Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background

The project, funded by the European Union (EU) and implemented in partnership with the United Nations Office for Project Services (UNOPS), aims to consolidate peace and strengthen inclusive governance in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). It does so by enhancing public financial management (PFM) systems and operationalizing BARMM’s unique tri-justice system. As the region prepares for its first parliamentary elections, the initiative will support the Bangsamoro Government in advancing institutional reforms, building technical capacities, and ensuring that public resources are effectively aligned with its development priorities. The project promotes the principle of moral governance by embedding transparency, gender responsiveness, and climate sensitivity into planning, budgeting, and service delivery.

Key interventions include strengthening coordination between regional ministries and local government units (LGUs); establishing digital platforms for data sharing, performance monitoring, and planning; and enhancing citizen participation in fiscal processes. The project also provides technical support to institutionalize the transition of the Bangsamoro Planning and Development Authority (BPDA) into a Ministry of Economy, Planning, and Development, while strengthening alignment between BARMM and the national government through the Intergovernmental Relations Body (IGRB). These efforts seek to institutionalize data-driven, participatory, and results-based governance across the region.

In parallel, the project aims to expand access to justice by institutionalizing and enhancing coordination within BARMM’s tri-justice system, comprising formal, Shari’ah, and tribal/customary mechanisms. It supports the establishment of the Bangsamoro Law and Justice Coordinating Council, builds capacities of justice sector actors, and rolls out legal aid and awareness programs—particularly for women, Indigenous Peoples, and conflict-affected communities. By combining UNDP’s policy and governance expertise with UNOPS’ operational delivery capacity, this EU-funded initiative provides a holistic and high-impact approach to sustaining peace and building inclusive, accountable, and resilient institutions in BARMM.

UNDP is looking for a Monitoring and Evaluation Analyst, who will form part of the Project Management Unit (PMU). The Monitoring and Evaluation Analyst will develop, implement, and manage the M&E system and processes of the project. This involves working closely with the UNDP Institutions and Partnerships Programme (I&P) Team, UNDP Results and Quality Team (RQT), and other stakeholders. 
 

Duties and Responsibilities

Overall direction and guidance shall be provided by the UNDP Team Leader for Institutions and Partnerships while day-to-day supervision shall be performed by the Project Manager with oversight from the Programme Analyst. The Monitoring and Evaluation Analyst shall also work closely with the UNDP RBM Analyst for corporate monitoring, reporting, evaluation, and learning requirements. The selected individual will also provide indirect oversight to the Finance Associate and Administrative and Logistics Associate, either on behalf of the Project Manager (PM) or as delegated by the PM. He/she will also stand as the Deputy to the Project Manager.

Under the overall supervision of the Project Manager, and working closely with the rest of the members of the PMU and stakeholders with oversight from the Institutions and Partnerships Programme Team, the Monitoring and Evaluation Analyst will:  

Develop the Monitoring, Evaluation and Learning (MEL) system and plan to support the effective and efficient implementation and monitoring of the project workplan:

  • Develop and operationalize a project-wide MEL plan including indicators, baselines, targets, data sources, collection methods, responsibilities, and reporting timelines, aligned with the approved Results Framework; 
  • Contribute to the formulation and annual updating the multi-year and annual work plans with budgets, ensuring results-based sequencing and realistic monitoring arrangements 
  • With the support of I&P Programme Team and RQT, review and update as needed the Theory of Change, Results Framework, MEL and Gender Action plan and Risk Log ensuring alignment with programme goals and donor requirements following UNDP policies, guidelines and tools
  • With the support of UNDP CO- RBM Analyst, Digital Services and PINTIG Lab, identify MEL data requirements, develop and maintain the project’s M&E database reflecting project’s indicators.
  • Develop the M&E system with the support from PMU, and in close collaboration with the I and P Team, setting up standardized monitoring tools, templates, and guidance to ensure consistent, reliable, and timely data collection across all project components needed to inform ongoing management decisions, strategic planning, learning, and uphold accountability.
  • Establish and maintain a structured digital evidence and documentation system to provide technical guidance to the PMU and support audits, donor reporting, and evaluation.
  • Support government counterparts in applying MEL principles to dashboard development, including the use of indicators for performance tracking, decision-making, and public accountability, while respecting government ownership of systems

Undertake analysis, coordination, and reporting to ensure wide dissemination of the Project’s results and findings.

