Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background

The UNDP Peace and Stabilization Programme Team, through the recently concluded camp transformation project, conducted consultations with various stakeholders including the Joint Peace Mechanisms, particularly the Task Force on Decommissioned Combatants and their Communities or TFDCC, and has identified the following needs for future programming: (a) need for a consolidated database and management system to inform, manage and document socio-economic services for DCs and their communities; (b) need to align case management work and service delivery within the mechanisms and timeline of the CAB; and (c) support delivery of socio-economic interventions for DCs, their families and communities. To ensure continuity in the efforts and programmes implemented in the past years, the UNDP has collaborated with The World Bank (WB) to co-develop the Project “Unifying Pathways, Linkages and Inclusive Facilitation of Transformative Services for Decommissioned Combatants (UPLIFT DC),” a project to support the government’s initiatives to help transition the former combatants in BARMM. The Project will be funded by the multi-donor trust fund the Bangsamoro Normalization Trust Fund, managed by The World Bank. The project objectives are as follows: (a) to strengthen information and case management for the decommissioning of MILF combatants, to enable more coordinated service provision and better monitoring and (b) to strengthen the livelihoods and wellbeing of Decommissioned Combatants (DCs) and their families through the provision of targeted services and support.

There will be three (3) components of the project namely:

  • Component 1: Establishment and operationalization of an Information, Advisory, and Referral Services (IARS) System
  • Component 2: Strengthening of case management system and capacity building for social workers and parasocial workers
  • Component 3: Delivery of socio-economic services to selected male and female Decommissioned Combatants

To ensure that the interventions are appropriate, UNDP is now seeking to recruit an IT Analyst who is qualified to support the Project Manager and the Peace and Stabilization Programme Team to operationalise the Information, Advisory and Referral Services (IARS) system by localising, configuring, deploying, and administering the Disarmament, Demobilization, Reintegration and Arms Management (DREAM) platform, which will be customized and deployed for Project UPLIFT. This will serve as a central mechanism for case management, service coordination, and monitoring of support to decommissioned combatants. The IT

Analyst is expected to report to the Project Manager. The position holder also demonstrates a client- oriented approach, tact, and ability to work with people of different national and cultural backgrounds. Moreover, the IT Analyst works closely with other project colleagues from the Peace & Stabilization Programme Team and with representatives from other UN Agencies, government officials, technical advisors and experts, multilateral and bilateral donors, and civil society to successfully implement the activities.
 

Duties and Responsibilities

Under the overall guidance of the Team Leader of the Peace and Stabilization Programme Team and/or his designated deputy as well as with the Head of the Cotabato Office, and under the direct supervision of the the Project Manager of UPLIFT DC, the IT Analyst will be tasked to deliver distinct outputs of the project, to ensure quality implementation. The IT Analyst will work closely with the project team, the Peace and Stabilization Programme Team, and UNDP CO teams and project stakeholders, particularly the Joint Peace Mechanisms and local authorities within the BARMM and its adjacent provinces, particularly Lanao.

The IT Analyst will be directly responsible for completing the following set of tasks within allotted, agreed- upon time frames:

  • Operationalize the IARS by localizing, configuring, deploying, and administering DREAM- Management Information System (DREAM-MIS). DREAM supports the registration and profiling of participants, issuance of ID cards, service mapping, need–opportunity matching, monitoring of reintegration support (including financial disbursements and training), and robust reporting.
  • Ensure compliance with data privacy and safeguards and build counterpart capacities for sustained handover and maintenance beyond the project period

System localization , Configuration, and Deployment (IARS via DREAM‑MIS)

  • Ensure DREAM-MIS meets the agreed case management workflows and referral pathways (modules, forms, user roles, dashboards)
  • Support further data migration protocols from DSWD/TFDCC sources and ensure appropriate separation of biometrics and other sensitive data in line with data‑sharing agreements.
  • Maintain and ensure reporting dashboards are aligned to the Project Results Framework and partner reporting requirements.
  • Provide technical assistance in usability testing and roll out phase of DREAM-MIS to ensure platform readiness.
  • Ensure hardware and software platforms meet the UNDP corporate standards and the key business processes
  • Deliver technical advisory services on ICT asset lifecycle management, including maintenance planning, performance optimization, and hardware acquisition in accordance with organizational standards and specifications”
  • to ensure that asset management responsibilities are clearly covered within the scope
  • Coordination of the implementation of corporate UNDP systems.

Ensure System Administration, Security, and Quality Assurance

  • Contribute to the user manuals and training materials for DREAM-MIS and conduct training and provide post-training technical support.
  • Administer role‑based access (including decentralized permissions), manage user provisioning and
    deprovisioning, and maintain audit logs.
  • Oversee the service desk process, including ticket intake, classification, prioritization, and updates. Coordinate with the vendor or technical support team for issue resolution and required adjustments, provide replication steps, and validate fixes as needed.
  • Maintain technical documentation (configuration notes, SOPs, admin runbooks, data dictionaries, Application Programming Interface specifications
  • Ensure interoperability with national systems such as those of the Department of Social Welfare and Development (DSWD) and BARMM institutions.
  • Establish UNDP and counterpart’s data protection protocols access controls, and system documentation to ensure long-term sustainability.
  • Support the gradual transfer of ownership and technical capacity to relevant national agencies, enabling full handover and independent management of the system post-project.
  • Conduct regular audits to identify areas for improvement and ensure the systems are up to date with the latest security patches and features.
  • Develop long-term sustainability and maintenance plans to ensure the continued operation and improvement of the systems.

Ensures efficient networks administration, focusing on achievement of the following results:

  • Monitoring of the computing resources to provide a stable and responsive environment.
  • Operation of network utility procedures defining network users and security attributes establishing directories,
  • menus and drive-mappings, configuring network printers and providing user access.
  • Monitoring of backup and restoration procedures for both server and local drives.
  • Monitoring of network traffic, including LAN and internet connectivity, to ensure alignment with UNDP requirement

Provision of technical advice on network administration to other agencies as required

Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results: 

  • Organization and facilitation of trainings for the programme, project personnel;
  • Synthesis of Lessons Learnt and Best Practices; 
  • Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in Information Technology, Computer Science, Information Systems, Software Engineering, or other related field is required. Or
  • A first-level university degree (Bachelor’s degree) the areas mentioned above in combination with additional two (2) years of qualifying
    experience will be given due consideration in lieu of advanced university degree.

Experience:

  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in IT management and web-based information management

Desired Skills:

  • At least 2 years working experience, including development and implementation of ICT strategies, management of ICT services, hardware and software platforms, telecommunications facilities.
  • At least 2 years network and administration experience
  • At least 2 years of relevant work experience in system administration,
    configuration, and user support for multi‑stakeholder platforms; familiarity with role‑based access and data privacy controls.
  • At least 2 years experience in web based management information system
  • Proficiency in standard software applications Word, Excel, PowerPoint, Outlook
  • At least 3 years experience with Government or Social Sector MIS
  • At least 3 years of experience in working with the joint peace mechanisms and other key stakeholders involved in the peace processes in the BARMM.
  • Previous experience in International Organizations, such as the UNAt least 3 years of experience of working with national/local government agencies, development partners and civil society.

Required Languages:

  • Fluency in English and Filipino is required.

Professional Certificates:

  • Cisco Certified Network Engineer (CCNE) and Microsoft Certified Systems
  • Engineer (MCSE) would be an asset.
  • Certificate in any of the following cybersecurity, data protection/privacy, cloud systems (Azure/AWS), database administration would be an asset
