Unit Context:
The Enablement Unit is dedicated to uplifting the World Bank Group’s enterprise maturity in data, information, and AI by driving technology-related capability-building, adoption, and innovation in the business areas across the institution. This unit leads the design and delivery of literacy programs, self-service platforms and practices, and citizen enablement initiatives, ensuring that staff and business units are empowered to leverage data, AI and knowledge technology responsibly and effectively. Through strategic planning, stakeholder engagement, and community-building, the Enablement Unit fosters a culture of continuous learning, experimentation, and collaboration.
Duties and accountabilities:
Role Purpose:
The Transformation Management Officer provides surge support to accelerate adoption of governance, tools, and services across ITSAE’s portfolio, with a focus on AI/data platforms and responsible use practices. The role plans and executes change strategies, builds stakeholder readiness, and equips champions and other stakeholders to sustain behavior change. The Transformation Management Officer also supports the AI Studio via campaigns, engagement, and other hands-on support. Working across product and governance teams, the Transformation Management Officer reduces implementation risk, increases engagement, and shortens time to value during a critical growth phase.
Key Responsibilities:
1. Strategic Planning
• Develop and execute engagement strategies and plans for priority initiatives (e.g., AI Studio rollouts, responsible AI/governance updates, Power BI citizen enablement).
• Conduct stakeholder analyses, change impact assessments; define personas and targeted interventions.
2. Stakeholder Engagement
• Plan and facilitate engagement activities (roadshows, demos, AMAs, town halls), and provide coaching to leaders, product owners, and champions.
• Support communities of practice and champions networks to sustain adoption and peer support.
• Coordinate training handoffs; align change plans with curricula, office hours, and reference support.
• Design and deliver campaigns and content (messaging, FAQs, use cases, success stories) in partnership with comms and product teams.
3. Analytics and Continuous Improvement
• Establish adoption metrics and feedback loops (activation, usage, satisfaction, compliance adherence); monitor and course-correct based on data.
• Identify and mitigate risks and resistance; manage issues and dependencies across governance, security, legal, and product workstreams.
• Produce concise status reports and lessons learned; contribute to playbooks and reusable change assets for future initiatives.
Selection Criteria
Education and Experience:
• Master’s degree with 8 years relevant experience or equivalent combination of education and experience.
Core Competencies:
• Change Management: Proficiency in structured change management frameworks (e.g., Prosci/ADKAR, Kotter, or equivalent). Ability to tailor methodology to organizational context, scale, and urgency.
• Facilitation and Coaching: Ability to design and deliver engagement activities, navigate varying points of view, influence and build relationships, and drive toward consensus.
• Communications Strategy and Content Development: Ability to design and execute multi-channel communications campaigns. Develops clear, compelling messaging for complex policy or platform changes across varied audiences.
• Adoption Measurement and Reporting: Proficiency in defining and tracking adoption metrics (activation, utilization, satisfaction, compliance) and translating data into course corrections and executive reporting.
• Technical: Basic understanding of data and AI principles, tools and guardrails
• Behavioral Competencies: Strategic Thinking, Delivery Mindset, Empathy, Expert-level Stakeholder Engagement, Influence, Collaboration, Negotiation
