Unit Context:
IT People Engagement & Development (ITSPE) unit as part of the World Bank Group Information and Technology Solutions operates at the intersection of technology upskilling, learning, IT workforce strategy, and agile transformation. Its mandate is twofold: 1)Ensure the WBG organization has the right technology skills, digital fluency, and adoption capability—at the right time—to realize value from technology investments and enable successful digital transformation, 2)Build and sustain the right technology workforce, skills, leadership, and engagement in IT to enable agile delivery of business priorities and support digital transformation. The unit leads:
• Technology Learning Strategy & Roadmaps – Defining the critical technical capabilities ITS must build (cloud, data, AI, cybersecurity, agile, DevOps, etc.) and orchestrating structured, role-based learning pathways aligned to product and platform strategies.
• IT Workforce Strategy, Workspace & Skills Planning – Using workforce analytics, skills intelligence, and labor market insights to anticipate capability gaps and inform build/buy/borrow decisions in IT. This includes strategic workspace planning, global talent distribution, follow-the-sun models, and high-performing team collaboration environments.
• IT-Specific Talent & Career Architecture – Designing skills-based role clarity, career pathways, and capability progression frameworks tailored to a modern technology organization. Developing partnerships
• Engagement & Agile Culture Enablement – Translating engagement insights into operational and environmental improvements that strengthen psychological safety, team effectiveness, inclusion, and delivery performance in an agile technology organization.
In Sofia, Bulgaria Global Business Center, of the World Bank Group, ITSPE is one of the technology teams operating, leading and supporting the information technology operations globally.
Duties and accountabilities:
Role Purpose:
The IT Workforce Development and Engagement Officer leads the design and continuous improvement of IT workforce development and engagement initiatives that enable ITS strategy and digital transformation outcomes. Operating with a high degree of independence, the Officer translates workforce strategy, technology trends, and organizational priorities into integrated, data-informed programs.
Building on the Analyst’s operational support role, the Officer is accountable for shaping workforce solutions end-to-end — including technology skills strategies, learning roadmaps, and engagement initiatives that strengthen IT capability, agility, and culture. The role leverages workforce analytics and a strong understanding of technology domains and delivery models to anticipate skill needs, guide talent development, and inform leadership decisions.
The Officer also plays a key role in advancing IT’s global talent strategy, including supporting the growth and integration of the Global Business Center in Sofia, Bulgaria, positioning it as a competitive and high-performing technology hub within a globally distributed workforce.
Key Responsibilities:
• Design, implement, and continuously improve technology workforce development programs by designing and evolving role-based learning pathways and upskilling initiatives across key technology domains (e.g., cloud, data, cybersecurity, AI), aligned with IT strategy and future capability needs.
• Strengthen IT talent pipeline programs by designing and implementing early-career and internship programs, providing workforce insights to inform hiring, and building partnerships with academic and industry organizations to ensure a sustainable flow of technology talent.
• Inform global technology workforce strategy by delivering skills analysis and workforce insights that guide decisions on capability distribution, location strategy, and future IT workforce composition.
• Drive engagement, culture, and inclusion by designing initiatives that enhance employee experience, retention, and performance, while fostering agile, product-oriented, and psychologically safe ways of working.
• Advance the Sofia Global Business Center by driving workforce development, engagement, and integration initiatives that position Sofia, Bulgaria as a high-performing and competitive technology hub within the global ITS ecosystem.
• Lead and deliver IT workforce communications and community building through strategic messaging, events, hackathons, and recognition programs that connect and engage a globally distributed workforce.
• Shape modern ways of working by aligning workspace strategies and collaboration models with agile delivery, team needs, and evolving organizational priorities.
• Deliver workforce insights by producing analysis, capability assessments, and recommendations that inform organizational design, resourcing, and investment in technology talent.
Selection Criteria
• Expert-level ability to design, lead, and continuously improve IT workforce development and engagement programs, integrating technology skills strategy, organizational development practices, and workforce analytics into a coherent and impact-driven program portfolio.
• Deep expertise in IT upskilling, including the design of role-based learning pathways, and capability-building initiatives across strategic technology domains such as cloud, data, cybersecurity, and AI.
• Proven ability to lead workforce planning and skills strategy, including the analysis of technology labor market trends, workforce data, and skills gap assessments to generate strategic recommendations to inform organizational design decisions.
• Advanced proficiency in agile delivery models, product-oriented ways of working, and AI-enabled workforce tools, with the ability to apply these frameworks to design and evolve IT workforce programs and foster a high-performance technology culture.
• Demonstrated expertise in designing and delivering employee engagement, inclusion, and culture initiatives within a global and agile technology workforce, with the ability to adapt programs across geographically distributed teams and diverse IT operating contexts.
• Skilled in applying design thinking methodologies and human-centered approaches to workforce program design, ensuring initiatives are grounded in employee needs, organizational priorities, and measurable outcomes.
• Strong strategic thinking and business acumen, with the ability to connect IT workforce strategy to broader organizational objectives, digital transformation goals, and global location strategies.
• Expert technology literacy across general digital skills, AI, and current and emerging technologies, with a demonstrated ability in using technology as a force multiplier in supporting business practices.
• Expert-level written and verbal communication skills, with a demonstrated ability to influence senior IT leadership, present complex workforce analyses clearly, and build effective partnerships across IT, HR, academic institutions, and private sector technology partners.
• Proven ability to manage a complex portfolio of initiatives simultaneously, exercise independent judgment, and drive results in a fast-paced, globally distributed technology organization.
Education and Experience
• Master’s degree in Business Administration, Organizational Development, Information Technology, Digital Transformation or a related field, with a minimum of five (5) years of relevant professional experience;
OR
• Bachelor’s degree in a related field with a minimum of seven (7) years of progressively responsible experience;
OR
• An equivalent combination of education, training, and experience.
Certifications
• SAFe Agilist (SA) or equivalent Agile certification
• Digital Transformation or equivalent certification
• Association for Talent Development – Certified Professional in Talent Development (ATD CPTD) or equivalent certification
• Design thinking certification a plus