  • With the support of the Project Manager, collaborate with the I&P Programme Team and prepare corporate and donor requirements for the project ensuring timely and quality submission of reports, ensuring that progress is highlighted, impact documented, gaps identified, and corrective measures recommended;
  • Coordinate and technically lead the preparation of required reports, including Semi-Annual and Annual Progress Reports, in close collaboration with the Project Manager and Programme Team
  • Ensure Donor Reports reflects progress against outputs and indicators, expenditure alignment, risk management, and adaptive measures and present the findings to identify follow-on actions for consideration of the Project Board. 
  • Develop a MEL database and dashboard that highlights the deliverables against the Output Indicators.
  • Provide support to the PMU to identify M&E related challenges and develop a methodology to resolve the issues and improve the capacity; 
  • Facilitate periodic learning and reflection sessions with project partners to support adaptive management and institutional learning. 
  • Work with other UNDP Philippines programs, UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues; and, 
  • Undertake regular field monitoring activities to the project sites in collaboration with the PMU and provide monitoring reports on progress. 

Support knowledge creation and management, stakeholder engagement and effective relationship building with key partners.

  • Lead and coordinate project evaluations, including mid-term and end-of-programme evaluations, to assess impact and effectiveness.
  • Lead in the development and drafting of a grievance mechanism in full alignment with UNDP policies, procedures, and accountability standards.
  • Liaise closely with the UNDP Communications Team, PMU, and relevant stakeholders to plan launches, events and other activities designed to bring attention to the results and findings of the programme; 
  • Background research on thematic areas related to the project and drafting of relevant programme briefs; 
  • Support to drafting of terms of reference and recruitment 
  • Contribute to the program’s visibility in UNDP’s social media accounts and website through articles, blogs and other social media content; 
  • Support in building and maintaining an effective relationship with key partners and stakeholders, including the Project Board.

Provide additional support to the Programme Management Unit and the Programme Team upon the request of the Project Manager.  

  • Prepare programme requirements, such as activity designs, briefing notes, talking points, one-pager, slide decks, among other requirements.
  • Provide technical support in organizing Project meetings including Project Board and Technical Working Group meetings, and other relevant stakeholders, including government and private sector partners.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in Public Administration, Business Management, Development Studies, Economics, Political Science, Information Systems or related field is required, OR
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two (2) years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum two (2) years (with master’s degree) or four (4) years (with bachelor’s degree) of progressively responsible administrative or programme experience or project management, policy and systems reform, digital governance, or public sector innovation, at the national or international level is required. 

Required Skills:

  •  Experience in designing, implementing, and managing monitoring, evaluation, and learning (MEL) systems, including Theory of Change and Results Frameworks.
  • Experience in programme development and management, monitoring and evaluation; policy and systems reforms; business process; information and knowledge management; and/or implementing a development programme related to public procurement, local e-governance, and/or public sector digital transformation.
  • Experience in M&E capacity, including data analysis, visualization, and preparation of evidence-based progress reports.

Desired Skills: 

  • Experience in M&E and data visualization tools such as KoboToolbox, ODK, PowerBI, and Excel.
  • Experience  with government procurement processes, transparency mechanisms, and participatory monitoring tools.
  • Experience with capacity building, participatory approaches, and stakeholder engagement, especially with government and civil society organizations.
  • Previous working experience with the UN system or international organizations at local or international level.

Required Languages:

  •  Fluency in English and Filipino is required.

Professional Certificates:

  • Certification in project management (e.g., PMP, Prince2) and/or MEL (e.g., CLEAR, IPDET, or UNDP-specific M&E training) will be considered an advantage.
