BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world's largest humanitarian organization fighting hunger. WFP supports national counterparts to strengthen emergency preparedness and response, supply chain readiness, and shock-responsive social protection to protect vulnerable populations from the impacts of crises and climate-related hazards.

In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean’s capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing.  In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.

The post is located in the WFP Satellite Office for Jamaica, under the WFP Caribbean Multi-Country Office (MCO) in Barbados. The role supports the emergency preparedness, logistics and supply chain, including capacity strengthening activities. The incumbent works under the direct supervision of the Head of Satellite Office for Jamaica and in close collaboration with relevant technical units and partners.

JOB PURPOSE:

To provide technical and operational support that enhances national multi-hazard preparedness, response coordination, and end-to-end supply chain performance, and to contribute to the design and implementation of a range of approaches to improve disaster risk management processes and procedures aligned with national systems and WFP standards.

ACCOUNTABILITIES/RESPONSIBILITIES:

- Lead the design and delivery of project activities in support of Disaster Risk Management capacity strengthening interventions based on national government priorities, including in the areas of coordination architecture, emergency logistics and distribution, supply chain planning, warehouse management, EOC operations, disaster assessments and other relevant topics.

- Engage government counterparts at senior technical level to jointly define and develop operational guidance, tools, and knowledge products for emergency preparedness and response based on lessons learned from Hurricanes Beryl and Melissa. Drive development of national and subnational multi-hazard preparedness mechanisms—conduct risk and scenario analysis; maintain contingency planning and readiness monitoring; and develop/roll out emergency SOPs, concepts of operations, and activation/standdown protocols in line with global standards and national context.

- Lead the development of national supply chain readiness plans covering demand forecasting, vendor and transport network mapping, warehousing, and last‑mile delivery design.

- Conduct logistics capacity assessments (ports, road, storage, cold chain) and propose risk mitigation and business continuity measures.

- Maintain readiness dashboards, tracking systems, and contribute to supply chain planning and performance reviews.

- Support partnerships with national counterparts, UN agencies, NGOs, academia and the private sector; contribute to resource mobilization materials and donor reporting.

- Provide flexible support to cross-functional tasks and surge deployments, and perform other related duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced university degree in Supply Chain Management, Logistics, Disaster Risk Management, Humanitarian Affairs, Public Policy/Administration, or related field; or a first university degree with additional years of relevant professional experience.

Experience:

At least 5 years of progressively responsible experience in emergency preparedness, logistics/supply chain, humanitarian response, and/or disaster management.

Demonstrated experience in supply chain planning, vendor/market engagement, warehousing/transport operations, and/or food assistance delivery systems is desirable.

Experience supporting government-led or inter‑agency emergency coordination and response is an asset.

Experience in capacity strengthening, development of operational tools, and facilitation of trainings/simulations is desirable.

Knowledge & Skills:

Strong understanding of emergency management and humanitarian supply chain principles.

Excellent analytical, coordination, stakeholder engagement and communication skills.

Ability to work under pressure, manage multiple priorities and deliver quality outputs within tight deadlines.

Proficiency in Microsoft 365; familiarity with supply chain analysis tools and data visualization is an asset.

Language: 

Fluency in English. Knowledge of another UN language is an advantage.

  • Remuneration: WFP offers a competitive compensation package determines on the basis of the Term of Reference and the selected candidate's qualifications and experience.
  • Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such full medical clearance will be required.
