Background

Fight against corruption emerged as one of the central items in the transformation agenda of Uzbekistan’s newest history, which started with the political transition in 2016. Over this period, the government has taken several steps to improve the institutional and policy framework of anticorruption in the country. Despite positive developments in this area, prevalence of corruption in the public sector remains high, being a major challenge within the broader governance agenda, fuelling inequalities and undermining access to quality public goods and services. Although Uzbekistan has already undertaken several key anti-corruption reforms, it is important to systematize its anti-corruption policy by making it strategic in nature. 

The main goal of the European Union funded Project “Improving Governance in Uzbekistan - Strengthening the National Anti-Corruption Ecosystem” is to promote strategic, long-term and multi-dimensional administrative and anti-corruption reforms in Uzbekistan, which are solid, comprehensive, effective, inclusive and fully integrated into national, regional and local development agendas. The Project will achieve this goal through: 

(1) Improving national policy, legal and institutional frameworks, which consolidate the Anti-corruption and Integrity Ecosystem in the country with robust preventive, enforcement and punitive measures, in line with best international practices. 

(2) Strengthening integrity capacities of the regional, district and local government authorities and self-governance bodies, and deploying more dynamic anti-corruption transformations in the regions of Uzbekistan. 

(3) Enhancing civic engagement and collective action for an effective and objective monitoring of the implementation of the National Anticorruption Strategy and greater public awareness to foster zero-tolerance towards corruption. 

The main partner of the Project is the Anti-Corruption Agency of the Republic of Uzbekistan. The Project will also cooperate with the Ministry of Justice, General Prosecutor’s Office, GPO Academy, Presidential Administration, National Agency for Social Protection under the President of Uzbekistan, civil society organizations and media.

In this context, UNDP is seeking a qualified Monitoring and Evaluation Associate who will establish and maintain M&E systems to assess the effectiveness and impact of the project’s interventions, results-based reporting, and evaluation with appropriate institutional and governance system for the project and its results framework.

Duties and Responsibilities

Under the direct supervision of the Project Specialist and in close collaboration with relevant project partners, the Monitoring and Evaluation (M&E) Associate will support the effective planning, implementation, monitoring, and reporting of project activities. The M&E Associate will be responsible for establishing and maintaining robust monitoring and evaluation systems to assess the effectiveness, efficiency, and impact of project interventions, ensure results-based management, and support evidence-based decision-making in line with UNDP M&E standards and donor (EU) requirements.

Support effective project planning, programming, and implementation

  • Support planning, programming, and results-based reporting of project activities in line with approved project documents, annual work plans, and delivery targets.
  • Assist in the preparation of project work plans and annual delivery targets, ensuring alignment with the results framework and agreed indicators.
  • Support project management and administration processes in Quantum, including initiative setup, tracking, and closure.
  • Provide technical support to the development and refinement of project initiatives, including guidance on results logic, indicators, and monitoring arrangements.
  • Liaise closely with the Project Manager and project team to provide timely analytical and operational support as required.

Support the establishment and operation of monitoring and evaluation systems

  • Establish and maintain a comprehensive Monitoring and Evaluation system with appropriate institutional and governance arrangements, in line with UNDP M&E policies and donor requirements.
  • Systematically monitor progress against the agreed results framework, performance indicators, and targets at output and outcome levels.
  • Monitor implementation of funded initiatives and the overall project portfolio, identifying implementation gaps, risks, and performance issues.
  • Conduct regular monitoring of ongoing initiatives, including in pilot regions, and document findings to support adaptive management.
  • Support the organization and management of data flows, including data collection, validation, analysis, and visualization.

Support reporting, evaluation, and accountability processes

  • Prepare and consolidate high-quality quarterly, annual, and final narrative reports in line with UNDP and donor reporting requirements.
  • Collect, analyze, and present quantitative and qualitative data for reporting to the Government, UN Agencies, donors, and other stakeholders.
  • Provide analytical inputs for evaluations, audits, and learning exercises, ensuring accuracy, consistency, and compliance with agreed methodologies.
  • Support results-based reporting by ensuring that evidence, indicators, and lessons learned are clearly reflected in project reports.

Support project governance, coordination, and budget monitoring

  • Provide substantive and operational support to the work of the Project Board, including organizing regular board meetings and preparing relevant documentation.
  • Support monitoring of project budgets and expenditures in coordination with the Project Manager, ensuring alignment between financial delivery and results achieved.
  • Assist in monitoring implementation risks and contribute to the development and tracking of mitigation measures.

Support knowledge management and learning

  • Contribute to the identification, documentation, and dissemination of lessons learned, best practices, and evidence generated through project implementation.
  • Support the use of M&E findings to strengthen quality programming, results management, and continuous improvement of project interventions.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

  • Secondary education is required. 
  • University degree (Bachelor’s degree) in Law, Business Administration, Economics, ICT, Digital Development, Data Management, Public Administration will be given due consideration but is not a requirement.

Experience:

  • Minimum 7 years (with secondary education) or 4 years (with bachelor´s degree) of relevant experience related to compliance, finance, M&E.

Required Skills:

  • Experience in the use of computers, office software packages (MS Word, Excel, etc.), and web-based management systems, and up-to-date, advanced knowledge of data management tools and database packages.

Desired Skills in addition to the competencies covered in the competencies section:

  • Previous experience with UNDP or UN project;
  • Experience engaging effectively with project teams, donors, governmental partners, and civil society organizations. 
  • Experience in compliance and risk management, including experience in handling complex financial transactions. 
  • Experienced in data analysis using MS Excel and Python to support evidence-based decision-making. 
  • Experience managing tasks from inception to closure. 

Required Languages:

  • Fluency in English and Uzbek is required. 
  • Good command of Russian is desirable.
