PROSPERITY VICE PRESIDENCY
The WBG Prosperity Vice Presidency  leads the WBG’s key global engagements in support of: Growth and jobs (including supporting teams across the WBG on the jobs agenda); debt sustainability and debt management; improved domestic resource mobilization and expenditure efficiency; a resilient and inclusive financial sector; business-enabling policies and regulations; trade policy and facilitation; and transparent, effective, and accountable government institutions world-wide. The Vice Presidency also houses the group that examines the distributional/poverty impacts of all policies.
It is responsible for getting the right public and private sector solutions to our operational teams and to our clients, and to produce scalable impact. Its mandate is to deliver knowledge for impact to enable and support the WBG to achieve its goals in support of our mission and specifically: providing guidance on creating more and better jobs; supporting foundational infrastructure and human capital, a business-enabling policy environment, and private sector mobilization; focusing on agribusiness, healthcare, infrastructure, manufacturing, and tourism; and support and accelerate corporate targets and commitments. The VPU’s objectives in driving outcomes include replicating and scaling effective solutions, enhancing thought leadership and innovation, and delivering timely knowledge to client teams in the areas of its mandate.
Financial Services Sector I Department
Within the Prosperity Vertical, the Financial Services Sector (FSS) department promotes sound and inclusive financial systems that underpin economic growth and are central to the World Bank Group’s mission of reducing poverty and boosting shared prosperity. Well‑functioning housing finance systems play a critical role in expanding access to affordable housing, supporting urban development, strengthening household balance sheets, and mobilizing long‑term domestic capital. The World Bank’s housing finance work supports client countries through policy dialogue, analytical and advisory services, and the design and implementation of lending operations that strengthen housing finance markets and institutions.
To support the delivery of this agenda, we are seeking an experienced housing finance professional with strong technical expertise and sound judgment to contribute to World Bank projects, advisory engagements, and knowledge work. The role requires the ability to work closely with World Bank task teams, government counterparts, and development partners to support the preparation and implementation of operations, analytical work, and policy reforms. The Extended Term Consultant (ETC) will be expected to combine technical depth with practical delivery skills, contribute effectively in matrix teams, and engage constructively with counterparts to support the development of sustainable and inclusive housing finance solutions.
The position will be based in Washington, DC, and will report to the Manager, Capital Markets Development.
DUTIES AND RESPONSIBILITIES
Analytical and Advisory Work
• Deliver high-quality analytical and advisory services on housing finance systems.
• Analyze mortgage markets, housing subsidies, liquidity facilities, and capital markets instruments.
• Provide policy advice to improve affordability and private capital mobilization.
Operational Support
• Support preparation and implementation of lending operations and trust-funded activities.
• Contribute to missions, aide-memoires, ISRs, and results monitoring.
• Support consultant management and quality assurance.
Market Development and Private Capital Mobilization
• Support mobilization of long-term private capital for housing.
• Contribute to blended finance and market-based solutions.
• Coordinate with IFC and other WBG institutions.
Cross-WBG Coordination and Knowledge
• Coordinate across Global Practices and CMUs.
• Contribute to CPFs, SCDs, CPSDs, and flagship knowledge.
• Support dissemination and learning activities.

Selection Criteria

• Master’s degree or higher in economics, finance, public policy, urban development, or related field.
• Typically 7–10 years of relevant professional experience.
• Demonstrated expertise in housing finance systems and market-based solutions.
• Experience with policy reforms, analytics, or lending operations.
• Experience with IFIs or donors strongly preferred and prior experience of working with or for the World Bank Group will be a strong plus.
• Excellent written and verbal communication skills in English.
• Knowledge of French and/or Spanish is highly desirable.
• Willingness and ability to travel internationally as required.
