What We Do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

The Health Unit has developed over the years, medical activity data bases in the 6 programs: first aid and prehospital emergency care, primary health care, hospital care, mental health and psychosocial support, physical rehabilitation and health in detention. The tool and teams working on it has been continuously adapted to improve efficiency of monitoring and quality of health information. So that decision making is informed, and field operations improved.


The health care sector is fast evolving regarding digitalization and while the ICRC has adapted some tools in recent years with success, the possibility that digital tools and new technologies offer to deliver more and better services to people affected remains largely untapped. The broader scope of digital health - which includes tools to effectively support health systems in a sustainable manner (such as training and continuing medical education or remote health care delivery, surveillance and promotion, etc.) remains a challenge, however it is a key aspect of the digital transformation foreseen by the Institution and articulated in the Institutional Strategy (2024-2027)

Purpose of the Position

The Digital Health Project Manager brings specialized expertise to the Health Unit across specific projects and tools. Contributes to the Point-of-Care (POC) and Emergency Shelf pillars within the Digital Health Ecosystem, with a proven track record of delivering impactful results through collaboration in the humanitarian and/or global health sector. Plays a key role in advancing the use of digital health solutions to improve healthcare access and quality, particularly in patient-facing solutions and emergency response.

Main Duties & Responsibilities I

Product Ownership:

With the role of product owner within the Scaled Agile Framework, work towards incremental product development to attain the product vision:
• Works with a Scrum Master to manage the product backlog and biweekly sprint cycles using an agile approach.
• Arbitrates between field requests for new features and product improvements within a resourceconstrained ecosystem.
• Collaborates closely with functional support teams, product developers, the data protection office, and health métiers to deliver on the product roadmap.
• Manages ad hoc incidents and stakeholder requests (e.g., management, métiers, cybersecurity) and prioritizes them accordingly.

Digital Health Expertise:

• Stays abreast of the latest digital health trends and innovations, applying design thinking and usercentered design to create intuitive mobile solutions.
• Ensures all activities and documentation comply with legal, ethical, and medical standards.
• Drives coherence across existing digital health solutions at ICRC in close collaboration with team members and by leveraging open-source communities.
• Ensures standards and guidance are defined and followed for a consistent approach to mobile solution service delivery, deployment, and management.

Main Duties & Responsibilities II

Support the use of Open-Source technologies:

• Actively participates in open-source communities.
• Addresses sustainability challenges using a product lifecycle approach.
• Provides technical support for handover to partners when needed, ensuring the long-term success and impact of digital health interventions.


Collaborate closely with the field to support product deployments:

• Demonstrates the value of digital health solutions and promotes them with colleagues across the Movement.
• Builds contextual understanding and trust with field colleagues.
• Provides training, user feedback sessions, and technical advice to field colleagues.
• Maintains the implementation guidance documentation.
• Drives change management using best practices (including monitoring adoption, engagement, and feedback) to maximize impact at scale.

Communication:

• Communicates complex topics effectively to both expert and non-expert audiences, using engaging presentations and storytelling to drive understanding and engagement.
• Designs and implements communication and promotion plans to support broad adoption and awareness of workstreams.
• Communicates openly and collaborates closely with digital health and wider IT teams to advocate for required resources to achieve the product vision.

Relationships

• Internally: interacts closely with the digital health colleagues, and with health programme coordinators and management within the Health Unit; other units of Operations Department if necessary and other stakeholders, such as Movement, REM, SDT, ICRC Foundation and ICRC management, in collaboration / support of the Digital Health Advisor and Head of Health


• Externally: in close cooperation and with the support of the Head of Health, plays a key role in representing the ICRC in its engagement with the International Red Cross and Red Crescent Movement, with different governmental and international humanitarian players, and with any other relevant stakeholders, such as governments, academic circles, international professional associations, and the corporate sector.

Professional Experience Required

• Holds a Master’s degree in a relevant field (e.g., medicine, public health, computer science, or health informatics).
• Brings 5–9 years of professional experience implementing and managing digital health solutions in humanitarian or development contexts.
• Demonstrates familiarity with mobile user experience, open-source solutions, and their integration into digital health systems.
• Possesses expertise in digital health open-source solutions (Digital Public Goods); knowledge of DHIS2, OpenMRS, Odoo, CommCare, and/or CHT is an asset.
• Shows a strong track record in promoting digital-first healthcare, optimizing user-facing solutions, and enabling sustainable handover to local partners.
• Has prior field or HQ experience with ICRC, which is considered an asset.

• Fluent in written and spoken English; French is a strong asset, and Spanish, Arabic, and/or Russian are additional advantages.
• Possesses advanced knowledge of Results-Based Management and Logical Framework tools.
