Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the international environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The NDC Act & Invest Project - implemented by UNEP seeks to provide comprehensive, science-based, and policy-aligned support to countries to develop viable Nationally Determined Contributions (NDCs) to translate into concrete strategies and actions ready for financing and implementation, and fosters accelerated public and private investment in sector specific NDC implementation. The Ministry of Environment of Peru, as the national authority on climate change, has proposed implementing a digital platform for the Monitoring System of the Adaptation and Mitigation Measures of the Nationally Determined Contributions (SIMOM). MINAM, seeking to integrate climate action with a key player such as the private sector, launched Huella de Carbono Perú (HC-Perú) in November 2019. HC-Peru is a tool of the Peruvian government that recognizes the efforts of public and private organizations that voluntarily wish to manage their greenhouse gas (GHG) emissions. In doing so, they contribute to achieving the national goal of a 40% reduction in emissions by 2030 under the Paris Agreement, as well as the long-term goal of becoming a carbon-neutral country by 2050. This platform is part of the System for Monitoring Adaptation and Mitigation Measures (SIMOM) and was created within the framework of the Regulations of the Framework Law on Climate Change, Law 30754. In October 2021, Ministerial Resolution No. 185-2021-MINAM approved the Guide for the operation of HC-Peru, which establishes recommendations to guide the registration of user organizations, the use of the HC-Peru tool, and establishes criteria for MINAM to encourage GHG emissions management. More than five years after its launch, there are aspects of the HC-Peru Program that need to be improved in order to enhance the user experience, achieve greater reach, and ensure the sustainability of the service. In this sense, UNEP is recruiting a Senior Advisor on Carbon Footprint Quantification – Electricity Sector for Peru to support the work of the Ministry of Environment (MINAM). This support will consist of providing specialized technical assistance to review and improve the methodology used to estimate the national electricity emission factor applied in the HC-Peru platform, including the analysis of relevant technical information and the development of a methodological document to support the estimation of the electricity emission factor. The consultant will be supervised by UNEP’s NDC Act & Invest Global Coordinator and will work in a home-based modality, enabling the consultant to work remotely while participating in meetings and technical discussions with the Ministry of Environment (MINAM) as required. Specific tasks and responsibilities 1. Provide specialized technical support to strengthen the methodological basis of the HC-Peru program related to the estimation of the national electricity emission factor: 1.1. Review the current methodology used for the calculation of the national electricity emission factor applied in the HC-Peru platform. 1.2. Review relevant technical information and official data sources related to electricity generation and emissions in Peru. 1.3. Identify and analyze alternative methodological approaches for estimating the electricity emission factor. 1.4. Perform simulations of the electricity emission factor calculation using at least three different methodologies. 1.5. Analyze and compare the results obtained from the different methodological approaches. 2. Development of methodological recommendations for the HC-Peru program: 2.1. Develop a technical document describing the methodological approach for estimating the national electricity emission factor for the HC-Peru program. 2.2. Provide technical recommendations for the application of the proposed methodology within the HC-Peru platform. 2.3. Provide technical inputs and clarifications to UNEP and the Ministry of Environment (MINAM) as required during the development of the consultancy.

Qualifications/special skills

• Bachelor’s degree in Environmental Engineering, Electrical Engineering, Civil Engineering, Economics, or a closely related field (Required). • Master’s degree or specialization in Climate Change, Energy Management, Sustainability, Greenhouse Gas Inventories, Environmental Sciences, or related fields (Required). ● At least five (5) years of professional experience in greenhouse gas (GHG) emissions inventories, climate change mitigation, or related fields (Required). ● Demonstrated experience in greenhouse gas emissions accounting at the organizational level (Required). ● Experience in greenhouse gas mitigation projects in the energy sector (Required). ● Experience in greenhouse gas emissions inventories or emissions accounting in the energy sector (Required). ● Practical knowledge of international methodologies for greenhouse gas emissions quantification and reporting, such as the GHG Protocol, ISO 14064, or IPCC Guidelines (Desirable).

Languages

● Fluency in Spanish (Required). ● Confidence in English (Required).
