BACKGROUND
The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014 the IRC moved into Adamawa State in NE Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict-affected populations. IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri and Monguno of Borno State, and Damaturu of Yobe State. Currently, IRC Nigeria implements programs for primary health care, nutrition, environmental health, women’s protection and empowerment, protection, child protection, education, food security & livelihoods.
Job Overview/Summary
The purpose of the M&E Officer position is to coordinate the collection, compilation, consolidation, and analysis of data to track programs/ projects activities, conduct data validation, Post distribution monitoring, monitor progress and support impact measurement. S/he will also conduct development research, engage in reflective practice, and generate lessons from projects/programs and prepare M&E plans for the sectors. S/he is responsible for establishing and ensuring better field level data management systems for the core program s/he assigned to and coordinates the proper and timely evaluation of project objectives/impact. S/he will contribute to the existing client response mechanisms and ensure program staff participation in M&E activities. The position holder will closely work with sector manager(s), front line staff, and community/facility volunteers. S/he also will work closely with the M&E unit on technical matters and reports to the MEAL Manager.
Key Responsibilities
Program/Project Design
Support the conduct of the Multi-Sectoral Needs Assessment and other project specific assessments and data collections
Conduct training for program staff on the MEL system, performance indicators, and data quality assurance.
Conducting data validation exercises and monthly meetings with the program staff.
Participate in project review, especially review of Log frames, and learning agenda.
Ensure data collections tools are standardized and appropriately used to meet both organizational and donor requirements.
Monitoring, Evaluation and Learning
Conduct routine monitoring visits to project locations, particularly learning centers.
Ensure data collected are routinely verified, analysis and reported according to the DQA standards.
Ensure weekly data validation exercise is carried out at sites
With the support of MEAL manager, conduct Post distribution monitoring assessment (PDM), IYCF assessment, Client exit interview, Baseline and Endline assessment across project locations.
Ensure all data point reports validate data via the commcare application.
Ensure that data is readily available and stored appropriately for any future reference.
Conduct monthly Data Quality Audits
Ensure the project indicators are properly tracked and reported, particularly the OCHA standard indicators.
Perform clear statistical analysis on the data collected and present the findings/results to program colleagues for informed decisions.
Information Management and Reporting:
Support the establishing and maintaining project information management system.
Ensure the appropriate reporting of field level data that is responsive and align to project indicators.
Ensure proper update of Indicator Performance Tracking Table (IPTT)
Contribute to monthly and quarterly reporting by providing the verified data that’s meets the DQA standards.
Client Responsive Mechanisms (CRM)
Ensures that client responsive channels are established and active to enable project participants and stakeholders to provide feedback and complaints related to the consortium project implementation.
Facilitate collaborative learning sessions and client feedback are well received and documented
Support the rollout of the Client Satisfaction Survey (CSS)
Support the sensitization of client feedback channels across all the operational locations and set up client feedback desk during distributions
Train Staff and field monitors on client feedback channels
Capacity building and supervision:
Train project staff, and partners’ staff on project deliverables, especially the project result areas and indicators.
Support program colleagues to better understand project indicators and reporting
Train Research Assistants/Enumerators for field data collection
Perform other duties assigned by the supervisor.

Job Requirements
Education qualifications: Degree/diploma in statistics, computer science/IT/or any sector or sub-sector related field
Work Experience: At least three (3)-years’ experience working in monitoring and evaluation preferred.
Demonstrated Technical Skills:
Strong skills in data collections process
Strong skills in tool development particularly using: Kobo collect, Comcare, SurveyCTO, Mobenzi etc.
Strong skills statistical analysis and skills through: STATA, SPSS, Nvivo, Microsoft excel, QGIS, PowerBi, Tableu etc.
Good report writing skills, facilitation, and communication skills.
Good understanding of emergency context and response.
Good team player with excellent interpersonal skills and the ability to work in diverse contexts.
Languages: English and Hausa is preferred.
Computer/Other Tech Requirements: Professional competency in Microsoft Office, Particularly Word, Excel, Outlook, & PowerPoint.
Ability to Travel: 60% of the time will be required to be spent on the field.
