BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the world's largest humanitarian organization fighting hunger. WFP supports national counterparts to strengthen emergency preparedness and response, supply chain readiness, and shock-responsive social protection to protect vulnerable populations from the impacts of crises and climate-related hazards.
In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean’s capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.
The position is based in the WFP Jamaica Satellite Office under the Caribbean Multi Country Office (MCO). The incumbent works under the direct supervision of the Head of Satellite Office for Jamaica and in close collaboration with relevant technical units and partners.
JOB PURPOSE:
The role supports the Government of Jamaica across cash-based transfers (CBT), social protection (SP), disaster risk financing (DRF), Anticipatory Action (AA), emergency preparedness and response (EPR), and information and knowledge management (IK), with a strong operational component linked to emergency cash responses.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Lead the planning, implementation and monitoring of CBT operations, ensuring alignment with WFP standards, national systems, and Cash Working Group (CWG) agreements.
- Lead day‑to‑day technical support to the Ministry of Labour and Social Security (MLSS) on CBT operations, including beneficiary data management, delivery chain workflows, troubleshooting, and payment assurance.
- Support the strengthening of shock‑responsive social protection (SRSP) systems, including the design of expansion mechanisms, activation triggers, and interoperability, as well as integration with data collection tools (e.g., JHDINA) and other government data platforms.
- Contribute to AA and DRF workstreams, including cost modelling, activation protocols, SOPs, and links between AA/DRF instruments and CBT response mechanisms.
- Co‑lead CWG activities, in coordination with MLSS, including harmonization of transfer values, partner coordination, and consolidated reporting.
- Coordinate with partners on deduplication, beneficiary verification, and data governance (MLSS, IFRC, UNICEF, PIOJ, ODPEM, NGOs).
- Support EPR planning, including scenario development, readiness monitoring, SOP development, and participation in national emergency coordination structures.
- Oversee beneficiary data workflows (SCOPE, partner registries, JHDINA), including data cleaning, quality assurance, and reconciliation.
- Produce accurate operational analyses, briefs, distribution reports, and other documentation to inform decision‑making.
- Deliver capacity strengthening for government and partners on CBT, SRSP, DRF, and emergency cash delivery systems.
- Supervise Programme Assistants and provide operational guidance linked to cash operations and CFM/payment case management.
- Contribute to knowledge management, after‑action reviews, data consolidation, and lessons learned from emergency operations.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in Social Policy, Public Administration, Economics, International Affairs, or another relevant field; or a first university degree with additional years of relevant professional experience.
Experience:
At least 5 years of progressively responsible experience in CBT, social protection, disaster risk reduction or emergency response.
Experience managing large-scale CBT operations, including delivery mechanisms, reconciliation, and exception management.
Experience supporting government-led coordination, technical working groups, or multi‑stakeholder platforms.
Experience with shock-responsive social protection and/or disaster risk financing is desirable.
Experience supervising staff and managing operational workflows.
Knowledge & Skills:
Strong technical knowledge of CBT operations, delivery chain design, data management, and payment assurance.
Understanding of social protection systems and their scalability during shocks.
Knowledge of DRF concepts, triggers, risk financing instruments, and activation protocols.
Strong analytical, coordination and communication skills.
Ability to manage multiple workstreams under pressure and engage effectively with government counterparts.
Language:
Fluency in English. Knowledge of another UN language is an advantage.

- Remuneration: WFP offers a competitive compensation package determines on the basis of the Term of Reference and the selected candidate's qualifications and experience.
- Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such full medical clearance will be required.
