Description & Requirements

Your Team

You will be based at the Council of Europe Office in Tirana. The team you will work within, the Programming Department of the Directorate of Programme Co-ordination, contributes to setting the priorities of the Council of Europe's co-operation activity programme and ensures that they are translated into coordinated co-operation programmes and projects in member and non-member countries.

The Programming Department contributes to strategic, country-based programming through the drafting of Country Action Plans and other strategic documents. It defines priority actions on the basis of recommendations arising from the Council of Europe's monitoring mechanisms. Action Plans are adopted by the Committee of Ministers, following consultations with the national authorities and civil society concerned.

Your Role

As a Regional Gender Mainstreaming Advisor you will: 

  • contribute to the implementation of the Council of Europe Transversal Programme for Gender Equality and the Gender Equality Strategy in South-East Europe and Türkiye;
  • support the operationalisation of gender markers across all co-operation projects in the region of South-East Europe and Türkiye;
  • co-ordinate gender mainstreaming within Council of Europe co-operation documents and projects in the region, notably in the framework of the EU/CoE Joint Programme “Horizontal Facility for the Western Balkans and Türkiye” by advising on integrating gender perspective across activities and programmes, raising awareness within the CoE offices, developing practical tools, monitoring progress, sharing knowledge with external partners, and participating in relevant events;
  • provide support and advice to Council of Europe staff in the region and to senior management by offering strategic and technical guidance, preparing documents for meetings and events, drafting various written materials as needed, and assisting in the implementation of programmes and strategies on gender equality;
  • build staff capacities by designing and delivering training and workshops on gender equality and gender mainstreaming and regularly sharing relevant information and guidance on gender equality and gender mainstreaming;
  • further develop and operationalise gender mainstreaming tools and mechanisms (e.g. gender markers) under the guidance of the Head of Division in the Programming Department;
  • support the integration of gender-sensitive approaches in Council of Europe programmes and projects in the region; 
  • conduct missions related to the activities described above;
  • work in close co-operation and co-ordination with Council of Europe Offices in the region and with the Gender Equality Division in the Directorate General of Democracy and Human Dignity.
Requirements to apply

You must: 

  • have the support of the member State seconding you to the Council of Europe;
  • hold a higher education degree or qualification equivalent to a master’s degree () in fields such as political sciences or law and relevant and similar degrees;
  • have at least 5 years of professional experience in gender equality and gender mainstreaming, including experience in co-operation and project management, and in supporting government authorities and civil society, with a proven track record in providing tailored support on gender mainstreaming to public institutions, intergovernmental bodies and civil society/women’s rights organisations; 
  • have very good knowledge of one of the two official languages of the Council of Europe (English); 
  • be a citizen of one of the member States of the Council of Europe.

What we offer
