The Corporate Services & Facilities Department (CSF) is seeking a highly skilled Senior Facilities Officer to join its Facilities Management Division (DF). Reporting to the Chief of the Planning, Design, and Construction (PDC) Section, this role serves as the owner’s representative, managing capital projects from feasibility through closeout in large, occupied institutional environments.

This role is responsible for delivering high‑quality, cost‑effective facilities and workplace initiatives that align with Fund priorities, design standards, and operational needs. The position requires strong project leadership, cross‑departmental coordination, and experience managing complex projects in large, occupied environments. The ideal candidate brings hands‑on technical knowledge, strong project leadership, and proven experience navigating local codes, permitting, AHJ processes, and regional contractors/consultants within the Washington, DC metropolitan area.


The Senior Facilities Officer shall perform the following duties:

Key Responsibilities

Project Planning & Delivery

  • Manage a portfolio of capital, renovation, and workplace projects from feasibility, programming, and design through construction, commissioning, and closeout.
  • Develop and manage project scopes, work plans, schedules, budgets, and delivery strategies, ensuring alignment with approved baselines.
  • Serve as the owner’s representative, ensuring project objectives, quality standards, and operational requirements are consistently met.
  • Coordinate and integrate multiple internal workstreams (Facilities, IT, AV, Security, Procurement, Finance, etc.) and external consultants and contractors.

Design & Technical Oversight

  • Oversee Architectural and MEP design services, ensuring design intent, constructability, and compliance with institutional standards and operational requirements.
  • Review and validate A/E scopes, fee proposals, cost estimates, schedules, and design deliverables.
  • Ensure compliance with local building codes, life‑safety requirements, permitting processes, and AHJ reviews.
  • Promote and support sustainable, energy‑efficient, and resilient design solutions where appropriate.

Construction & Implementation

  • Manage procurement and award of construction and specialty contracts in accordance with institutional and procurement requirements.
  • Provide day‑to‑day construction oversight, ensuring adherence to quality, safety, schedule, and cost control.
  • Review contractor schedules, critical path activities, earned value, change orders, and recovery plans.
  • Coordinate testing, commissioning, inspections, and regulatory approvals through project completion.

Quality, Risk & Compliance

  • Implement and enforce QA/QC procedures, including review of contractor compliance with drawings, specifications, and standards.
  • Identify, assess, and mitigate project risks, documenting issues, impacts, and corrective actions.
  • Oversee project closeout, including as‑built documentation, O&M manuals, warranties, training, and lessons learned.
  • Support vendor performance assessments and continuous improvement initiatives.

Communication & Reporting

  • Prepare and present clear, technically sound project status reports, risk assessments, and recommendations to senior management.
  • Represent CSF department in internal and external meetings, serving as a trusted technical advisor on facilities and construction matters.

Qualifications

Education & Experience

  • Educational development, typically acquired by the completion of a relevant advanced university degree in Architecture, Civil Engineering, Mechanical Engineering, Construction Management or related fields, supplemented by a minimum of four (4) years of relevant professional experience in delivering facilities‑related design and construction projects; or a bachelor’s degree or equivalent supplemented by a minimum of ten (10) years of relevant professional experience.
  • Demonstrated experience managing complex renovation projects in occupied institutional or corporate environments.

Technical & Professional Expertise

  • Strong working knowledge of DC/MD/VA building codes, permitting processes, AHJ coordination, and construction practices.
  • Proven experience across all project phases (feasibility, design, construction, and closeout).
  • Proven Experience with Design‑Bid‑Build, Design‑Build, and CM‑at‑Risk delivery methods.
  • Proficiency in project management tools (MS Project, Primavera P6, Excel, PowerPoint); familiarity with BIM and smart building technologies preferred.
  • Strong contract, vendor, and consultant management experience, including SOW development and administration.
  • Project Management Professional (PMP) or equivalent professional certification is preferred.

This is a one-year contractual appointment. Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbent's performance, budget availability, and continuous business need.
