Duties and Responsibilities
The International Trade Centre (ITC), in cooperation with the Business and Technology Incubator (BTI), a Palestine-based institution, is implementing the Inclusive Digital Resilience for Conflict-Impacted Palestinians project. The initiative aims to strengthen the economic resilience of Palestinians affected by ongoing conflict by connecting local talent with opportunities in the global digital economy. The project specifically targets youth, women, persons with disabilities, and displaced individuals across Gaza, the West Bank, and neighbouring host locations. By equipping participants with market-relevant digital skills and facilitating their integration into international freelance markets, the project enables beneficiaries to generate income remotely and overcome physical and economic barriers to employment. In response to widespread economic disruption, restricted mobility, and the destruction of infrastructure, the project promotes digital trade and freelancing as viable pathways to sustainable livelihoods. It builds on a proven model developed through the long-standing partnership between ITC and the Government of Japan. Previous phases implemented in Gaza successfully trained more than 600 beneficiaries—over half of whom were women—and achieved an income-generation rate of approximately 70%, with participants collectively earning more than USD 260,000 in a single phase. The project is anchored in a centralized Virtual Learning Space (VLS), which serves as an integrated digital ecosystem for training, mentoring, and market access. Through this platform, the project delivers three complementary intervention tracks. The first track focuses on market-driven digital freelancing, offering training in high-demand fields such as UI/UX design, web development, graphic design, and digital marketing. Participants also receive targeted coaching on navigating international freelance platforms, building professional profiles, managing client relationships, and strengthening financial literacy. These efforts are complemented by structured mentoring to enhance participants’ competitiveness in the global gig economy. The second track addresses resilience in education by providing instructional design training to educators and professionals. This enables participants to convert traditional curricula into online formats, helping ensure continuity of learning despite disruptions to formal education systems. The third track focuses on tech entrepreneurship, supporting advanced participants in transforming digital skills into scalable business ventures. Through entrepreneurship training and business development support, the project aims to foster sustainable digital enterprises that contribute to job creation and longer-term economic recovery. In addition to training and mentoring, the project promotes market linkages and international visibility for Palestinian digital talent. Targeted digital marketing campaigns highlight the capabilities of freelancers to global clients, while matchmaking and networking initiatives support qualified participants in securing contracts. Across all components, the project places strong emphasis on inclusion and accessibility. The Virtual Learning Space incorporates accessibility features to support persons with disabilities and uses voluntary data collection to monitor engagement among displaced populations and other vulnerable groups. DESCRIPTION OF DUTIES/RESPONSIBILITIES The National Project Coordinator (NPC) will be responsible for the effective day-to-day coordination and implementation of the Inclusive Digital Resilience for Conflict-Impacted Palestinians project. Under the direct supervision of the ITC Programme Manager, and in close collaboration with the project partner, the Business and Technology Incubator (BTI), as well as relevant ITC technical teams, the NPC will ensure the timely and high-quality delivery of all project activities. A. Stakeholder Engagement and Institutional Coordination • Act as the primary liaison with key institutions, including incubators, NGOs, associations, and business support organizations across Gaza, the West Bank, and relevant host locations, with a focus on youth, women, persons with disabilities, and conflict-affected populations. • Ensure stakeholder engagement by gathering feedback, securing buy-in, and supporting project promotion and implementation. • Coordinate the dissemination of the call for applications and related promotional materials to ensure broad outreach to eligible participants. • Keep stakeholders informed of upcoming activities, project progress, and beneficiary achievements. • Facilitate synergies with ongoing initiatives to maximize impact and avoid duplication. • Support the organization and coordination of stakeholder meetings, ensuring alignment with project objectives. B. Beneficiary Mobilization, Selection, and Advisory Support • Develop and disseminate project communication materials (e.g. brochure, flyers, email templates) in coordination with ITC. • Actively mobilize target beneficiaries (youth, women, persons with disabilities, internally displaced persons, and other conflict-impacted Palestinians) through outreach campaigns, incubators, associations, and direct engagement. • Ensure that at least 2,000 individuals register on the Virtual Learning System (VLS), and follow up to secure a minimum of 300 successful course completions and certifications. • Verify beneficiary eligibility, including Palestinian identity, in coordination with the ITC technical team managing the VLS. • Coordinate participation in coaching sessions and ensure at least 250 beneficiary interactions (assignments, communication, engagement through VLS). • Organize and facilitate online orientation sessions, where needed, to clarify project objectives, deliverables, and expectations. C. Technical Delivery Coordination and SME Engagement • Coordinate and monitor the delivery of technical assistance, including e-learning, coaching, and mentoring (both soft and technical skills), in line with the project plan. • Liaise with ITC trainers and coaches to ensure timely, tailored, and high-quality delivery of services. • Track beneficiary and institutional engagement, proactively addressing challenges to ensure consistent participation. • Maintain a tracking system for beneficiary-level progress and results. • Recommend qualified local experts for assignments and support the review of CVs when required. D. Logistics, Market Linkages, and Digital Marketing Campaigns • Coordinate logistical arrangements for project activities (workshops, coaching sessions, events), including venue booking, materials, interpretation, and compliance with ITC procedures. • Support the identification of relevant opportunities for digital marketing campaigns and market linkages, and assist in beneficiary selection. • Prepare beneficiaries for participation in virtual meetings and events, including support with marketing materials and matchmaking. • Document outcomes, including leads generated and partnerships established. E. Monitoring, Reporting, and Project Planning • Support the development and regular updating of the project workplan. • Ensure proper sequencing and coordination of activities across workstreams. • Participate in weekly coordination meetings with ITC and submit a weekly action plan outlining progress, risks, and upcoming priorities. • Prepare and submit: • Weekly situation reports (activities, stakeholder feedback, beneficiary updates, challenges) • Monthly PowerPoint summaries for internal and donor reporting • Mid-term and final reports (including results, baseline vs. endline comparisons), in line with ITC templates • Collect and submit means of verification (attendance sheets, evaluations, surveys, photos, meeting minutes). F. Communication: • Ensure proactive project visibility by contributing to social media and other communication channels, regularly publishing updates on key activities, completed milestones, and success stories, in line with ITC communication guidelines. Copyright Clause: The consultant has to ensure that she has obtained the necessary permissions with regard to intellectual property rights required to perform her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC. Qualifications/special skills
• Bachelor’s degree in economics, business administration, trade, development, international relations, or a related field. • Master’s degree is an asset. • Minimum of 5 years of progressively responsible experience in project coordination, SME support, or donor-funded programmes in Palestine. • Proven experience in working with government entities, chambers, and private sector associations. • Strong familiarity with SME advisory services, public-private dialogue, or export development projects. • Experience in coordinating training, workshops, and technical missions. Skills: 1. Strong organizational and planning skills, with ability to manage concurrent streams of work. 2. Solid understanding of trade, private sector development, or services sector issues in Palestine. 3. Excellent communication, facilitation, and stakeholder management skills. 4. Proficient in Microsoft Office and collaborative project tools.
