In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background

The UNDP Country Office (CO) in Angola, is implementing its Country Programme Document (CPD) 2024–2028 in support of the Government’s National Development Plan (PDN 2023–2027) and Agenda 2030. The programme adopts an integrated and collaborative approach to address complex, interrelated development challenges.  Aligned with the UNDP Strategic Plan Signature objective of Prosperity for All, UNDP in Angola implements flagship programmes of (1) entrepreunership and support to MSMEs, (ii), innovation and digitalization, (iii) financial literacy and inclusion, and (iv) local economic development. 

The Sustainable Development and Institution Capacity (SDIC) )Portfolio supports the Government in policy development and implementation oversight, capacity building, institutional strengthening and monitoring in programme activities. The Portfolio works to support the Country Office to act with both ambition and scale to address urgent problems facing the country and the achievement of UNDP strategic objectives to create a world where people have decent standards of living through promotion of sustainable economic growth and creation of decent jobs. 

Under the under the overall guidance of the Resident Representative and Deputy Resident Representative and direct supervision of the Head of SDIC Unit, the Programme Analyst is responsible for providing analysis of the socio-economic developmental challenges within the SDIC portfolio within the thematic/sectoral areas assigned. The Programme Analyst leads formulation, management and evaluation of programme and project activities, and oversight of projects implementation within the SDIC portfolio.

The Program Analyst provides strategic and operational leadership for the timbuktoo thematic hub. In that capacity, ensures full alignment between the Country Office and Timbuktoo Tech  Hub network priorities, standards, objectives, and performance expectations. 

Beyond program implementation, the Program Analyst also develops and coordinates Development Services — structured interventions delivered to governments, private sector actors, and development partners through Development Services Agreements (DSAs) — positioning the hub as a catalytic platform for knowledge, advisory, and ecosystem transformation across Africa.

The Programme Analyst works in close coordination with the UNDP Country Office and timbuktoo Central Team,technical advisors/experts, external specialists, government officials and partners, donors, and civil society to ensure to the tech hub functions as a high-impact, efficient, and sustainable platform for innovation, entrepreneurship, and investment,  and for the overall successful implementation of the UNDP programme.

Duties and Responsibilities

The Program Analysts is responsible for:

Substantively contribute to formulation and implementation of UNDP programme strategies and policies, especially related to the SDIC Portfolio

  • Contribute to analysis of the political, social and economic situation in the country; and contribute collaborative inputs to the UN Common Country Assessment and Sustainable Development Cooperation Framework (UNCCA and UNSDCF) as well as to the preparation/revision of the Country Programme Document (CPD), Integrated Work Plan (IWP) and other strategic documents. 
  • Contribute to operationalizing UNSDCF/ CPD in collaboration with the main partners and other UN Agencies.
  • Ensure implementation of relevant programme Standard Operating Procedures (SOPs) to ensure the effectiveness CO business processes. Analyze and synthesize proposals in assigned programme areas.
  • Identification of strategic programme areas of cooperation including, Youth Entrepreneurship and Employment Programme, Value Chains Development, Local Development, Financial Inclusion, Innovation and digitalization

Ensure effective monitoring and analysis of the CO programme within the SDIC portfolio,  focusing on quality control and assurance, and risk management from formulation to implementation of the country programme

  • Oversee planning, budgeting, implementation and monitoring of the assigned programme areas; and track use of financial resources in accordance with UNDP rules and regulations. 
  • Ensure effective application of results-based management tools and track achievement of strategic results. 
  • Ensure effective monitoring, evaluation, reflective and learning on programme impact for the SDIC portfolio.
  • Follow up on audit recommendations and ensure the implementation of management responses for SDIC. 
  • Prepare and aggregate reports on activities, outputs and outcomes, including donor and corporate reports for the SDIC portfolio. 
  • Support to the rollout of new initiatives and programmes including through presentation of the project to PAC; finalize contribution agreements; and determine required revisions for the SDIC

