GICHD is establishing a new office in Amman and is seeking an Explosive Ordnance Risk Education (EORE) and Conflict Preparedness and Protection (CPP) Advisor to support its activities across the MENA region. The position is offered for an initial one-year national contract, with the possibility of extension.

Job purpose

Design, implement, and monitor EORE/CPP projects in the MENA region in close coordination with other divisions of the GICHD and in line with the institutional strategy, and donor commitments. Provide EORE/CPP technical support to national authorities and other partner organizations, including the conduct of assessments, and the design/delivery of tools, trainings, workshops, and research projects.

 Key responsibilities

1. Advise partners in the field of EORE/CPP, understanding their needs, priorities, challenges, and supporting them in developing/reviewing and implementing national standards, context specific approaches/methodologies, and good practices.

2. Lead, coordinate, and develop EORE/CPP activities, working in close coordination with colleagues from other GICHD divisions.

4. Lead and conduct assessments, workshops, and provide assistance remotely and onsite.

5.  Design and deliver EORE/CPP training.

6. Represent GICHD, participate and proactively share expertise externally, including through the delivery of presentations and facilitation of dialogue and discussions.

7. Prepare budgets and monitor financial accounts for projects assigned by the line manager.

8. Conduct, coordinate, and disseminate research in the relevant area of expertise in the form of studies, articles, and briefs.

9. Actively contribute to monitoring and reporting of EORE/CPP projects based on the Results Based Management (RBM) system and established indicators.

10. Conduct and coordinate the design, implementation, and maintenance of relevant systems and tools. 

11. Draft, review and coordinate the development of concept notes, funding/project proposals, and donor reports, if required by the line manager.

 Qualifications and professional experience

- Master’s degree in relevant field is strongly preferred (e.g. SBCC, anthropology, sociology).

- Minimum of 10 years of previous relevant work experience in the EORE/CPP sector.

 Knowledge, skills and competencies

- Fluent Arabic and English (written and oral), with the ability to engage with national mine action authorities and other partners in both languages.

- Proven experience designing and delivering EORE/CPP interventions in the MENA region, translating international standards and good practice into context-specific guidance.

- Demonstrated capacity to provide high-quality technical advice on EORE/CPP to national authorities and partners at regional level.

- Strong analytical, communication and facilitation skills, including the ability to diagnose system-level opportunities and gaps in EORE/CPP, formulate clear and actionable recommendations.

-  Familiarity with normative and policy frameworks relevant to EORE/CPP, including EWIPA.

Travel requirements

- Expected to travel up to 50% of the working time, including to countries affected by explosive ordnance, with medium and high-risk/conflict areas.
