The Public Engagement Consultant will deliver strengthened visibility, public engagement, and strategic communications for the UN Road Safety Fund. The consultant will ensure the timely production of high-quality digital content, flagship publications (including the 2025 Annual Report), and visibility materials, as well as coordinated communications leading up to for the 2026 High-Level Meeting on Road Safety.

Duties and Responsibilities
Background Every year, an estimated 1.3 million people are killed, and around 50 million injured, in road traffic crashes. This makes poor road safety one of the most pressing social, economic, and development issue of our time. Beyond human suffering, road traffic deaths and injuries impose significant economic and financial losses to individuals and to societies, estimated to create a USD 1.85 trillion burden on the global economy each year. The 2030 Agenda for Sustainable Development included road safety in two of the 17 Sustainable Development Goals (SDGs), namely targets 3.6 and 11.2. Despite significant national and international efforts in recent years, the world is still far from achieving these global targets. Moreover, road safety has not been adequately funded at the national, regional or global levels. In recognition of these challenges, the United Nations Road Safety Fund (UNRSF) was established in April 2018 as a multi-partner trust fund to facilitate concrete action towards achievement of the road safety targets of Sustainable Development Goals 3 and 11. The Fund’s goal is to leverage the collective knowledge and capability of its participating UN organizations and partners in order to achieve global impact and long-term developmental change in a substantial reduction in road traffic injuries and fatalities, and the economic loss arising therefrom. Strengthening public engagement, strategic communications, and visibility is a critical pillar for the success of the UNRSF’s work. Objective The objective of this part-time assignment is to lead and strengthen the UN Road Safety Fund’s public engagement, visibility, and strategic communications, ensuring high-quality content delivery, consistent global messaging, and enhanced donor and stakeholder recognition especially in the lead-up to the 2026 High-Level Meeting on Road Safety. Duties Under the supervision of the Head of the UNRSF Secretariat (P5) and the Programmes Officer (P4), the UNRSF Public Engagement Consultant will work for three days a week and perform the following duties: a) Public Engagement, Digital Communications, and Content Development • Lead the design and implementation of the UNRSF public engagement strategy to ensure coherent, impactful, and timely communication across all UNRSF digital channels. • Plan, draft, edit, and disseminate high-quality content for the website, social media, newsletters, and other digital platforms, ensuring accuracy, accessibility, and alignment with UNRSF messaging and branding. • Translate technical project information and road safety data into compelling, audience-appropriate content, including feature stories, briefs, infographics, testimonials, and donor-visibility materials. • Manage the editorial calendar and oversee content scheduling, review processes, analytics assessments, and continuous improvements in audience engagement. b) Donor Visibility and Impact Storytelling • Develop strategic content packages that strengthen visibility for donors and partners, including impact stories, project spotlights, beneficiary narratives, and results-oriented multimedia assets. • Ensure that all visibility products reflect donor contributions accurately, consistently, and in accordance with visibility requirements and UN guidelines. • Coordinate photo and video acquisition, including identifying opportunities for field-level storytelling and curating multimedia libraries for strategic use. c) Flagship Publications, Events, and Campaigns • Oversee the full production cycle of flagship communications products, including conceptualization, drafting, design supervision, quality assurance, and dissemination of the Annual Report and other core publications. • Lead the development of advocacy tools, project briefs, factsheets, and other materials that elevate the Fund’s visibility and advance awareness of priority themes. • Coordinate communications planning and visibility efforts for major events - including the 2026 High-Level Meeting on Road Safety - ensuring coherent messaging, branding, and timely delivery of communications assets before, during, and after the event. d) Strategic Coordination and Stakeholder Engagement • Liaise with PUNOs, project teams, implementing partners, and other stakeholders to collect project data, stories, photos, and evidence that illustrate progress and impact. • Ensure information flows and content pipelines are well-coordinated, timely, and aligned with broader UNRSF communications priorities. • Work closely with web, graphic design, and multimedia specialists (internal or external) to ensure professional-quality production and consistent application of branding standards. • Participate in internal coordination meetings, communication networks across the UN system, and thematic working groups to ensure alignment of messaging and amplification of key road safety narratives.
Qualifications/special skills
An advanced university degree (master’s or equivalent) in Communications, Journalism, Media Studies , Public Relations, International Relations, Development Studies, Marketing, or a related field is required. A first-level university degree in the above fields, combined with additional relevant experience, may be accepted in lieu of an advanced degree. A minimum of three (5) years of progressively responsible experience in strategic communications, public information, media relations, partnerships management, resource mobilization, or advocacy at the international level is required. Experience supporting donor visibility, public engagement, or communications with governments, private sector, civil society, or international organizations is highly desirable. Experience in coordinating communications for high-level events, conferences, or campaigns is desirable. Experience working within the United Nations system, another international organization, or a multi-stakeholder environment on road safety is an advantage.
Languages
Fluency in English (both oral and written) is required; knowledge of other UN official languages is an advantage.
