About this position
We are looking for a proactive, detail-oriented, and resourceful Housing Sector Operations and Project Coordination Consultant. As Housing Sector Operations and Project Coordination Consultant, you will provide operational, administrative, and coordination support to the Housing and Urban Development Specialist in the execution of the Regional Public Goods Technical Cooperation Home is Where the Hurt Is: A Regional Framework for Stemming Disaster Losses in Caribbean Housing (RG-T4873), while also contributing to thematically related housing resilience and reconstruction operations in Jamaica.
You will work in the Housing and Urban Development Team, part of the Climate Change and Sustainable Development Department. This team is responsible for designing and implementing operations that promote sustainable, resilient, and inclusive urban and housing development, including technical cooperation projects and investment operations focused on housing resilience, disaster risk reduction, and post-disaster reconstruction in Jamaica and across the Caribbean.
What you’ll do
- Coordinate meetings, stakeholder engagement, and communications among consultants, IDB staff, the Project Steering Committee, and regional partners.
- Organize logistics for travel, field visits, workshops, interviews, and project events across Caribbean countries.
- Maintain project calendars, track milestones, and ensure timely follow-up on deliverables and key deadlines.
- Manage project documentation, including contracts, reports, surveys, workshop materials, and centralized records.
- Support procurement processes for consulting services related to housing assessments, retrofit policies, training workshops, and final evaluation.
- Monitor progress against the results matrix, procurement plan, timelines, and project risks, ensuring compliance with IDB guidelines.
- Review consultant deliverables for alignment with job description, completeness, formatting, and incorporation of feedback.
- Prepare summary reports, briefing notes, presentations, and materials for internal and external stakeholders, including final evaluation activities.
- Contribute to knowledge management and dissemination, including communication materials such as summaries, infographics, and social media content.
- Provide thematic and administrative support for housing recovery and reconstruction initiatives in Jamaica, including project preparation, TC/loan documentation, and coordination with IDB Invest on private sector and PPP housing opportunities.
What you'll need
Education: Master's degree (or equivalent advanced degree) in Urban Planning, Civil Engineering or other fields relevant to the responsabilites of the role.
Experience:At least 5 years of progressive experience in housing, urban planning, construction, post disaster reconstruction or a related field.
Language: Proficiency in English.

Citizenship:You are a citizen of one of our 48-member countries. Must be eligible to work in job location(s) without the need for sponsorship.
Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
Type of contract and duration
National consultant Full-Time, 12 months (up to 48 months, subject to eligibility).
