humanitarian donors preferred.
Extensive experience working with NGO health partners, health systems strengthening projects, and/or providing technical assistance and support to the Ministry of Health in developing or humanitarian country contexts.
Experience with supporting local partner-led health programming is preferred.
Strong interpersonal and intercultural communication with success working both within a team and independently.
Demonstrated genuine interest in and commitment to collaboration and partnership with local actors in emergencies.
Ability to identify and address barriers to inclusion for marginalized and underrepresented groups in emergency response.
Experience working with diverse teams and communities, including women, youth, persons with disabilities, and other groups at risk of exclusion.
Commitment to ongoing learning and reflection on personal and organizational biases, and willingness to adapt practices to promote inclusion
Strong written and oral communication skills, effective in representation and liaison with external parties.
Prior experience with information management, health data analysis, and use of data for program improvement
Ability to be flexible, adaptable, and innovative in a complex multicultural environment and promote teamwork.
Arabic and English (oral and written) required.
Full professional competency in Microsoft Office, especially Word, Excel, Outlook, and PowerPoint
