Development of a technical report, in the form of a guideline to be used in validation and consultation process, to carry out qualitative, semi-quantitative, and quantitative risk assessments, resulting from the review of international and national documentation on the technical approaches, methodologies and tools, with the purpose of estimating probable damages and losses in the face of the impact of a hazard. The document must consider methodological options for developing qualitative, semi-quantitative, and quantitative risk assessments, complemented by a comparative analysis of the architecture of risk modeling according to the classification of hazards, as well as support in the development of workshops to present and discuss the proposed guideline. This work will be used by SGRD-PCM for defining national guidelines for hazard and risk assessments.

Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 160 staff located in its headquarters in Geneva, Switzerland, and in regional offices. UNDRR guides, monitors, analyzes, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. It supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. Effectively addressing the climate emergency requires robust mitigation, adaptation, and disaster risk reduction (DRR) actions. Conversely, risk-blind planning can and have created new risks and maladaptation practices. Therefore, DRR must incorporate considerations of climate change, and climate action, including climate change adaptation (CCA), which at the same time cannot succeed without seamless integration with DRR efforts. The Comprehensive Risk Management (CRM) flagship initiative is holistic, aimed at avoiding, addressing, and reducing various risks associated with climate and non-climate hazards. It involves managing risks through short-, medium-, and long-term risk reduction and adaptation actions, fostering active collaboration among different government institutions, non-State actors, and other stakeholders. By promoting risk assessments, capacity development, and policy alignment, the CRM Initiative contributes to achieving the Global Goal on Adaptation (GGA). Different institutions in Peru require to carry out risk assessments to support decision-making processes. Among those assessments, recurring hazards are usually considered including in many cases future risk scenarios, but no national guideline exists to date. Considering the role of the Presidency of the Ministries Council (SGRD-PCM for its acronym in Spanish) as the governing entity, this consultancy aims to strengthen the disaster risk understanding capabilities as well as the governance in the topic in Peru. The position as consultant on the development of technical guidelines to carry out risk assessments will be home based in Lima. The consultant will report to the Risk Knowledge and Climate Change Officer at UNDRR's Regional Office for the Americas and the Caribbean, in Panama, and will closely collaborate with technical experts and programme officers in UNDRR, besides other relevant organizations.

Qualifications/special skills

An advanced university degree (master's or equivalent) in civil engineering, geographical engineering, environmental engineering, geography, disaster risk management, or a related discipline is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least four (4) years of experience in risk assessment or disaster prevention hazard, exposure, and vulnerability modelling for the determination of risk levels is required. Experience with hazards analyses and mapping, exposure characterization, vulnerability analysis and risk is required. Experience with at least one major government institution or international organization working on risk assessments, disaster risk reduction or risk knowledge is desirable. Experience in probabilistic risk assessment tools (e.g., CAPRA, CLIMADA, OpenQuake) is desired. Experience in research methodology, data analysis, and report writing is desired.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in Spanish is required for this consultancy. Knowledge of English and/or French is desired.
