The Human Resources and Legal Advisor will provide support in HR, legal, and administrative functions to ensure smooth operations within the organization. This post is located in the UNEP Latin America and the Caribbean Office, at the Panama City, Panama duty station, full time, 40 hours per week and the incumbent will work under the supervision of the Administrative Officer (Finance and Human Resources). He/She will also maintain direct communication with the administrative team, to improve the efficiency of operations within the Latin America and the Caribbean region. Human Resources: - Provide comprehensive support throughout the full recruitment process for a diverse range of contract modalities, including consultancies, individual contracts, internships, and staff contracts, ensuring that the processes are compliant with UN policies and procedures. - Contribute to the administration of outsourced personnel contracts, fund commitments and purchase orders with other agencies of the UN System, such as UNDP, UNV assignments, and UNOPS LICA/IICA. - Provide assistance considering United Nations Rules and Regulations and answers general queries on HR process. - Maintains HR related data bases containing HR related statistics and prepares periodic reports when needed (for all the personnel, including consultants, individual contractors, staff, UNV and interns). - Contribute to the review of existing human resources workflows and procedures, supporting efforts to enhance customer service and providing input to HR strategies aligned with UNEP’s objectivesLiaise with the Administrative Assistant of the thematic areas to ensure business continuity and timely issuance of contracts for personnel. Legal: - Support the review and approval of legal instruments, such as Memorandum of Understanding, Contribution Agreements, Agreement of Cooperation, Internal Cooperation Agreements, Small Scale Funding Agreement, Partner Cooperation Agreement, reviewing Contribution Agreements and Agreement with Implementing Partners or other required, in accordance with the parameters of the UN. - Understand the privileges and immunities of UNEP as well as the Rules and Regulations applicable to provide guidance when needed. - Support the drafting, editing, and proofreading of letters, memoranda, reports, and other legal correspondence addressed to governmental entities, and assist in preparing such communications for signature and/or processing - Support the compilation and organization of legal information, legal instruments and legal reference materials from various sources for legal reports, work plans, studies, briefings, meetings/conferences, etc. Others: - Collaborate with administrative and legal processes of UNEP ROLAC and the Administrative Hub, or any other collaboration requested by the officers.

The UNEP Latin America and the Caribbean Office (LAC Office), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). The Human Resources and Legal Advisor will provide support in HR, legal, and administrative functions to ensure smooth operations within the organization. Qualifications/special skills

Academic Requirements: - A High School Diploma is required. - Bachelor’s degree in law, human resources management, business, public administration, or a related field is highly desirable. Professional Experience: - A minimum of 3 years of progressively responsible experience in law, human resources management, administration, or related area is required.

Languages: - Fluency in Spanish is required. - Fluency in English is required