Oversees the establishment and management of the timbuktoo Tech Hub in the country

  • Support CO management in the he overall strategic direction, annual planning, and operational management of the hub, ensuring alignment with timbuktoo’s mission, KPIs, and investment thesis
  • Ensure that all programs and operations adhere to the VIRAL Pathway and Impact Measurement and Management (IMM) framework.
  • Develop the hub’s annual strategy and workplan, including financial planning, KPI targets, and partnership engagement priorities.
  • Define and operationalize the hub’s value proposition toward key ecosystem stakeholders (startups, corporates, investors, universities, and governments).
  • Act as the hub’s main representative in national, regional, and continental innovation forums.
  • Build and manage strategic partnerships with ecosystem actors including governments, corporates, universities, investors, and development agencies
  • Oversee all hub-level data collection, validation, and integration into the timbuktoo digital platform. This includes the implementation of the Impact Measurement and Management (IMM) framework and alignment with SDG related impact indicators.
  • Support CO management in  the establishment and functioning of the hub’s Advisory Board or Steering Committee, ensuring multi-stakeholder representation
  • Ensure alignment of the hub’s annual strategy and programming with the host country’s national innovation strategy and integration into the UNDP CPD / Country Programme Results Framework and relevant CO plans and reporting requirements.
  • Report strategic progress and lessons learned to the timbuktoo Central Team and Country Office to support cross-hub alignment and continuous improvement
  • Lead in the development and maintenance of Development Services Agreements (DSA) pipeline and partnership opportunities, ensuring they align with timbuktoo’s strategic objectives and the host country’s development priorties. 

Ensure creation of strategic partnerships and implementation of the resource mobilization strategy for the SDIC

  • Develop partnerships with the UN Agencies, international financial institutions (IFIs), government institutions, donors, private sector (if applicable to CO), and civil society in assigned programme/ thematic areas of the SDIC portfolio. 
  • Identify strategic programme areas of cooperation including for joint programming for SDIC portfolio. 
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identify opportunities for initiation of new projects, and substantively contribute to Country office resource mobilization efforts. 
  • Support development of portfolios and Country office pipeline including through the design of Programme/Project documents, concept notes, proposals, and cross-sectoral coordination in assigned areas to bring resources for projects.

Ensure provision of top-quality advisory services and facilitation of knowledge building and management

  • Identify policy-driven issues; and identify and synthesize best practices and lessons learned directly linked to programme country policy goals for the SDIC portfolio. 
  • Establish/strengthen national and international advocacy networks. Implement relevant, high -impact advocacy with key partners in the SDIC portfolio. 
  • Provide substantive support in the development of policies and institutions to address country problems and needs in collaboration with the Government and other strategic partners. 
  • Provide input so that policy advisory contributes to inclusive societal digital transformation and takes digital technology risks and opportunities or futures signals into account. 
  • Provide sound contributions to knowledge networks, communities of practice, and digital knowledge platforms relating to the SDIC portfolio. 
  • Organize training for the operations/ projects staff on programme related matters in assigned areas.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Institutional Arrangement

The Program Analyst will work under direct suprvison of the SDIC Portfolio Manager and overall guidance of the Deputy Resident Representative.

Required Skills and Experience

Education:

  • Advanced University Degree (Master’s or equivalent) in Economics, Development Economics, Business Administration, Engeneering, Social Science or related areas.
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Experience:

  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development portfolios and projects in a related thematic area.
  • Programmatic management with sound knowledge of all aspects of the project cycle (design, implementation, monitoring & evaluation, and oversight) is required
  • Use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP is required
  • Proven familiarity with innovation and design thinking approach is required
  • Strong interpersonal and written and oral communication skills is required
  • Provision of technical advisory services and establishing inter-relationships among international organizations and national governments is desired
  • Experience in private sector development, entrepreneurship promotion, small and medium enterprises development, local economic development, value chains development and project management in international development organizations and/or bilateral development agencies is desired

Language:

  • Proficiency in oral and written English and Portuguese is required
